Azerzia: I see that you still ludicrously believe that Azerzia will not bow down to the workers of the North American Republics or to the workers of the world for that matter. Such a silly folly will be your downfall, oh yes it will. Your navy has not found significant resistance because it has skirted away from Naran ships when they can be seen only on the horizon. And what is this "Tenian Sea?" It has always and will always be called the Sea of Toil, unless you were speaking of the body of water to your south. I could then understand why you say that you haven't met any resistance, if you get my drift. We have been biding our time, growing even stronger for a final assault upon Logres, Avaerilon, and, unfortunately, Azerzia.

Franco-Lowlands: We are glad to hear of the cessation of hostilities between our two peoples. As always, Franco-Lowlands will remain in our hearts as a country that headed our call for the world communistic revolution. We are sorry for not responding sooner, but our foreign ministry lost the message among other documents and I personally had to spend hours of my time organizing the mess.

Alterio: We are glad to have an ally in this battle. We do hope that Alterio is prepared for conflict as it is right next to the conflict zone (Logres). Your great navy will be of great use in this conflict as you can help with a massive blockade of the Logresian holding that we have invaded. Once that holding is secure, we can jointly move into Logres and then you can take the battle to Avaerilon while we focus on Azerzia. Together we can run over the forces who oppose the will of the workers and for whatever reason it is that Alterio has for joining this war.

Our ships have remained out of range of your guns while preventing any trade passing into your ports. That hardly seems like you are doing as well as you seem to imply.

Despite agreeing in principal to the over-through and annihilation of the ruling classes, and despite the revulsion we hold for monarchy, Kanoria now feels that we cannot allow democratic will to be trampled on in this way, we therefore, reluctantly, commit our forces to fight with the coalition in this matter.

The resources that we are willing to commit stand at:

Dear Leaders,
     I appear before you today, in text form of course, to re-iterate our intention to maintain this war for as long as possible. We started this war in October, but due to heavy resistance from the capitalist forces that fight against us, absorbing proletarians into the military complex set up by these states, forcing them to fight against their liberation. False dictums and propaganization from childrens' early ages have kept the proletariat from seeing the reality of their class positions. Their social conservatism and income inequality brings a tear to our collective eyes. They are but one place that needs worker liberation. As Logres is under Avaerilonian control, they need national liberation. They are being kept in line as members in the Avaerilonian commonwealth. Azerzian workers are also subjugated under their capitalist system and must be liberated. This is all in the favor of the proletariat of all countries and we expect other workers to rise up and remove the capitalist ruling class from power and institute itself as the ruling class of the country. Only through the united action of the underclasses can they finally throw off the chains of oppression.

We are willing to sign a peace treaty so long as it includes the following:

• The Azerzian government allows for direct investment in their country from the People's Bank of the North American Republics.
  
• Logres proposes in an open referendum that Logres leaves the commonwealth set up by Avaerilon and the country becomes open to direct investment from the People's Bank of the North American Republics.
  
• The Avaerilonian government allows for direct investment in their country from the People's Bank of the North American Republics.

We are not unreasonable. We are willing to offer in return:

• An immediate people's commissar election upon signing of the treaty and the barring of the current people's commissar, Crumrine, from running.
  
• The release from house arrest the former people's commissar, Bryan, and the allowance for the former people's commissar to run in the elections.
  
• The immediate cessation of all hostilities with any signatory state to the treaty.
• The offer of Pont de Roche to Logres.
• The paying of reparation mounting to 2 billion NAR dollars (1,620,000,000 Aubs) to all signatory states with payments being allowed in kind based on market prices at the time of the transaction.

Ourselves, our colleagues, and our people that we represent in our democratic offices have been spending the time since you broadcast your government's intentions debating, talking, and thinking. Such time has passed that we formed one, clear opinion on the matter of the treaty you have offered.

Avaerilon, Logres, and, we believe, our allies in CAT, are willing to treat with your nation and your allies, although we must stipulate that are there some concerns we have. Those shown below are the concerns of Avaerilon and Logres, whom are united in their desire to see a fair means to end the violence that has clouded recent times.

• There is no "commonwealth" set-up by Avaerilon, or anyone else, involving another nation state
• The government of Avaerilon has no control over the government, people or nation of Logres, no has it ever attempted to impose its will over said constituents
• Therefore, taking the above into account, your calls for a referendum are unfounded points
• We are concerned about what "direct investment" means. For us to accept it, we must know what exactly this constitutes first, and second agree to it in its entirety

However, our government and the government of Logres are gladdened that you are willing to cede some considerable terms to the favour of our respective states.

Since we are still treating, we would like to add some demands and offers of our own:

We require in-addition:

• That the government of North American Republics ceases any support, whether material or via official vocal and moral support, to any terrorist organisation based-in Avaerilon, namely the "SNS" group
• That said government agrees to fully disclose any detailed information on the "SNS" group they should have in their possession
• That said government respects the sovereignty of both Avaerilon and Logres, and the legitimacy of their political systems, which are open to parties of any socio-economic perspective
• That said government signs a treaty with the government of Avaerilon to outlaw the use of EMP missiles against each other, to be witnessed by the international community
• All Avaerilonian and Logresian citizens taken captive during the hostilities, including POWs be released
• That, should the government of Avaerilon accept the terms of "direct investment," that it be allowed to do the same, in any measure, in North American Republics
  

We offer in-addition:

• That the government of Avaerilon will cease any support, whether material or via official vocal and moral support, for the DERP group or any such group that desires to undermine the political system of North American Republics
• That said government respects the sovereignty of North American Republics, and the legitimacy of its political system
• That said government will sign a treaty with the government of North American Republics to outlaw the use of EMP missiles against each other, to be witnessed by the international community
• Civilians currently residing in Pont de Roche may claim dual nationality of both Logres and North American Republics, should they wish
• The reduction of all armed forces in the Kingdom Montevittoria (Avaerilon) to a merely defensive force, with no EMP capability
• A cultural exchange between our two nations, to foster better understanding between the peoples of our two nations
• Ten metric tonnes of pure titanium to be offered at below the market value (US$70 per kilogramme as opposed to US$110 per kilogramme) to the government of North American Republics for a period of three years
• Five cases of oak- and Madeira wine-aged whiskies, 30 years-old, from the famous Llew Ddu distillery (57.9% alcoholic volume in metric terms)

Should our talks be successful, then we would like to wish peace the best of luck, and that our nations can move-away from this sordid situation.

     We would like to thank you for being willing to compromise and bring this war to an end, and for clarification of a grievous mistake that has now been corrected. We have carefully reviewed and considered different aspects of this peace process, and we have come up with the following that we hope is acceptable for both parties.

We shall offer:

• Dropping the calls for a referendum in Logres.
  
• The immediate resignation of me, People's Commissar Crumrine, and the prevention of my running in the ensuing people's commissar election.
  
• The freeing of former People's Commissar Bryan from house arrest and the allowance for the former People's Commissar to run again.
• Pont de Roche to Logres.
• The paying of reparation mounting to 2 billion NAR dollars (total) to all signatory states with payments being allowed in kind based on market prices at the time of the transaction.
• The cessation of support for any and all groups that the international community deems to be a terrorist organization.
• The release of documents pertaining to the "SNS" group.
• The release of all prisoners of war taken captive during the hostilities.
• To sign a treaty with the government of Avaerilon to outlaw the use of EMP missiles against each other, to be witnessed by the international community.
  
  

We ask for/accept:

• The opening up of signatory states to Naran capital. That is to say, allowing the North American Republics, via the People's Bank of the North American Republics, to buy or expand operations of existing businesses in signatory states. The businesses will be run in accordance with the regulatory restraints, should any exist, imposed by the respective signatory states.
• That the government of Avaerilon will cease any support, whether material or via official vocal and moral support, for the DERP group or any such group that desires to undermine the political system of North American Republics.
• That Avaerilon will sign a treaty with the government of North American Republics to outlaw the use of EMP missiles against each other, to be witnessed by the international community.

    The culture exchange programme, should we arrive at a compromise and institute it, is most necessary. The structure of our economy prohibits foreign direct investment into any workplaces and alcohol is de facto prohibited, as it is not needed within the North American Republics. We promise to not infringe upon the sovereignty of Avaerilon, Logres, Azerzia, or any other signatory state unless a substantial number of workers in said states publicly ask for our protection or liberation. Our people would never allow us to stand by as workers were being harmed around the world.

    We insist on being able to use Naran capital to improve the conditions of workers in signatory states; it is our principal demand. Naran-owned businesses would be subject to any regulations any signatory state wishes to impose within their own countries, including having regulators on-site to ensure that our businesses comply. In what way would it be disadvantageous? It is Naran capital at stake, raised by providing our own commodities to the world market, and our businesses would have to compete with the best that Avaerilon has to offer. It can only be advantageous to Avaerilon to agree as it will force lower prices and greater quality as businesses compete with our businesses, no? Would it not help the average Avaerilonian worker? No reason is provided for the aversion to our capital. Could it be that the Avaerilonian government does not trust the Naran government? The questions your quick statement raises are important enough to warrant us pulling back on our agreements, agreements that are disadvantageous to the North American Republics, one being giving up the strategic location of Pont de Roche. We ask you to reconsider your position on investment.

We have many issues to consider with regards to potential investment by your nation in ours. These, of course, include security concerns. Forgive us, but we are not in the habit of giving our full trust to nations which have declared war upon us; particularly when said war is still technically going on. We also do not fully understand the reasons for you wanting to directly invest in us, aside from the hope to generate income; one cannot help but see it as somewhat suspect. We also do not appreciate the Marxist undertone you employ, which suggests Avaerilon requires outside assistance to ensure equality. Our workers enjoy high wages, free healthcare, and strong protection under the government, amongst other things. Furthermore, international confidence in your nation is somewhat low, and an economic association with your nation as per the one you suggest could only lower confidence in Avaerilon's respected economy. It does not take much to imagine international investors pulling-out due to an association of said kind. We are more than willing to engage in direct trading with your nation, and assisting the import/export between our nations. We would even offer an ease on travel restrictions to allow skilled individuals to come to our nation (and vice versa) for work without the usual hassle. Perhaps in the future we might consider the offer of investment as a permanent item.

However, it is clear, for whatever reason (which we are not confident we understand) your government is intent on this measure. For the sake of peace and the fostering of trust and relations, we will allow limited investment in small, co-operative businesses. The total amount that can be invested shall be no more than 3 times the gross annual income of the co-operative. 

If you require more negotiation on this, then we are willing to negotiate.

Dear Iago Penderyn,
    After much deliberation within the Workers' National Council, we need to ask for clarification on a specific point: "...we will allow limited investment in small, co-operative businesses." What makes a business small?
    We would also like to point out that it does not matter if your workers earn high wages or they have access to free healthcare, they are still exploited under the capitalist system. Provide what bourgeois justifications you may, it remains a fact of life. Avaerilon does indeed need help becoming more equal as it is a capitalist country.
    Au contraire, Avaerilon. International confidence in our nation is high after seeing our incredible wartime throughput. We can motivate our workers more than you could ever motivate under your capitalist system and it shows. You forget our place as a manufacturing center in the region. I doubt you still remember the Blackacre problems and our place in mass manufacturing Michutopian nanobots to help solve it. Age makes a country more forgetful, I suppose. It would take much for investors to pull out when they can make more money than they can imagine from our direct investment.
    Keep in mind that we are giving up more than we should in the name of peace. Your army is still cowering in the mountains of Logres and we still have the strength to continue forth. Do not make us decide that continued war is the better option.

Many of these small co-operative businesses are common in Avaerilon, and enjoy grants and interest-free loans from the government.

We, as a general point, would like to know specifically what the investment intends to do, as any interested party should. We are confident your interests are genuine.

What we would like to protest, however, is your inflammatory, crass and rather offensive tone. While we recognise that your national culture is not favourable towards non-communist economies, we would expect a mature, treating head of state to be level-headed, cultured and polite with regards to another nation. You insult our populace with the harshness of your words. Please do not be so inflammatory; it does not give your nation many favours.
