These gold deposits have been claimed by the Council Republic of North American Republics in the name of environmentalism! The sea shall not be soiled by the mining of these deposits.

The Federal Republic of Cemaes stand side-by-side with the Council Republic of North American Republics in their honourable statement of intent in preserving the environmental integrity of the sea in which these deposits have been found.

Such project will be very expensive and difficult to construct. Although Newhalla has no interest in the gold we would like to assist in the building and financing of the project.

Avaerilon, as one of the two nations closest to the deposits, proposes that as one of the more legitimate nations to claim them, we should designate it as a Zone of Special Scientific Interest, thus granting it full environmental protection under Avaerilonian law. The site may be visited, but must not be disturbed. As one of the most green nations in the region, according to WA statistics and passed legislation, Avaerilon would like to assure fellow members of the region that we will guarantee this area to be safe from mining, disturbance, and other potentially devastating activities.

If the government of Avaerilon is to claim all of the deposit and place it under their protection, then we retract our claim fully.

Man, you guys stink! We cut up the diamond star of the Circaporus to finance, too!
Before this happens, A Conglomerate led search team will see of this poses a threat to fish populations.

Avaerilon's Ministry of Foreign Affairs wishes to express offence at the Nargish Conglomerate's suggestion that eco-awareness and sustainability makes one's nation "stink." We are rich enough as it is, why bother?

No. Anyway space is infinite and funds are not. Also, take no offense in what I said.
Also the expedition saw NO FISH DOWN THERE AT ALL.

While there may be few, if any fish in the vicinity of the deposit, Avaerilonian bathyscapes indicate that large amounts of old coral are likely doted-around ridges in the deposit. Any disturbance would kill the coral and end the lives of crucial microscopic life in the trench. Furthermore, any mining or underwater building would pollute the currents around. Avaerilon certainly does not want to put the livelihoods of our numerous fishermen at risk, let alone our abundant marine life.

Also Avaerilon, the trench you scanned was about ten miles from the site. A foundation at the site has been built in the CFFZ (Coral and Fish Free Zone) already used by oil platforms.

It seems various pieces of evidence offered up by both parties have issues with their providence. I suggest we hold a vote to decide what happens to the vein. I would like to call-upon a non-interested party to create a poll.

There is little reason for a compromise in our view. There would still be significant damage to the marine environment, we feel, along with possible tectonic activity being increased due to deep-sea mining. These things, we feel, pose a threat to our nation's health, well-being, and safety.

To: The Members of the Region From: People's Commissar Bryan Esteemed leaders, The Council Republic of North American Republics will not stand by any sort of compromise on this issue. There is still a high chance of the sea being contaminated by any sort of contaminants due to the mining of the gold. The Workers' National Council was called together once more in an emergency meeting to discuss the issue at hand. It was decided, by a slim majority, that the Council Republic of North American Republics will take unilateral action to prevent any mining of this deposit. The WNC has already, as a united body, decided to protect the decisions of the body by granting war powers to People's Commissar Bryan for two weeks. These emergency powers allow the people's commissar to declare war on any nation that decides to enter within two miles of the deposit. Be warned, fellow nations. We will not allow the intrusion of greedy foreign powers to affect the sea environment, at all costs. We hope that it does not need to come to that, but we are prepared. We are sending four battleships and two destroyers to patrol the area around the gold deposit and if a neighbor ship enters within the two miles boundary, it will be brought down and war declared. That is all. Signed,

Sender: The Foreign Ministry of Avaerilon Recipient: People's Commissar Bryan Dear People's Commissar Bryan, I am afraid Avaerilon cannot accept a total naval restriction on the gold deposit vein. Though we feel as you rightly do (in protecting the environment), perhaps even more fervently in this case, we require constant shipping access to this area. The Royal Tectonic and Vulcanology Corps has stationed a team of 50 geologists, vulcanologists, marine biologists, and other members of the scientific community studying the vein. We are not only concerned that mining would poison our marine life (and thus cripple the livelihoods of fishermen nationwide) and cause human fatalities, but we have reason to believe that deep-sea mining and/or construction of an undersea facility would cause a huge increase in tectonic activity in our nation. The eastern isle of Morrowind has regular volcanic eruptions and minor earthquakes. We believe disturbing this vein could extend such activity to the rest of Avaerilon; in-particular Arnalor in the south-west. The potential for further environmental damage and the loss of human life is catastrophic. Our team requires constant shipping access for supplies, sending materials to labs, equipment, receiving personal items, changes of staff, etc.. If we were not able to study the vein, we would be unable to prove to nations interested in exploiting this natural resource that it would violate various acts of legislation by the World Assembly, and quite possibly by the SLU Parliament itself. To this end, we reiterate our calls for you to withhold from totally blockading the vein. We share your views on environmental protection, but we feel we can better serve the environment proving the potential issues at hand. Yours respectfully, Iago Penderyn,Minister of Foreign Affairs, Avaerilon

From: Clara Bjengson To: Regional Leaders
The Allied States of Newhalla does not tolerate any blockade of the vein. Although i agree that corporations shall not be allowed to pollute and destroy the marine life of these waters. But i do not accept that a nation such as North American Republics threatens whit war and a full blockade. NAR is risking a war that could lead to further escalation and crippling of trade in the region. It is my hope that NAR will refrain from using such methods and that we can resolve this situation peacefully.

To: Clara Bjengson From: People's Commissar Bryan Clara Bjengson, It seems as if we have reached in impasse in regional politics. We are willing to allow Avaerilonian ships through after a thorough search by NARan shipping officials. We will be looking for commercial mining equipment and the like; any material found of the sort will be confiscated. After the search is complete, we will allow the ships to pass through. If it comes down to war, so be it. We will not allow any mining of the sort. As this is being written, more ships are being sent to block access to the vein. It is obvious that the environment cannot be protected peacefully, which is why such action is being taken. We would also like a clarification. What do you mean by, and this is a quote, "[we] do not accept that a nation such as North American Republics..." It seems to imply that if another nation took such unilateral action, it would be supported. If this is merely due to language confusion, pardon us, but we would like that to be clarified. Thank you for your time. Signed,

Esteemed Leaders:
Nargish ships have pulled out of the area due to a national Crisis back home(Those Nuclear Fires don't extinguish themselves!) But in an act to save thousands of construction divers lives scuttled the Foundations to house the divers.

Kk, back to the drawing board! We have no interest in the gold, but want to protect the environment. But why must we have an either or solution? There's got to be a compromise... Anyone?

To: The Members of the Region From: People's Commissar Bryan Esteemed leaders, The Council Republic of North American Republics will take no more compromises. To this end, we are mobilizing our women and men in the armed forces to prepare for combat and preparing our navy for an extended engagement. We cannot tolerate compromise any more so we now call for other nations to either join us in our endeavor or stay out of our way! Please keep in mind that we do not take such actions lightly, but we feel that they must happen. We hope that every leader in the region comes to their senses and rejects compromise. Thank you. Signed,
