Issue 1 (May 23, 2012):
MINISTRY OF IMMIGRATION NEWS BULLETIN

Dear members of the SLU:

1. New Deputy Minister
Earlier this week, you have elected me your Minister of Immigration. A responsible position which I'll take very serious. As such, after receiving the election results, I've contacted the member with the most votes in the second round of preferential voting, The United Socialist States of Daydreamtopia, to offer him the office of Deputy Minister of this awesome Ministry. He has accepted the office and will start his duties in a week from now. Given his activity and history in other positions within our region, I'm confident he'll be a very able Deputy.

2. Improved and Updated List of Nations
The Ministry of Immigration maintains a list of all nations in the region and their status. This list, which was based on the SLU forum, had become difficult to maintain and did not offer enough information on nations without consulting the offender reports, which were posted on this regional message board on a weekly based by my predecessor and former boss, Cemaes. As such, a new List of Nations was created, replacing the old forum-based List of Nations several days ago. The new List of Nations is a spreadsheet hosted on Google Docs. You can find the link on the SLU forum, in Administration Documents -> List of Nations.

3. Transition to the New Administration
As we're currently in a transition period, it may well be recruiting isn't as successful as it normally is and some of the reports will be delayed. At the Ministry of Immigration, we'll do our best to make the best of the transition period. All members of the Recruitment Committee are asked to send their end-of-session reports to myself from now on. If you'd like to change your time slot, increase the number of time slots assigned to you or step down from the Committee, please let me know as soon as possible.

Also, please note the Recruitment Committee is always looking for new Recruiters! As a recruiter, you send recruitment telegrams to new nations during a two-hour time slot, usually on a daily basis. 2. Recruitment Report
This report covers the about two weeks since the last Immigration report was posted and another one since the last public RMB report.

It has not been a great period for recruitment in our region, with membership declining from 340 to 327. A significant number of nations ceased to exist, several left for other regions and there have been several ejections. However, on the plus side, we've completed several small projects and have completed the usual Recruitment Committee recruiter shifting and rota changing which happens in every new administration. Sadly, several members of the Committee have announced their intention to retire. Thank you for your hard work serving the region, and please know you're welcome to serve in the Recruitment Committee at any time.

3. Recruiter of the Week Awards
The Recruitment of the Week Awards have been introduced again! The very first Recruiter of the Week Award goes to...The Council Republic of North American Republics! NAR was the most successful Recruiter and one of the most active Recruiters in the past two weeks or so. As such, he deserves this award. Congratulations!

4. SLU Audit
The new Administration is pleased to report a decline in the number of nations not complying with the Constitution. The efforts of those in the first Azerzia administration as well as multiple people posting messages on the regional message board about keeping freedoms at least on a level of Average, have resulted in a decline of offending nations to 20, from 24. Just short of half of all nations not in compliance in Cemaes' last report now comply with the Constitution, have ceased to exist or left the region. This is a good result, but improvement is possible and the Ministry of Defense and Ministry of Immigration will work on a plan for reducing the number of offenders in the next several days.

Of the 327 nations in the region at the time of the audit, 307 (93.9%) complied to the Constitution. This is short of our ultimate goal of 95%, but it still is one of the four best results since Cemaes first started the auditing process several months ago.

One member has been recommended for ejection from the region due to seriously offending the Constitution and this has since been actioned by the Delegate.

2. Recruitment Report
This report covers the week or so since the last Immigration report was posted.

It has been a very bad week for recruitment in our region, with membership declining from 327 to 304. A significant number of nations ceased to exist, several left for other regions and there have been several ejections. The Ministry will commit to a grand recruitment campaign to get more recruiters on board, as there currently only are two active recruiters - NAR and Grolsch.

3. Recruiter of the Week Awards
The Recruitment of the Week Awards have been introduced again! The second and third Recruiter of the Week Award go to...The Council Republic of North American Republics! NAR was the most successful Recruiter and one of the most active Recruiters in the past two weeks or so. As such, he deserves this award. Congratulations!

2. Recruitment Report
It has been a good period for recruitment in our region, with membership increasing to 335 from 304. A significant number of nations ceased to exist, several left for other regions and there have been several ejections. The campaign for more recruiters has sadly only resulted in one new (part-time) recruiter, Goncar. As such, we still only have two active recruiters.

3. Recruiter of the Week Awards
The fourth Recruiter of the Week Award goes to...The Council Republic of North American Republics! NAR was the most successful Recruiter and one of the most active Recruiters in the past two weeks or so. As such, he deserves this award. Congratulations! The fifth Recruiter of the Week Award goes to Grolsch.

4. SLU Audit
The new Administration is pleased to report a decline in the number of nations not complying with the Constitution. The Deputy Minister has contributed to the Audit. A decrease from 20 to 19 nations resident in the SLU are violating our constitution - 10 non-members (flat from 10) and 9 member nations (down from 10).

In total, of the 329 nations in the region at the time of the List of Nations update, 94.2% (310 nations) of them are abiding by the constitution (up from 93.9%) whilst 2.7% (9 nations) of them are not (down from 3.0%). The remaining 3.1% (10 nations) have yet to become members due to their infringements.

We expect to reach our 95% target rate in July.

2. Recruitment Report
Recruitment has been slow in the past four weeks, due to the summer holidays. A lack of new NationStates players and all Recruiters vacationing have led to a decline in membership by about 12%, from 335 to in the low 290s. With several new Recruiters and the old crew back from the sunny beaches, we're ready to roll again and expect membership to pick up soon.

3. Recruiter of the Week Awards
The Recruiter of the Week Awards of the past five weeks go to: North American Republics (1x), Grolsch (2x) and Michadantom (1x). One week saw no recruitment at all and therefore no Award is to be handed out.

4. SLU Audit
The Ministry of Immigration is displeased to report an increase in the number of nations not complying with the Constitution. An increase from 18 to 23 nations resident in the SLU are violating our constitution - 17 non-members (up from 10) and 6 member nations (down from 9).

In total, of the 294 nations in the region at the time of the List of Nations update, 92.2% (271 nations) of them are abiding by the constitution (down from 94.2%) whilst 2.0% (6 nations) of them are not (down from 2.7%). The remaining 5.8% (17 nations) have yet to become members due to their infringements.

This, as well as more activity from current recruiters, has resulted in an increase in membership from 294 to 302. This is a good result, especially considering the many ejections that have taken place in the past week or so. Cookies to the Recruitment Committee for their excellent work!

3. Recruiter of the Week Awards
The Recruiter of the Week Awards of the past two weeks go to: Woodstead (1x) and Grolsch (1x).

4. SLU Audit
An increase from 23 to 26 nations resident in the SLU are violating our constitution - 19 non-members (up from 17) and 7 member nations (up from 6).

In total, of the 308 nations in the region at the time of the List of Nations update, 91.6% (282 nations) of them are abiding by the constitution (down from 92.2%) whilst 2.3% (7 nations) of them are not (up from 2.0%). The remaining 6.1% (17 nations) have yet to become members due to their infringements. Six ejection recommendations were made and the nations concerned were ejected yesterday.

In total, of the 315 nations in the region at the time of the List of Nations update, 91.4% (288 nations) of them are abiding by the constitution (down from 91.6%) whilst 3.2% (10 nations) of them are not (up from 2.3%). The remaining 5.4% (17 nations) have yet to become members due to their infringements. When including ejection recommendations, the compliance rate is 93.3%.

4. SLU Audit
A slight decrease from 27 to 26 nations resident in the SLU are violating our constitution - 14 non-members (down from 17) and 12 member nations (up from 10).

In total, of the 335 nations in the region at the time of the List of Nations update, 92.2% (309 nations) of them are abiding by the constitution (up from 91.4%) whilst 3.6% (12 nations) of them are not (up from 3.2%). The remaining 4.4% (14 nations; down from 5.2%) have yet to become members due to their infringements. When including ejection recommendations, the compliance rate is 94% (up from 93.3%).

This will be my last Weekly Bulletin as Minister of Immigration in the Social Liberal Union. Since there is a Recruiter of the Administration Award to be awarded to one of our Recruiter, I will take that post - the day after the ministerial approval-elections have ended - to also say semi-goodbye to you. Semi, because I am running for Deputy Minister of Foreign Affairs. A position requiring about 25% of the time Minister of Immigration requires, so you won't see me here as much as you've become used to. In any case, thanks to all of you!
