We in Avaerilon don't have states, but we do have devolved powers. Essentially, there is a federal, tricameral (a term I think coined by me) government. This is made-up of the House of Commons, the House of Lords, and the Royal Court. Then, each of the four isles has its own devolved parliament, which can legislate certain issues specific to its own region. Within that, each area has an Alder (local) council and a Syr (pronouned "Shire") council, which focus on ultra-local issues.

Hmm Newhalla is divided in 23 lansskap (factions) and there is 319 Municipality's. the election The General, Municipality and Lanssskap elections at the same day which is the 6 august every 4 years. The municipality election is in the municipality and the same thing is for lansskap. For the general election the municipality is rounded into so called valkretsar which uselly have around 2-7 municipality's in it. There is 78 valkretsar.
So 23 lansskap and 319 municipality's

Goncar is made of 12 districts (yes, like states and provinces but districts.) The three largest cities, Jacob-Martin, Diawarks(2nd), and Winston(3rd) are one district plus the smaller cities that are within 100 miles of each city. Their district is called Endo. Then Kalid(4th), Chewning(6th) and Cambridge(7th) plus smaller cities make up the second district, Muhammad. The last of the first three districts is made up of The Dominion of The Island City of Burnham(5th) and it is called none other than Burnham.

With a population of 3.8 billion, our entire country looks like downtown Chicago, New York, Bejing, etc. The only perceivable creation of borders is between rivers, national parks, cemeteries, and farmland, which are terraced structures to reach sunlight in as little area as possible.
Major cities developed into super cities after our population growth, sharing an interconnected network of maglevs and multi-story roadways to accommodate specific types of traffic at different speeds, including pedestrian. This creates a very unitary feeling in the Grand Federation, with this interconnectedness a forefront of our political ideology.
The major regions are split up into noticeable income levels and primary industries, which are then broken up into 500 political spheres of influence that senators run in to represent. Senators formalize resolutions and turn people's proposals into legal documents of our policy and constitution. All policy is created by anyone, as we are a direct democracy to those over the age of 13, which we have assumed responsible enough in age to begin understanding political theory at an acceptable level.
Citizens vote or create resolutions through the Internet or voting centers manditoraly located every 10 miles from one another. The result is a very quick and universal voting system made possible with modern technology.

It's much like congress in the US, with add ons added to bills to effect down to the local level. There are obviously joke bills once and a while, but the vast majority of the population takes their government seriously since they are the leadership. With public education teaching philosophy, conflict resolution, language, world cultures, and technology, we prepare our people to think instead of obey. It results in the very intellectual society that allows this kind of system to work without stalling.

Hmm... In the E.A.F every planet has it's own governing senate and a rep. on Pegasus in the federal senate.

My nation has 30 provinces, each with a population of 40-55 million. Our four largest cities, New Ainland City, New Paris, Lyon, and Fort Henri are all considered independent municipalities. We also have 3 territories. Each independent municipality is separated into boroughs. The provinces and territories are separated into parishes.
