A very interesting thread on the NationStates forum, essentially announcing a possible future ban on automatic recruitment scripts: here.
The SLU has never used such scripts, which automatically send a recruitment telegram to new nations. We are in the lucky position of having a very active recruitment committee, who each commit time to the SLU each and every day. Dozens of regions, especially the larger ones, use such scripts. You can spot those regions easily: they are the regions you get a TG from seconds after your nations has been created.
