1. History
Cemaes is based in the old county of Pembrokeshire on the west coast of the former country of Wales and was named after the Medieval Barony that occupied the northern half of the county of Pembrokeshire.
The Federal Republic of Cemaes was founded in the year 2018 after the great Euro economic crash of that winter left the continent of Europe devastated. The incumbent British Labour Government (elected in 2015), led by David Miliband had controversially negotiated the United Kingdom of England, Wales and Northern Ireland’s (Scotland voted for full independence in their referendum to disband from the Union in 2014) entry into the Euro in 2016 against the advice of leading economists and without a referendum of the population on the issue.
When the Euro crashed in early 2018 and brought the continent to its knees, David Miliband’s last act as Prime Minister before resigning was to disband what remained of the United Kingdom amid public clamour for a new form of local democracy to save local communities from economic Armageddon. After the death of his popular and respected mother Queen Elizabeth II the previous year on February 6th 2017 (on the 65th anniversary of her accession in 1952) aged 90, the unpopular King Charles III abdicated the throne with immediate effect on February 1st 2018.
The result saw a return to local democracy at its purest level as regions of the former United Kingdom gained autonomy. Whilst much of Wales attempted to hang on to its devolved status by declaring independence based around its National Assembly in Cardiff Bay, movements in Monmouthsire, Anglesey and Pembrokeshire took the initiative and broke off from the new nation of Cymru/Wales.

Marcus Colius suggested that for historical reasons, the name of the new nation should be Cemaes.
A constitution was initiated and agreed by the transitional parliament on March 1st 2018. Based around the themes of ‘Fairness, Equality and Prosperity’, it combines the ideals of a parliamentary democracy and a federal republic. From this new constitution, a federal structure based around 15 administrative provinces was created. These provinces were based on the electoral wards from the defunct era of Pembrokeshire County Council (with between 3-5 of these wards in each new Province). The Federal capital was initially set for Haverfordwest but instead, after great economic expansion, moved to Loveston in the province of Martletwy.
(i) Government
The constitution created a Federal bi-cameral legislature. The Lower House (called the ‘House of Juniors’), would have a total of 400 elected members (based on population) and the majority party/parties would form the government and would appoint the Prime Minister from their own. The Upper House (called the ‘House of Elders’) would have a total of 100 members made up of 75 elected members (5 elected from each Province) with an additional 25 based on professional backgrounds to be appointed by an independent non-partisan committee. The Upper House scrutinises the legislature of the Lower House which must pass both Houses to become law.
Both houses are elected by the Single Transfereable Vote and are elected for 4 year-terms and do so in turns on 2-yearly cycles.
(ii) Provincial States
The Provincial States of Cemaes are autonomous on all internal issues and are free to make laws which do not infringe on the laws that the Federal government creates. Each province has a Provincial Court of 5 members, each appointed by the head-of-government.
(iii) Head of State – President
Whilst the Prime Minister is the legislative leader of the Federal Republic, it is the President, who is elected in a popular poll of the population that serves as the nominal, non-executive Head of State. The Head of State serves an 8 year term.
(iv) First Constitutional Elections
The first direct elections to the Federal Parliament were held on September 1st 2018.
In the Lower House, the Cemaes Liberal Democrats (CLD), who led the way to independence, won a landslide 223 seats whilst the Cemaes Conservatives (CC) won 134 seats. Plaid Cymru (the nationalist party of Wales) (PC) who campaigned on Cemaes’ immediate re-integration into a Wales-wide state won 33 seats whilst the Cemaes Socialists (CS) (re-branded from the tarnished name of the Labour Party) won 8 seats. The Cemaes Greens (CG) won the remaining 2 seats.
In the Upper House, the CLD won 41 of the 75 seats available. The CC won 26 whilst PC won 6 and the CS won the remaining 2. But as the remaining 25 seats were appointed indedependent cross-benchers, no party had an out-right majority in both Houses – seen as one of the new constitution’s most important clauses to guarantee a checks-and-balance system of control on the Government of Cemaes as selected by the Lower House.
Having led the campaign for independence for the old county of Pembrokeshire, Marcus Colius announced after co-authoring the new constitution, that he had no intention of running for Government. Instead, he ran for President to oversee the early stages of the transition into a new state and on the same day as the first constitutional elections on September 1st, in a separate Presidential poll, he became the first democratically-elected President of Cemaes with an overwhelming 86% of the vote. Though a member of the CLD, he stood on an Independent ticket. His nearest opponent was John Davies who stood for the CC and who polled 12% of the vote.

Though a predominantly rural area with a significant agricultural and tourism sector, Cemaes' economic fortunes are built on its key access to the main gas routes through the Haven Estuary.
