STATEMENT ON BOMBARDMENT OF TROLLS
Recently, the Administration as well as many Member States have become increasingly concerned over the amount of nations that are dictatorships with extremely low civil rights and political freedoms that have been trolling in the Regional Message Board. Today, the World Assembly Delegate met with several members of the Administration; and discussed options to resolve the issue with Founder Ainland and Chancellor Mons Garle as well as longtime members such as Kanoria.
One of the options we considered was declaring a state of emergency to shut down our borders to prevent any further nations from entering for 48 hours. Article II Section 9 of the Third Constitution requires two out of four officials (World Assembly Delegate, Speaker, Chancellor, and the Founder) to consent to declaring a state of emergency. While Speaker Odd did consent "provided states are given permission to enter if they are members of the WA and have the appropriate freedoms to enter as member states", the Chancellor and Founder were reluctant to consent over concerns on the impact of our membership/residency numbers and potentially breaching our liberal values over closing our borders. With this in mind and with the Founder and Chancellor reluctant to this, the option for a state of emergency was struck from the list of options.
The other option considered was an executive order by the Cabinet to either include additional ejection critieria or to write civil conduct bill for leeway, in the words of Kanoria. However, Chancellor Mons Garle pointed out that our "firm but fair" immigration policy would cover this to immediately eject nations with low CR/PFs.
Therefore, in order to help resolve the issue of this bombardment of trolls, I am directing the Ministry of Immigration to use "firm but fair" to its fullest force against nations with low civil rights and political freedoms by expanding "eject-on-sight" against these authoritarian trolls. I give permission to the Ministry of Domestic Affairs to assist the Ministry of Immigration in ejecting such nations. Once these nations have their civil rights and political freedoms statistics up to par with our constitutional residency requirements, they will be welcomed back into the region.
If there is any question with regard to the legality of this, all Member States are invited to file suit or an advisory opinion to the Court.
I thank members of the Administration, as well as the Founder and Chancellor, for their advice in order to make a decision that is not hasty nor contrary to the values that the region holds dear, while ensuring that effective action is taken.
