Austerain's Vice Chancellor Jacqueline Vandercraft arrives to meet with Oddish President Shalev to discuss the plans.
"Mr. President," she says, shaking his hand, "Thank you for agreeing to meet with me to discuss matters of importance."

"Thank you yourself for your appearance, Vice Chancellor. It is important to have this discussion before the full transfer of arms. Mind, exactly how many weapons do you have, and what is their average yield? I seem to have forgotten, but please forgive me, my memory isn't that good anymore." (Shalev is 92.)

She smiles and explains, "I agree. We have around 1,250 various nuclear weapons in our program, 20% of that stockpile made up of bombs. The explosive yields vary from 20 to 5,000. Quite a sum to transport."

"I see," says the President. "Transportation should not be a problem, as we have a set of massive scale hyperloop systems which we can quickly link to any nation sending us their nuclear weapons. "However, the fissile material extracted may be a problem. You see, while we do aim to make the world a safer, less nuclear-weaponry-inclusive place, we cannot economically extract the material and sell it, while building the massive systems in your country, that we have promised. It would be massively cost-ineffective. Do you have any idea what we might also get out of such a deal which might make it possible economically?"

"I'm glad you asked," the Vice Chancellor says as she takes out her packet of papers from her briefcase, "Pertaining to costs, the Grand Chancellor has authorized me to commit up to $1.25 billion to help cover the costs. The Departments of Transportation and Labor and Commerce is willing to commit $750 million towards the hyperloop system and many companies in Austerain are willing to invest millions of dollars into its construction. The Department of Energy is willing to commit up to $500 million for transportation and extraction of the material."
Flipping a few pages of the packet, she says, "As for economically, here are the possibilities. The State Department and Urban/Rural Development Department are willing to allow Oddish workers and businesses to build the system with housing provided and income taxable only to the Odd Republic (of course in exception to sales tax for any goods and services purchased within Austerain), and no income tax towards the local, provincial, or federal governments. The revenue from this will benefit your government. The investments and partnerships with the private sector along with the Austeren government's funds will help ameliorate the costs. Is there anything else you might consider?"

"Thank you for the considerations," replies the President, pulling out an obviously expensive sketchpad and the Presidential fountain pen. He begins drawing what he says. "Here are our costs. We have to spend about 30 million Oddiffs per kilometer of track for the hyperloop system. Looking at the nuclear situation holistically, we get around 1.25 billion Oddiffs per megaton of yield after transportation and she of fissile material. Although we'd rather not do so, we can take up to a 1 trillion Oddiff loss on the project as a whole, as we want to use this to advertise our skill to other countries. How many kilometers of hyperloop will we be installing? And how many kilometers of other roadway do you have? The reason I ask that is because we also have a system that lets the pods go a bit slower without the airlocks, but still much faster than cars. Also, whats the exchange rate of Oddiffs and Austeren dollars?"

"We have around 1931.21 kilometers of highway on our main island, and we are constructing an additional 1207 kilometer highway connecting the new southwestern provinces. It might be ideal to build the hyperloop along the roadways."
OOC: what should we say for the exchange rate? According to NS ECONOMY, it's 0.5591 Oddiffs for every USD and 0.6548 Austeren dollars for every USD.

A server with Shalev's tea enters. "I think it was about four Austeren dollars per Oddiff." She continues, though, to other matters not concerned with her. "I think you both had better see this," before playing news of the international incident between NIW and Austerain on the room's television.
Shalev and Vice Chancellor Vandercraft simultaneously shriek in horror.

Vandercraft thinks to herself "That can't be right," before the server directs their attention to the television.
"Christ," she says, "I remember hearing about Versace's denunciation on the President during that meeting, but it was clarified. Unfortunate that some aide decided to take it out of context without the explanation after the President's private call was leaked. This is going to sour the special relationship".

President Shalev suddenly yelps in pain before falling unconscious. The server shrieks "SOMEONE, GET THE PRESIDENT SOME HELP AND CALL THE HOSPITAL!"
Vandercraft is promptly provided with information concerning Shalev's rare condition. After Shalev is carried out and to an ambulance, the server, hardly containing herself, states, "In a cruel twist of fate, the only reason Shalev survived the attack at Oddians for Liberalism is because he was undergoing surgery at the time of the attack."

When Shalev collapses, Vandercraft tries to tend to him before her security service agents whisk her away holding a napkin over her mouth and nose since they mistakenly thought there was an agent in the air.
She asks the server about Shalev's condition and asks if there's anything she could do, and if he will recover

The server replies worriedly, "I don't really know, but I hope so fiercely."
They turn on the television again, and see that Shalev has just determined to assign to the Prime Minister most of the Presidential duties. The server, a personal friend of the President, breaks down in tears.

Vandercraft comforts her when she breaks down. There's a click of a camera from outside the window, so they move to another room. The Vice Chancellor tells an aide to call Ambassador Dartmoor to visit Shalev at the hospital, as well as Chancellor Versace herself to notify her on the Oddish President's condition.

President Shalev has declared that Prime Minister Emmanuel U. Arymous is to be sworn in as Acting President. Arymous shall possess all powers of the President, pending override by Shalev. Shalev has been given a 50% chance of surviving the next month.

The server leaves and minutes later says, "I am afraid Acting President Arymous is currently unavailable. He has been punching walls since his oath, and is considered quite dangerous as of now."

"HOLY [BLEEP]!" she exclaims as a mushroom cloud appears over New Gutame. A siren sounds across the city. "I think the Council of Violet has just done it. Oh goodness."

Back in Austerain, the Department of Defense detects the missiles and orders an aerial squadron and a naval fleet off its coast to intercept them. They're able to successfully explode many of them in the air and direct an EMP to deactivate the rest. Politicians in Austerain are calling for blood.
Vandercraft asks how this happened, visibly angry after getting over her shock at the sudden escalation of events

The server states bluntly, "I don't know. I am trusted with low level classified information, nothing more."
Arymous says, "Today was the day depicted for the destruction of the Republic, put to the 1812 Overture, in the propaganda video published by the Council. We must have taken it far too little seriously...Oh gosh no, please no...NOOOOOOOO!!!!" the acting president screams as he reads a report detailing two 1 teraton bombs 1 headed for Austerain and 1 for the Odd Republic.
