An Initiative of the Ministry of Domestic Affairs, in association with the City Council of Anc-Myrloch Meron ō'r Brendol Holinfelīnol Veloseth, yn ffoloreth nerna'r Elredarn Gēras Anc-MyrlochCryssō!Welcome! Culture is all around us. Wherever we turn, we see art and architecture, we hear songs and music, we watch plays and films, visit operas, read stories, and much, much more. Be it in the arts, humanities, sciences or sports, from the halls of government to the home of an average citizen, we are surrounded and immersed in culture- something that inspires, drives and enlivens us. This is the second competition held region-wide to recognise the contributions of cities in the SLU to culture. We in Anc-Myrloch were humbly chosen to be the 1st SLU City of Culture, and have the great honour of hosting this next competition, before we pass the torch on to the next city. We would like to warmly welcome all those delegations from around the region to our city, and extend to you every hospitality while you stay with us. We also wish all the candidate cities the very bust of luck. The competition is open to all cities of member nations. The winner will win the title of '2nd SLU City of Culture' and the honour of organising the next competition (to be held by the 28th of April 2015). Although there is no financial prize, there are very real benefits to winning such a prestigious title. The title opens up increased tourism opportunities and can also be the launchpad to further investment in culture. How it worksNominationsEach member nation of the SLU is invited to nominate one city to run for the competition. Puppet nations may also nominate a city but puppetry must be confirmed. Failure to do so may result in DISQUALIFICATION. Nominations must be supported by the local authority of the city and the national government of that nation. Nominations may be made until 2000 UTC Monday 2nd February. Any nomination after this time will not be counted.Bid presentationsBid presentations may be made from 2000 UTC Monday 2nd Febraury . Submitting a bid before this time may result in DISQUALIFICATION. Bids must be posted in the SLU City of Culture Competition sub-board found in the Role-play General Discussion board. Discussion of bids is encouraged and can continue into voting period. Bids submitted after voting has begun will be DISQUALIFIED.VotingVoting begins 2000 UTC Monday 16th February and continues until 2000 UTC Monday 2nd March. All nations with a city remaining in the competition is eligible to vote. Voting is done by ranking the candidate cities from first to last. Points will be distributed to candidates based on their ranking in votes. Nations cannot vote for their own city but can vote for their puppet's city. Failure to vote will result in DISQUALIFICATION. Votes may be sent by private message or telegram to Avaerilon. Having built itself up through trade and craftsmanship, the city has long been Chameliya's largest and most powerful centre for commerce, politics and art. It's location on the legendary Silk Road cultivated a unique blend of cultures and religions that still has a profound effect on everyday life in the city today. Whether its one of the many colourful festivals and celebrations or the playful and charming architecture from the city's 'Golden Age', Senmeri will never fail to excite and surprise.

Basic City Information
- Population: 547,976 - Brief Statement - Why this City should be SLU City of Culture: A historic Hanseatic city, Bremen today is the beating heart of north and northeastern Westerheim, both culturally and economically. The city boasts structures dating back hundreds of years, including the opulent Town Hall, and the 12th century St Peter's Cathedral. The University at Bremen is considered one of the finest in the country, and the city's association football team recently won the Republican Cup, the premier domestic knock-out tournament in Westerheim. Bremen has an extensive suburban rail network and urban tram system, as well as a large central station and an international airport, both offering services to a wide range of domestic and international destinations. This old port city is ideal for a city of culture, and the friendly people of Bremen would welcome any SLU delegation with open and fraternal arms.

- Population: 5,623,491 - Brief Statement - Why this City should be SLU City of Culture: Although established only 302 years ago in 1713, Leopolderhügel (Kai Manu) has grown to become the cultural and economical heart of central Mons Garle and much of the surrounding area. The city boasts a range of cultural offerings, from its array of preserved 18th century ships at the Kellner Marina, to the grand modernist style Republikhaus (Republic Hall) on Kölnstraße and the historical heart of the city, including the Colonial Museum and the State University, at the Ípitsaiáplatz. As well as this, the city is home to a highly diverse populace hailing from all over the globe, each bringing a piece of their own tradition and culture into the cosmopolitan city that is Leopolderhügel (Kai Manu) today. The Council and government therefore believe that the city would be an ideal candidate for SLU City of Culture.

Basic City Information
- Population: 512,398 - Brief Statement - Why this City should be SLU City of Culture: With a history stretching back to 870 AD and with a history as an important city for multiple historic civilizations as well as the commercial and education center of the current Grolschian Province of Port, Pörtmandu is ideally positioned to become an SLU City of Culture. Pörtmandu includes its historic Trjyllylandish Library, one of the world's most iconic castle-based libraries, as well as a variety of well-maintained old buildings, small workshops and the well-known Grolschian Masters' School of Metallurgy and Woodworking, a school for traditional craftsmen. Pörtmandu featurss over 20 museums and multiple theatres, all of which are fully privately-funded but actively supported by the government and society as a whole. Visitors can get to Pörtmandu via motorway GPO-4, though the 1-hour high-speed train connection with Port Provincial Airport (GPT /GOPT) is quicker, but slightly more expensive.

- Support from Local Authority?: Yes. The Municipal Assembly has approved the City's bid and the city is involved directly through its Tourism Office. The Port Provincial Authority will get involved at a later stage, as it is responsible for most intercity transport links in the province and a successful bid is expected to result in increased air, rail and road traffic that need to be dealt with efficiently and effectively - Support from National Government?: Yes. The Ministry of Education, Culture and Science has approved the bid of Pörtmandu, although it sees organizing the bid as a matter for provincial and municipal authorities. The Ministry is unable to provide direct support. The Ministry of Foreign Affairs will temporarily appoint a Cultural Liaison Officer in Pörtmandu if the bid is successful

Having reviewed the quality of the two bids that are already in, the Municipality of Pörtmandu has decided not to proceed with its bid as it now seems Pörtmandu does not have the financial capacity to match the other candidates' bids. Pörtmandu's budgetary limit for its bid was 150 million Beerams, all of which would need to be donated by individuals and businesses, as Grolschian law generally does not allow government to financially subsidize cultural institutions and events.

Addendum - in light of Grolsch's post, the exchange rate for the Mons Garlean Mark to the British Pound (GBP) is currently around 10.061 Marks to 1 Pound. (Just in case the budget allocations looked a bit excessive!!)

Voting for the 2nd SLUan City of Culture is now open.
Voting will take place from now until 2000 UTC on Monday 2nd March. The three candidate cities are eligible to vote, which is done by ranking the candidate cities first and second. Points will be distributed to candidates based on their ranking in votes. Nations cannot vote for their own city. Failure to vote will result in DISQUALIFICATION. Votes may be sent by private message or telegram to me.
After the voting period, an official announcement will be made, and the title officially transferred to the winning city.

On behalf of the Leopolderhügel - Kai Manu Bid Application Team, the City Council, and the Foreign Office, I would like to offer our congratulations to the winning city of Bremen, Westerheim for a truly excellent bid. It was very much deserving of the title of Social Liberal Union City of Culture, and the delegation from Der Hügel looks forward to visiting this cultural icon of a city.
I would also thank Chameliya for their similarly excellent and polished bid, and Avaerilon for efficiently organising this competition.
The City of Leopolderhügel - Kai Manu is immensely proud of taking 2nd position in this competition, setting a high standard for future Mons Garlean entries. With that, we look forward to a summer of cultural wonders and eagerly anticipate the next competition this autumn.
