Hello there! I'm Ceni, your current Speaker, and I was the first non-Old Guard person elected to that post. You probably know who I am, and I've already given that mentorship works, yah yah yah spiel before. First of all, lets get some accomplishments during my first term as speaker out of the way: - Passage of Governmental Reorganization Act
- Clean-up of forums, and capable administration thereof
- Nomination and subsequent confirmation of NAR as Parliamentary Justice
- Continuation of forum improvement threads
Lets get my endorsement out of the way next.
And finally, my plan for the future. - Work on implementing weekly region updates

- New SLU Journal website with password available to all journalists and the speaker

Looks nice, I just have a few points I'd like you to clarify:
1. Why should SLU citizens be forced to identify their puppets, and how would that law be enforced? If it was broken, what penalties would you suggest?
2. With a TG voting system, we lose a valuable system of preventing multiple votes (IP Checking). How would you make sure that people do not do this?
3. With regards to the Ministers, what specific amendments would you make to the Constitution?

Thanks for the questions.
Numbers one and two go hand in hand. If they want to vote by TG, then they'll have to identify their puppets. I don't know how it would be enforced; it'd have to be on the honor system. The law wouldn't really be only a certain number of puppets, only they have to register them. The system serves two main purposes: helping the Ministry of Immigration and helping to coordinate the new voting system. The law would work like this: each member state would have to state any puppets in the region. I don't think that's going to be much of a problem; from people already telling me their puppets, most people don't have them.
To prevent double voting, the system would work like this. New states entering the region will be asked if they are intending to go for resident or member status. If they opt for member, they will be asked if they are a puppet of any member state. If they are, well too bad. No membership. We would look on the official member list to see if the state voting with TG is a member. Also, we would also use some of the techniques the game uses to detect WA cheats, including if they were sent in a suspiciously small period of time. We would also post the rules of TG voting. However, this is also mostly on the honor system. I'm sorry if this isn't up to spec. Also, if it doesn't get much use or seems that a ton is suspicious activity is going on, it would be shut down- bye bye bad idea then. But we'd have to try an election to see how it works.
For the third question, Azerzia pointed out to me a flaw in the constitution. If the delegate had enough stalwarts, he could appoint all of them and shut out the members of the region. The constitutional amendment would change the constitution so that couldn't happen.

Also, I had an epiphany about the TG voting system. The problem it was designed to fix is people not voting on the forums. However, most people are registered on the forums, and we could use the forum account IPs to prevent multiple votes. But again, if it doesn't work, it's out.

It looks great! I am curious, however, about the regional airline you propose. How would this be set up? Would it only be within the region exclusively, or will it be open to non-SLU residents as well? Also, how would it handle specific local legality issues? For example: Fossil fuels are illegal in my nation, and thus most airlines can not operate in our airspace. How might it handle this, or similar problems? Thanks!

I've noticed, through my proprietorship of an international airline, that the SLU has no outside air service to connect us with the rest of the world, so it would be international, or connect to hubs that do serve international destinations. The service would be run by a regional corporation, owned by all regional members that have destinations in the system. As to how much, I have no clue; that would have to be decided by the corporation (or its investors :-)) As to your specific legality issues, that would be no problem. I know a storefront that sells eco-friendly planes that don't use fossil fuels. As to other legality issues, we'll cross those bridges when we get there. It would provide a great service to the region that we don't have already.
