Hello SLU!
Effectively immediately, I have become the new ambassador from the Versutian Federation. I'll be in charge of keeping you all updated with regional information, as well as being the conduit between the two regions. The choice was made because ErasmoGnome, my main nation, is the Minister of Defense of the Versutian Federation, meaning the defensive treaty in the works will be more communicable once it has passed. I look forward to being the liaison between our two regions, and think that my previous time here can only serve as a benefit to our relations. As both Minister of Defense and VF Ambassador, I hope to see our relations grow and our bonds as regions strengthen.
Additionally, I'd like to be removed from the government employee list, as I am no longer functioning as a recruiter for the SLU. Thank you.

Elections - The Scramble for Delegate, MoD, and MoFA As June rolled around, so did campaigning for elections. For the position of Minister of Defense, active parliament member Mungo Monroe was the first to join the race, followed by Aquilanum, the then Deputy Minister of Defense. As election times came closer, Prezmyzel also joined the race, promising to bring his extra-regional experience in the small North West Sprachtol to bear. Campaign threads posted, the election began in earnest. Aquilanum was quickly endorsed by the standing Minister of Immigration, Astracarn, as well as various citizens. Soon after, the incumbet Minister of Defense, ErasmoGnome, who had decided not to run in the MoD election, endorsed Aquilanum for the position as well, citing a great history of collaboration. Aquilanum's promise of experience, brownies, and modernization was looking more and more flavorfull by the second. However, soon Mungo Monroe opened up the MoD debate topic, where citizens were encouraged to ask questions to the candidates and guage readiness based on the quality of their responses. Questions such as, "What new programs do you plan to implement?", and "How will the lack of a founder change policy?", were thrown around. Aquilanum and Mungo were the only candidates to participate. When election time came, Aquilanum took an early lead, and the final voting tally stood at Aquilanum 8, Mungo Monroe 4, Prezmyzel 0, meaning with a majority vote, Aquilanum became the new Minister of Defense. For Minister of Foreign Affairs, two candidates stepped up to the plate, ErasmoGnome and Trook V, back from a formerly unsuccessful run at the position. Both candidates posted their campaign topics early, and ErasmoGnome was quickly endorsed by the Minister of Immigration, many citizens, and Aquilanum. As election time grew nearer, campaigning almost seemed to slow down, though both campaign topics were left open for questions. When voting time came, the result was clear, with an astonishing 13 votes ErasmoGnome, one vote Trook V. The previous incumbent, Azazel Crowley, declined to run for another term. Perhaps the most interesting power struggle taking place was that of the Delegate. During the course of the election process, Astracarn, the incumbent Minister of Immigration and forum admin, declared his intentions to run for Delegate. In the VF, Delegate voting is done solely through ingame endorsements, and so the tarting and campaigning began. Progress was slow at first, with the incumbent, The Black Hat Guy, campaigning just as fiercely as his competitor. However,, TBHG slowly dipped in endorsements while Astracarn rose, and finally Astracarn took the position. Immediately, Astracarn abdicated his MoI position, sending out a regional telegram asking for endorsements and informing everyone of the change. A WFE color scheme overhaul was also on the agenda. However, TBHG did some quick campaigning, and only 3 updates later Astracarn was ousted from the position. Factbook changes were retained, and many in the VF stood in wonder at the quickest power struggle they have ever seen. Astracarn decided to leave the VF to view the rest of the world, and the VF eagerly awaits his return, having lost a valuable member. Big Changes in the VF Goverment VF Parliament members discuss the recent bills put to vote With the election of ErasmoGnome, changes immediately began in the Foreign Affairs Ministry. The forum base recieved a major overhaul, with old topics being cleared out, and all active embassies being given their own private subforum. Regions with inactive embassies are beginning to be telegrammed to see if relations are a possibility. If not, as per ErasmoGnome's campaign, they will be closed down. The first closure began with the Teutonic States, but more are sure to follow, while the program might see the creation of new active embassies as well. Also in the works is becoming a signatory of the Arnhelm Declaration, the expansion of the ambassador program, forming new relations and embassies, and more codified embassy protocols. The term of ErasmoGnome represents a marked change in embassy philosophy with Azazel, as previously most embassy requests were accepted, while now more stringent requirements of activity and relations are put in place. Other governmental changes have not quite yet arisen. Aquilanum's campaign promised the creation of an army, with Warzone training exercises and formailzed forays. The struggle for Delegate, however, left the position of Minister of Immigration blank. While new voting protocols are in voting as we speak, currently the position is vacant and no one has stepped forward from the VF to become a candidate. The aforementioned voting protocols are an amendment to the constitution that will place new regulations and directions on voting, something conspiciously absent from the original VF Constitution. Also in voting is the Administration of Justice Act, which helps lay down new laws for ejecting and banning offenders of law. The act was drafted and edited by Jenlom, the incumebt VF Minister of Justice. Next month comes voting for all positions again, as well as the president, marking the end of New Kotayk's three month term, unless reelected. The first president ever of the VF may soon be replaced, a milestone in VF history. Conclusion This month was a month marked by political upheavals, foreign affairs changes, elections, and the entering and leaving of new political powerhouses. The delegate, The Black Hat Guy, was replaced by Astracarn, only to be put back in power a day later. Astracarn then left the Vf to explore the world. Meanwhile, huge changes took place all around the government, from the closure of embassies to the promise of a new VF army. Motivations were questioned, loyalties hung in the balance, and elections were a mash of campaigning and sweeping promises. All in all, just another month in the Versutian Federation. Elections - Or Not?Politicians sit wondering when the voting will start, idly amusing themselves In a strange fashion, elections were swept through this month, mostly by the previous incumbents. For the position of Minister of Immigration, vacant for a small period, Astracarn returned from his hiatus. Pretty soon, recruitment was up and running, with the minor decline in nations stopping, and reversing itself. The position of Delegate is still held by The Black Hat Guy as well. The rest of the positions were maintained by the incumbents, unsurprising in a region with monthly elections. For those who don't remember from last month, this means Minister of Defense goes to Aquilanum, Minister of Foreign Affairs to ErasmoGnome, Minister of Justice to Jenlom, and President to New Kotayk. The position of Delegate remains uncontested, though stirrings of rumors suggest that many grow tired of a Delegate who has held the position for 102 non-consecutive days. One can only wait and see what the coming months bring, and see if the onset of summer holds any relevance in the political turmoil that was conspicuously absent in June. Big Changes - An Update Last month, elections were sweeping, position where changed, and campaign promises were put into action. Now that the dust has settled slightly, let's see what became of all these changes. In the Foreign Affairs department, a wall of red dominated the VF for a while, as embassies who did not wish to maintain relations were shut down. Now only 12 remain, and more closures are expected in the future. Relations were established with Mordor, ambassadors were appointed, and the monthly update system began, receiving good reviews from regions to which it was distributed. While the wall of red is gone for now, only 7 of the 12 regions having onsite embassies have established onsite embassies, so up to 5 more closures can be expected quite soon. Additionally, the VF-SLU Defensive Pact was put to vote in both regions. After ten days of voting, it passed unanimously in the Versutian Federation, receiving overwhelming approval from the voters. Voting recently finished in the SLU as well, solidifying that pact and making it become official law in both regions. The voting tallied at 14-0-0 in the VF. The pact involves a mutual agreement to defend the other region in case of an attack, but involves many stipulations to prevent both regions from being involved in unwanted extraregional political affairs. It marks a huge leap in the relations of the Versutian Federation and the Social Liberal Union, a trend which both regions hope to continue as time progresses. The Administration of Justice Act and the Constitutional Amendments Act #2 also passed, being immediately codified into law and sent off to the court library. These mark major changes to the carrying out of court rulings and ejections, and totally revamp the election process. The full texts of the laws are publicly available and can be viewed here, in the court library of the Versutian Federation. In other ministries, change was less forthcoming. Population growth slowed and eventually reversed with the lack of a Minister of Immigration, and for a while the count dipped. However, the installation of the former Minister of Immigration, Astracarn, meant it picking up again. The region also began the use of a sporadic regional autotelegram recruitment system, which has sent a few thousand to date. Multiple members have contributed to its use. In the Ministry of Defense, cobwebs have begun to spring up in some places. Aquilanum has been busy with his alias, Icamera, in The Allied Republics, fighting his way through political turmoil and returning to political prominence within the region. This, combined with his currently successful effort to pass a resolution, meant that his position as Minister of Defense was left relatively blank, campaign promises of a standing army and Warzone exercises left unfulfilled. Though elected to a second term, his involvement in The Allied Republics means the election was essentially due to a lack of other candidates, despite a plethora from the previous month. The President, New Kotayk, was elected to another term, and changes in the tenor of the position are expected, possibly with a push for expanded roles, including those involving encouraging forum and government involvement. Conclusion June and July elections were a time spotted with change, especially in Foreign Affairs. Positions remained much the same, but changes from the previous month still resound across the region. Astracarn has returned, and as immigration to the region spurs population growth, new faces are hoped for in the region. Who knows what the summer months will bring? Only time will tell, and if regional message board activity is any indication, they will be strange and spotted with sudden shouts of alarm and violent (and disturbing) outbursts. What's a yandere? Sorry there haven't been many updates lately. Our new MoFA has not continued the policy of a monthly update.
I'll give you a quick run-down of what's gone on:
- Elections for positions went through smoothly. Bengaria took office for President, Auriga for MoD, and Tanith for MoFA. They have stayed to the present day.
-Astracarn returned, and retook the Minister of Immigration position. We have a functioning recruitment program coded by myself and our delegate, TBHG, that was personalized to the VF and is doing fairly well, keeping us at least stable.
-We created a military, and had an unsuccessful grab at Warzone Europe, but then took Warzone Asia and held to to make an embassy. Auriga is planning more assaults soon.
-We mobilized in defense of Coffee House, but before the main contingent could move out Indie Seattle came alive and fixed the problem.
-There was a minor scuffle as to when the Presidential election would be, as Bengaria took the office midway through a term when the incumbent CTEd. The Court decided that elections would be held such that Bengaria would get the full three months, and elections would be realigned by truncating the next incumbent's time in office.
-I proposed a new act that superseded that ruling, making the cycle such that any President that becomes incumbent irregularly would just finish the term of his predecessor. It's in voting now - seems like it might succced.
-Some discussion began on the DSA's proposed alliance. No consensus has been reached on that.

I apologize that I have not been very active as an ambassador as of late, although I assure you I've been checking in on the forums and the rmb fairly consistently. This post is to inform you that there is a new policy in terms of the formal updates you'll receive from the VF. We now have a regional newspaper run by NS++, an extension by Afforess that improves NationStates greatly. It has many editors who submit articles on the happenings of the VF fairly frequently. From now on, I'll be providing you with each article direct from the source to this forum.

Telegram Stamps Used to Recruit From The PacificThe Black Hat Guy, 15th October 2013 A few weeks ago, ErasmoGnome received 5,000 telegram stamps as a gift from Supreme Evil Overlord of NationStates for posting on a Gameplay thread. After much discussion, the relevant government ministers decided to send a portion of these stamps as a test to see how refounded nations reacted to recruiting. The ministers believed that refounded nations, being experienced in Nationstates, may be more likely to be active in the region. After only 2 nations, which were thought to be the same player, came and then left, it was decided that the test had failed, and thus the attention turned to finding another use for the remaining 4,500 stamps. Finally, after more discussion, it was decided that sending the stamps to a Feeder region would be best. The ministers decided on The Pacific, an authoritarian region without any good opportunities for regular nations to be involved in government. After drafting a telegram emphasizing the activity of the Versutian Federation, approximately 4,200 of the remaining stamps were used to target the entire Pacific. The results were quite successful. Within two days, 11 recruits from The Pacific came into the Versutian Federation. While this may seem low, it is approximately equal to the conversion rate of the API script for new nations, and the recruits in this case are often larger nations that are already experienced within the game. If you're a new recruit reading this, welcome to the region! We hope you'll enjoy your stay and the democracy available here in the Versutian Federation that is not present in The Pacific. Versutian Federal Military off to a Rolling StartErasmoGnome, 18th October 2013 A mere month ago, the 15th of September, 2013, the Versutian Military Act was passed, and with it the Versutian Federal Military was created. Under guidance of our then and now Minister of Defense, Auriga, the VFM has expanded to a large enough size to go through multiple military strikes on various targets throughout the world of Warzones. These strikes had the objectives of obtaining the delegacy, raising the illustrious VF Flag over the region, and establishing an embassy between the Warzone and the VF. The first strike, under the lead of Auriga, was on Warzone Asia. The military swept in seconds before the major update, seizing the Delegacy and quickly raising the flag of the Versutian Federation, with Aurigan Armed Forces in the position. An embassy request was quickly sent and accepted by the VF delegate, and construction began. Despite one paltry attempt by an untrained attacker on the region, the Delegacy was maintained until the embassy between the VF and Warzone Asia was established. Next in the line of conquests was Warzone Europe, where once again the Versutian Federal Military rolled through just before the update, giving the incumbent Delegate, Sweet Pestilence, no time to react. Eithr, a nation of ErasmoGnome seized the Delegacy, once again raising the VF Flag and starting the establishment of an embassy. Also on the hit list was Warzone Africa, which has an embassy currently under construction. In another instance, where another organization took over Warzone Asia and began to close all embassies, the VF claimed the Delegacy from Ethopolis, the incumbent, and stopped all the closures, earning the thanks of many regions. While the military has no official structure for now, big changes are expected in the upcoming months not only in procedures and size, but also in response to the many changes that are planned for NationStates itself. The military is seeking new members - no experience needed! Simply telegram Auriga with your application and you'll be placed on the list for the next mission, and receive training in the art of NationStates warfare.

Ministers of Justice Conference Draws to a Close Jenlom, 18th October 2013 The Ministers of Justice Conference has drawn to a close. Submissions were made by Gervase, Minister of Justice for the Democratic Socialist Assembly and myself. Two other Ministers of Justice were unable to attend. Much of the focus of the conference centered on proposals for greater co-operation between the government of the DSA and the Versutian Federation in matters of justice, particularly as part of wider negotiations for an interregional alliance. VF in Diplomatic Crisis
Note: This article is now outdated, with the mentioned events already having passed. TOMDON, U.F.J (Siemon), THE VERSUTIAN GOVERNMENT found itself in disarray last night, scrambling to contain an unusual diplomatic crisis after its recent recruitment drive into Game Created Regions (GCRs). After a mass recruitment telegram was sent to nations in the region of Osiris, Cormac A Stark reacted angrily, returning a stormy recruitment telegram to the Versutian Federation loudly proclaiming the "benefits you're not seeing in [the Versutian Federation]". The telegram, which reached 85 members of the Versutian Federation, caused considerable consternation in the Versutian government. A senior source insisted "Osiris is a GCR - it was made to be recruited from. This is very underhanded." The telegram slammed the President of the Versutian Federation, ErasmoGnome, whom Osiris claimed was "indiscriminately [recruiting] the entire populations of several GCRs - including Osiris", stating their belief that "hard work and innovation should pay off for both older and newer players and regions, not simply the size of their bank accounts." The Versutian Federation is a signatory to the Arnhelm Declaration, which prohibits recruitment between User Created Regions (UCRs), however no such declaration exists in relation to recruitment between GCRs and UCRs. "It is highly irregular for a GCR to attempt to recruit from a UCR such as ours," said our source. Osiris does not permit recruiting on either its Regional Message Board or its Internet Relay Chat service, but no such representations are made about recruiting via telegram. The Osiran delegate, Detective Figs finds herself in a weak position, having been hæmorrhaging endorsements since a coup a month ago. One possible explanation for the tight security policy is that the Osiran government does not wish to lose WA members who may otherwise have endorsed Detective Figs. The Versutian Government swung into action to advise member Nations how to change their policies on receiving such telegrams, describing such missives as "spam". ______________________________________ A VERY STRANGE reaction from the Osiran nation to a very ordinary event in international diplomacy. The furore prompted the Founder of the Versutian Federation, Divair, to issue a region-wide telegram saying "You'll have noticed Osiris is a bit angry at our government ... because I donated 20,000 stamps to help our region and community grow and thrive," clarifying that "we haven't targeted any private regions that have signed Arnhelm." The reaction by the Osiran government could best be described as bizarre. The telegram suggests that "large sums of money" were spent in the pursuit of recruitment. Maybe to a socialist region such as Osiris - which suffers under chronically high rates of unemployment - the pocket change spent recruiting from their region is a "large sum". We suspect this exaggeration is merely the politically-motivated rantings of a deeply inexperienced diplomat. At any rate, the 'retort' telegram used precisely the same system of telegram stamps to attempt to recruit in return. Not only inexperienced, but hypocritical, then. If "Cormac A Stark" wishes to engage in petty battles of regional diplomacy, he should do so from a UCR. ||

After the VF Delegate, The Black Hat Guy, was interviewed, we decided to place the resulting discussion in our regional newspaper, and therefore off to our allies as well. Enjoy! I was rather curious why this was so I naturally had to find out. Fortunately, I was able to catch the region's Delegate, The Black Hat Guy, and he was willing to answer a few questions. Personal Interest: Versutian Federation, the region you are in, has seen a very large population growth in the past month or so. Was there anything special about it? If so, would you recommend this technique for other regions to follow?
The Black Hat Guy:The vast majority of our population came from the two Zombie Apocalypses, in April and October. The VF accumulated more nations on the most recent one, climbing from about 300 to just over 600 in a matter of two days. The government knew what the last one was, and it prepared far ahead of time (legislation passed in May and the plan was changed and updated dozens of times since), because we realized that this was an excellent opportunity to grow as a region and help some nations in need. A lot of work went into it, between drafting threads, legislation, protocol, telegrams, and more, and we could not have been so successful if not for the dozens of dedicated citizens that helped refugees during the apocalypse.
As for a recommendation to other regions, it might work, it might not. As a whole, a region needs to have a large percentage of active nations and plenty of forewarning for it to work, because the cure only works well if a significant majority of nations are researching it. Refugees will not come if you cannot even save yourself, and activity is the #1 factor in that situation. There are a lot of regions that this could work for, and we could use some more competition. The VF has also had luck with a large stamp recruitment drive in GCRs, a recruitment script I made (which has now been replaced with Afforess’s NS++ - major props to him for doing that, it’s miles beyond what I did), and an active recruiter base. Really though, the Zombie Apocalypses have been the best opportunities this region could have asked for.
Personal Interest: Do you think your regional population will shrink in approximately a month or so when some nations form the zombie apocalypse CTE?
The Black Hat Guy: It may. That certainly happened last time, we lost about 30 nations in a swarm nations that ceased to exist. This time, however, we will be looking into a large recruitment drive directly before the month ends to help keep the population relatively stable. We hope to stay at least above 600 at the end of the month, and I think that’s a reasonable goal.
Personal Interest: VF has elections for office every month. Why so often? Isn't 60 or 90 days a better length of time?
The Black Hat Guy: A stagnant region will die quickly, so the Versutian Federation has always strived to be as active as possible. With frequent elections, it can not only ensure that citizens always have a chance to engage in government, but that members of the government are more effective, as the next month, they will have to look back at what they’ve done and know that they have done well enough to defeat a contender and remain the incumbent. A longer election cycle can have its benefits, but given that the VF has an active founder, it is not prone to turmoil in transitions of power as other regions are, and with monthly elections, we can encourage activity and an effective government. Ineffective incumbents are removed quickly, and thus the Versutian Federation can help guarantee a more effective and active government.
Personal Interest: Some might say a month is too short. It gives little time for the official to show how good or bad he is. Has this proved to be true or false in VF?
The Black Hat Guy: Certainly false. So many things happen in a single month in NationStates, and a month is a fine amount of time to get to know an officer, good or bad. If nothing has happened within that month, that in itself is an indicator of the officeholder: taking initiative is one of the most important qualities of an officer, and that person initiates nothing noteworthy in a month’s time, he/she may not deserve to be in office. We’ve also recently started a reports system so that each officeholder writes a report of his/her accomplishments or actions within the term, to reflect upon what has happened in the month. Overall, a month long election cycle has worked quite well for us.
Personal Interest: What is your stance on the GA? What is the region's stance as a whole? NatSov or IntFed?
The Black Hat Guy: Personally, I would consider myself IntFed. National sovereignty is certainly an important consideration, but the way it is used by those who consider themselves to be NatSov is often atrocious. National sovereignty is not a barrier against legislation one does not like, it’s not a bulwark against any legislation ever affecting the internal workings of your country, it’s a safeguard against micromanagement. Too many times, I have seen promising resolutions discarded because of NatSov delegates, when in reality the resolution had real potential to create sensible legislation for member nations. There are certainly many issues that are best left to individual nations, and I have voted on that basis in the past, but those issues are not as prevalent as many seem to think. Human rights, development, and more are all legitimate issues for the WA to address.
The region does not mandate any particular stance in the WA, and we have a variety of opinions, but overall I would say it leans IntFed.
Personal Interest: So there is merit to NatSov arguments! ;) What would you be an example of such a bill shot down by NatSov Delegates? What would you consider to be IntFed bills overstepping their bounds?
The Black Hat Guy: Yes, there’s merit to both sides; I wouldn’t consider myself an extremist on either end of the spectrum. I think that the recent repeal of "Against Corruption" is a good example of that. While I voted for it myself because of the issue with wording, the resolution itself was a fine idea that could have been replaced with a better draft preventing corruption. However, the NatSov faction that voted for the repeal on the basis of “Believing that the appropriateness of gift giving is much easier to ascertain on a local level than through international legislation” will not allow that to happen, and thus a good opportunity goes to waste.
The Freedom of Dance proposal currently in a drafting process on the forums is rather the epitome of an IntFed bill overstepping its bounds. There will always be totalitarian nations, and while the WA should certainly be concerned with defending the rights of their citizens as much as possible, micromanaging something as relatively minuscule as dance is a waste of everyone’s time. It’s not a human rights abuse in any sense of the word, and the freedoms restricted by restricting dance are not at all large enough to be a serious concern of the WA.
