(OOC: We both are island nations, so we should both have large navies. Given that, where the battle takes place probably matters a lot too. If we do it in the sea, we should be able to pound at each other relatively easily which makes it a numbers game. If we take it to ones or the others coast, the defender would have the advantage of aircraft without needing a carrier (it could provide an offensive boost) and possibly artillery. There should also be a limit on how many ships are in play because one cannot simply toss 10 ships into battle and expect to win, as an example, so a negative modifier can be applied in that situation. How far the navy is willing to go can also be used, I suppose, to add a counterweight against a numerically stronger navy (a 10 ship fleet that will retreat after they lose 2 ships versus a 5 ship fleet that won't retreat under any circumstances).
