In an effort to establish guiding principles of war and warfare, this document is hereby created.
Article One: On declarations of war.
Section Two: All declarations of war are to be accompanied with a justification of the war within the text of the declaration. This is to be in the form of a message in the diplomacy branch of regional affairs. Declarations of war are not to be amended under any circumstances.
Section Two: No war may be declared without at least one warning from the aggressor.
Section Three: State media, if it so exists, must air or publish at least one truthful story a day about the state of the war. States without a state media outlet must distribute truthful reports about the state of the war to media networks that are willing to accept the reports. An independent body of observers is to oversee that truthful reports are distributed within all states or governance area adhering to these conventions.
Section Four: An international body, named the Center of War Declarations, is to be created as an archive of all war declarations.
Section Five: Copies of all official declarations of war are to be submitted to the Center of War Declarations and once submitted cannot be amended in any way.[/ul]
Article Two: On conduct during war.
Section Two: In the case of armed conflict not of an international character occurring in the territory of one of the High Contracting Parties, each Party to the conflict shall be bound to apply, as a minimum, the following provisions:
Subsection Three: An international body is to be created for the purpose of providing aid to the wounded and sick and its presence on the battlefield is to be respected as must the passengers of any transport method this international body uses.[/ul]
Section Three: Any soldier from the opposing army, any member from a militia participating in the conflict, or any volunteer who has taken part in hostilities or aiding the enemy who is captured by an opposing party in the conflict, known as a Detaining Party, is to be declared as a "Prisoner of War" (POW).
Section Four: Prisoners of war must at all times be humanely treated. Any unlawful act or omission by the Detaining Party causing death or seriously endangering the health of a prisoner of war in its custody is prohibited, and will be regarded as a serious breach of the present Convention. In particular, no prisoner of war may be subjected to physical mutilation or to medical or scientific experiments of any kind which are not justified by the medical, dental or hospital treatment of the prisoner concerned and carried out in his interest. Likewise, prisoners of war must at all times be protected, particularly against acts of violence or intimidation and against insults and public curiosity. Measures of reprisal against prisoners of war are prohibited. Prisoners of war are entitled to respect for their persons and their honor.
Section Five: Every prisoner of war, when questioned on the subject, is bound to give only his surname, first names and rank, date of birth, and army, regimental, personal or serial number, or failing this, equivalent information.
Section Six: Members of other militias and members of other volunteer corps, including those of organized resistance movements, belonging to a Party to the conflict and operating in or outside their own territory, even if this territory is occupied, provided that such militias or volunteer corps, including such organized resistance movements, fulfil the following conditions:
Section Five: The detention of civilians not directly participating, which is to be understood as taking direct part in the hostilities, in the conflict is prohibited, as is the causation of systematic harm to civilians not directly participating in the conflict. [/ul]
Article Three: On the establishment of a framework to deal with signatory nations who fail to abide by the ICW.
Sub-Section Two: If a nation is accused of violating the ICW, a committee is formed by 3 or 5 members. If possible, the committee members should be neutral in the conflict in-which the accused is/was participating in. If not, then the committee should be composed of randomly-selected nations, not including the defendant or accusing nation.
Sub-Section Three: The committee will meet, request evidence, hear evidence, and analyse and evaluate it. Upon completion of this, the committee will decide, by a simple vote, whether the accused is guilty or not.
Sub-Section Four: If found guilty, the convicted nation will be subject to the following limitations:

- You post at least once everyday in your nation's news room thread.
- Essentially a thread in the diplomacy board will "archive" the declarations of war.

- taking of hostages;
- outrages upon personal dignity, in particular, humiliating and degrading treatment;
- the passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court affording all the judicial guarantees which are recognized as indispensable by civilized peoples.
