Treaty of Confederation

The people of the Council Republic of North American Republics have decided that the time has come for the international proletariat to join together to break of their yoke of wage slavery for the greater good.

The bond between these states is thusly represented through the Union of Socialist Council Republics Treaty of Confederation:

Article One: The signators of this treaty agree to the mutual defense of one another state from aggression.

1. Pending external hostilities:

[/ul]1.4. A meeting of heads of states must be undertaken within one (1) week of the start of hostilities.[/ul]

2.1.2. This meeting shall also take upon it the task of determining the length of time of action by signatory states.
2.1.3. This meeting shall be conducted via a one-state one-vote method and the course of action shall be determined via a supermajority of sixty (60) percent.[/ul]2.2. Each signatory state agrees to provide what assistance they can in the case of internal aggression against any member state.
2.3. Each signatory state agrees to official state that they are at war with the internal aggressor.
2.4. Each signatory state agrees to the allowance of free passage of signatory states’ military forces during a time of internal aggression.

Article Two: Interstate co-operation, discussion, and communication between signatory states is necessary.

Article Three: Signatory states agree to formally join an organization dedicated to the pursuance of these articles herein. This confederation shall be called the “Union of Socialist Council Republics” or USCR.

Article Four: Signatory states agree to contribute towards a dedicated NATO military unit, to be deployed in situations where it may be preferable to use said unit as opposed to a coalition force.

1.2. All nations to provide adequate numbers of armoured and combat vehicles based on the number of troops they have provided to serve under USCR directly, as mentioned above

We should support our fellow comrades in Grolsch who have yet to commit to the Union of Socialist Council Republics. We must grow in size to be able to combat the ULDU. Comrade Franco-Lowlands, I, and I believe that Millyland would be accepting of my proposition, ask that you take over the Republic of Franco-Highlands and the Republic of Blackacre. Confidential Message to all Union members

Above is the map of the current situation in our area. Those nations covered by the red asterisk have completed their revolutions. Those covered by the purple asterisk are still in revolution. Those covered by the blue asterisk are enemies to the revolution. We should help those nations in purple, and we must prepare for an invasion by those in blue.

Our intelligence service has revealed several plans that the United Liberal Defense Union has in regards to toppling our regimes. Newhalla seems to be preparing for an invasion from the south of my island. The vast distance of Avaerilon from my island ensures that they will not have backup should they decide to invade. We do not believe that their military is capable of defeating the power of the people united, and with no reinforcements, they shall be forced to flee. We have no reason to fear any invasion at this moment as it would be military suicide to attack now.

To the Franco-Lowlands, you should have your fleet ready for action by now. I would advise that you send two battleships and 4 destroyers into Grolschan waters. We shall the ask the Leninist government in Grolsch if they would like any help in establishing complete power. The remainder of your fleet should then try to restrict movement in the waters between Grolsch and the Franco-Lowlands. The wide expanse of the water in that part of the region would warrant the use of submarines, so please use them as best as you can. The Newhalla navy should then have the need to flee to a friendly government's ports. The country of Newhalla should then be more vulnerable to attack from Franco troops arriving in transports and light escort.

I would now like to switch over to the Millyland situation. Millyland has the potential to push into Goncar over land. We are willing to help our comrades in Millyland with air superiority, as we are closer to Goncar than Newhalla and the navy decided not to side with our regime. Millyland, I would advise that you begin both an aerial and artillery bombardment of key Goncaran forts and defensive positions before any advances. Weaken the troops on the front-lines first. I would also suggest following up with an armored spearhead, as it will be harder for Goncaran forces to breakthrough your flanks, at least initially.

Please keep in mind that this is, in effect, asking the other members of the USCR to make a preemptive strike against these other nations. Goncar should be able to fall at the hands of Millyland, Newhalla against the Franco-Lowlands and maybe Grolsch, and the North American Republics shall use heavy artillery to bombard any vessels that decide to come near, as well as Naval Bombers that can sink enemy ships. We shall also employ those in our intelligence agency to find out more information about the ULDU and their plans. That is all that I have to say, if any other nation in the Union would like to say something or bring up a different item, please speak.

The Socialist States of Newhalla

Finally has the people of Newhalla risen up against the liberal oppressor that has plagued the common worker for ages. Inspired by common workers in NAR,Franco-Lowlands and Millylands taking of power the peoples army group of Älve has turned to the USCR to help us liberate Newhalla from the Liberal scum who has plagued our land. Dear fellow comrades,

I must report to you today, after my considerable absence (as to why I was absent, I shall not say), that the invasion forces of the United Liberal Defense Union have been held under siege in New New York. Our mighty army, while suffering from a communications shutdown, have been able to use vehicles that do not run on any electricity (most notably bicycles) to carry letters between battalion leaders. Our artillery was not affected by the enemy's bombing, due to it's mechanical nature, and have been used en masse against the invaders in New New York. Our supply of anti-aircraft weapons took a severe hit, most were of the modern sort, so we searched in old military supply warehouses for old yet serviceable anti-aircraft guns. We have trained our men in the operation of these old weapons and they are ready and willing to exercise their training.

Comrades, we must come together in force once again. Our survival as a union is of the utmost importance. As I write, the people of the North American Republics have risen up against the invaders. Your people must too follow suit. Throw out the imperialist ruling class once and for all!

We are contacting yourselves on the basis of the conduct of war. Both the USCR and the ULDU know that diplomacy will bot work, as we are diametrically opposed to each other; Leninism on your side, and Liberalism on ours. However, there is nothing that can prevent us from speaking like civilised human beings, unless it is overriding pride or blindness.

On behalf of the people of the Social Liberal Union, I ask that the USCR acts as the ULDU does in:

1. Refusing to use chemical or nuclear weapons
2. Not utilising the populations of nations in fighting the opposition
3. Respecting the rights and treatment of prisoners, as per the Geneva Convention

While only military success can force you to accept our pleas, we sincerely hope that you accept that it is gross to go against the three points we have stated. If you do, then you surely doom yourselves in the long term, and our hopeful victory will be all the more crushing.

We would, however, like to ask the socialist members (communists are welcome too) of the region to join us for talks in creating a constitution for the Union of Socialist Council Republics in which the countries of those attending will be members. We must create a unified political and economic body capable of facing the world to promote our own ideals. We hope to hear from other states.
