Avaerilon has a significant amount of our armed forces now free to assist in other operations in the SLU, since the successful liberation of NAR by the ULDU coalition forces. We would be honoured if we could send our forces into the stricken nation of Franco-Lowlands and its associate nations to assist the effort to free the people from their Leninist oppressors.

We will utilise the V-Bombers to again repeat their activities as per Operation Black Eagle, which went as smooth as whisky. Our navy is also on-course to attack Franco Island and land around 2,500 men to storm the Leninist positions and use the island as a base. We have already surrounded it with Darkwater submarines.

We also plan to helicopter men into Franco-Highlands and use their mountaineering expertise to thwart the Leninists. We can move men from southern Franco-Highlands into the Lowlands, who will then be able to travel by boat down the rivers and waterways and attack urban positions.

Hallan forces on NAR island has begun to pull out. of curse we will (white the NARan government permission) leave some troops to clean up the rest of the socialist army and find their leaders. As for Franco the situation has deteriorated very fast during the last days. Our forces on the northern beach head has been pulled out as the Francish army pushed back our troops all the way back to the beach. Additional forces is underway to the southern beach head. The Francish navy and air force has also managed to sink 2 Hallan cruisers from the 5th fleet. But at a cost of numeral fighter-bombers and 1 frigate.

I was personally against the invasion of Franco, as the socialist where actually democratically elected by the Franco people. But Franco is a member of USCR and USCR nations are at war whit ULDU nations. The invasion was a preemptive strike against the Franco-Lowlands. While our military is capable to fight Franco, i believe we should reach to an peace agreement.

But i was overruled.

as you can see our southern beach head has been expanded and we have taken most of the Franco-island. However guerrilla strikes from Franco troops hiding in the mountains has lowered troop morale. Our forces on Franco-Lowland are hopelessly outnumbered by 3 Franco armies. i suggest that Avaerlonian troops make their landing somewhere in west Franco to split the Francish army.

Our forces on Franco-Island will continue the guerrilla strikes against Newhallan tanks, artillery, and strategic infrastructure. Our air force has begun a bombing campaign against the Newhallan army. We are also telling our population to kill any Avaerilon forces they may encounter. Finally, we have launched several missiles that have destroyed Avaerilon and Newhallan satellites.

I am pleased to be able to inform you of important developments in the Francish region.



After commencing Operation Cold Morning, which mirrored Black Eagle in NAR, we were able to hit some military installations in northern Franco-Lowlands and across Franco-Highlands. However, anti-aircraft fire was so intense in the former, that we were unable to hit as many targets as we wished, and our Vulcans were forced to turn back after minor bombing.

However, we were able to then land a number of marines from our navy along a (now) quiet area of coast, and penetrate the mountains of the Lowlands. Some areas we were able to ferry men by helicopter, and they are now making their way from mountain bases down the rivers. We hope to commence attacks and occupations of these Francish cities, using the waterways.

Meanwhile, we have secured a great deal of ground in the Highlands, where the population is angry at having been subject of Leninist whims in the Lowlands. To demonstrate the point, a formal resistance has occurred in Blackacre, where the opposition will soon announce it will join the ULDU. Already, key rural areas of food production have been secured.

We will begin to assist Newhallan forces in pacifying Franco Island very shortly. Meanwhile, though our satellites were destroyed by Francish missiles, we have been able to survey a good deal of the country from our mountain roosts.

In the meantime, we wish to condemn Francish intentions to involve civilians directly in the line of war, and call upon the region to condemn their cowardly actions.

Our forces has managed to reestablish the northern beach head on Franco-Lowlands. And are now advancing against the 2 nearest major cities. Very heavy resistance from the Frankish army. The 5th army has reinforced our southern holdings and the 2nd army is expected to arrive at the northern holdings. We will try to advance around one of the Frankish armies and surround it. And keep the 2 other armies at bay.

Our navy has taken some losses to. 3 Hallan frigates where destroyed by several squadrons of Frankish Drones. But in retaliation our navy raided one of Francos largest military port and managed to disable numerous battleships and other military vessels. Our navy is now fully committed to disable the Frankish navy. The Frankish civilians seem to be very committed into fight the ULDU forces. And i think we lost an element that made the NAR invasion such a success.

And the Francos governments threat to use chemical weapons has significantly lowered Hallan troop morale. I am planning to redirect the withdrawing forces on NAR island and the Goncaran troops to land somewhere near "Lenin City" and take the city.

An army has been stationed in Lenin City and is to defend the city at all costs. This army is known as the modern day "Red Army" because the soldiers a fiercely patriotic and support the communist cause. We have 4 brigades attacking the Avaerilonian forces. We are appalled by the approval of the usage of force that the Franco-Lowlands gave to this fringe group. A prominent delegate from the poorest council in the North American Republics was crushed under parts of the ceiling, as well as the first transgender delegate who was elected earlier in the year; they were 36 and 57 years of age, respectively.

You also stated that businesses were targeted in my country. Food distribution centers were targeted, not grocery stores! State cafeterias, not restaurants! Consumer goods centers, not retail stores! The only places that were attacked were places meant for the public good! We officially condemn the Leninist Republic of Franco-Lowlands.

The actions of this mad "government" continue to appal us. The recently-restored CRNAR is attempting to rebuild after the strife inflicted by the rabid Leninists, and an attack on them is, quite frankly, a low and cowardly act of utter baseness. The fact that public places were targeted signals the gross disregard for human life that these Leninists have; they have not even responded to our own government's calls to prevent the use of chemical weapons!

On the subject of such weapons, Avaerilon staged an attack upon a chemical complex in the western Lowlands. We were able to take the plant, but at a high cost of 21 Avaerilonian soldiers. Their bodies have been flown home to be repatriated and later buried. Our thoughts are with their families and loved ones. However, their deaths were not in vain. Judging from the utter fierceness and skill of the Francish soldiers guarding the complex, we judged that something big was being held or manufactured there.

Our worst fears have been confirmed. The Leninist forces were manufacturing a gas related to Cyclone-B for use against civilians of ULDU nations, which was to be dropped in pellet-form, which would evaporate and kill hundreds. We believe this is their only facility for the production of this terrible weapon, and have since destroyed the facility completely, using Victor bombers to do so.

Such disturbing news has rallied our forces, and those of our friends and allies in the Blackacrean Resistance, who have been successful in capturing several major cities in their own nation.



I can also now confirm that, after the fiercest fighting in the liberation campaign, the ULDU has finally taken Franco Island, but not without sustaining huge casualties. Around a 328 Avaerilonian servicemen died in battle, along with numerous Francish and Hallan servicemen. However, we now have secured a great tactical advantage.

Noting the map, we can see hotspots of Leninist activity. While we have been successful in taking the mountainous parts of the Highlands, a couple of bases prevent us from totally taking the high ground.

By tomorrow, our forces should reach one of the Francish cities along the river. In a few hours, Avaerilonian troops will meet with Goncaran and Hallan troops to stage a coalition attempt to take the city in the east.

Avaerilon has begun a clean-up in areas taken by our forces, such as providing free food, water and medical aid to all citizens. We treat our prisoners very well, and several have since given us vital information on Francish positions. We are now dropping food parcels and information leaflets by air onto Francish territory, in the aim to win-over the population, whom we believe to be running low on food.

I am confident that the people of the Francish areas will soon rise-up against their oppressive regime and assist us in restoring their proud nations.

Henceforth, we submit to the ULDU and the various factions within the three nations in-question the Penderyn Peace Plan. We urge all parties take full note of it and submit their approval, disapproval, or suggestions. Avaerilon does not want the fighting to drag-on any further in these afflicted nations.

Aim: "To ensure a genuine transition to democracy in the nations of The Republic [sic] of Franco-Lowlands, The Republic [sic] of Franco-Highlands, The Island Republic [sic] of Franco-Island, and The Republic [sic] of Blackacre, and to prevent the outbreak of civil war in the said nations."

Hereby Mandates:

• The nations are hereby recognised as sovereign, independent states, to be governed without central control from any other organisation or sovereign nation
  
• All fighting between the factions in the afore-mentioned nations will cease at once, or else the ULDU and NATO forces will, combined, dispense force to cease the blood-letting
  
• No person is to be punished by court or any other means for holding their own political views on the governance of the nations
  
• In the case of Franco-Lowlands:
  
  • The Liberal faction is recognised as the senior partner in a coalition government
    
  • Members of Communist and Nationalist factions that are genuinely committed to democracy (i.e. supporting a nation with "Good"or greater civil and political freedoms) are to be included as junior partners in a coalition government

I must express the displeasure felt by my government and Parliament at your stated position. Rather than settle for a lasting peace, with a willing quadrant of post-war nations, you appear to linger in war over what must be described as minor trifles in the light of the chaos wreaked in the Francish and Blackacrean nations.

To this end, I will address all of your points, to explain the position my government is taking.

1. This would be included as per the treaty, since you are already a ULDU member state
2. See above
3. We ourselves committed to a total blockade of the Francish region. We must accept that both sides used this tactic, not uncommon, and that it would be wrong and unjust for the victors to claim compensation for this
4. Are these things really more important than guaranteeing the safety of the region, not least the people of the Francish nations and Blackacre?
5. In fact, more Red Army servicemen were killed in combat. Furthermore, Newhalla knew its sea-to-ground invasion would incur heavy losses at the time. Why should this be an issue? Considering the work Avaerilonian personnel did, I think both Avaerilon and Newhalla were equally responsible for the fall of the Leninist government, as well as protecting civilians. Do not forget it was Avaerilon who put a stop to the chemical weapons programme, which would have killed countless Hallan civilians.

Why make a shattered nation pay more? We should seize this opportunity for peace and rebuilding, not squabble over mere trifles. While we are sorry that Hallan trade suffered, this was always a risk.

Avaerilon hereby affirms our support for the Francish position, at that we will use our capacity to assist them as per the Penderyn Peace Plan. If Newhalla cannot accept this, then Newhalla will not be included in the rebuilding operation. Furthermore, should Newhalla attempt to prolong the war, Avaerilon has no qualms with organising protection for the four nations. Consider this, please. We have no wish to have to fire on our allies.

There is differences how you hold an blockade. The Francish navy fired at multiple occasions at civilian ships. And i know that neither the Avaerilonian or the Hallan fleets fired intentionally at civilian ships. The Francish ships attacked and destroyed civilian ships.

I have taken this issue to the Reiksdag and they has decided to not push this issue any further at this time. The Reiksdag has also decided that Newhalla will help the four nations to rebuild. Its unfortunate that some people in my government act this "irresponsible" and i apologies for this. Newhalla wants to be a part in the rebuilding of the Franco countries and Blackracre.

So the Allied States of Newhalla supports the The Penderyn Peace Plan.

Should no opposition be stated, Avaerilon believes that the plan should be implemented within 24 hours as of now (1753 our time). The various justice boards will, I am confidently certain, bring the actual perpetrators of the attacks on Hallan civilian craft to trial.

After the strife and bloodshed of the last two months, we are close to our goal of utterly removing these parasite Leninists from the SLU. NAR has been restored, the Franicsh and Blackacrean nations back on their feet, and our own nations stable and safe from harm.

However, there is worryingly little news out of either Millyland or Grolsch. To this end, I have attempted to contact their pre-revolutionary governments for information. Latest reports suggest a stalemate between the two different factions of Millyland, and a still liberal area of Grolsch being able to hold-out against the Leninists.

When we receive more information, I propose we act on it based on how the legitimate governments want us to. I hope to have more news for you shortly.
