I come to you today to tell you of a report that was delivered to my office earlier today. A small group of scientists wrote that they had observed links between crude oil consumption and average temperature rises in the region. Once cooperative leaders heard of the news, they were quick to refute the scientists' claims. A small section of society has also seemed to support the cooperatives' claims and have denied the existence of regional warming. Regional warming has the potential to raise ocean levels by melting the ice caps, raise water temperature which may possibly disrupt ecological diversity, and force increased energy consumption through the usage of air conditioners. It also has the potential to cause worse storms, including hurricanes and snowstorms. Recently a snow storm came barreling through our region dumping two feet of snow on average. We can try to combat what the scientists call regional warming or we could ignore it because "The supreme being wills it," or because it doesn't exist. Below, the two graphs submitted to my office by the scientists. My nation will be increasing the mpg standard on all of our cars, and all cars we sell to other nations. We will also end the government subsudies that have been granted by our former conservative government to the gas and oil industries. Third, we will create the Energy Regulatory Comision (ERC) to regulate the energy secter. Also, we have reached an agreement with several companies to build windfarms out at sea. Along with 6 corporate ran windfarms our government will buil 4 more. Finally, we will be making biking lanes, widening sidewalks, and building walking trails in all of our major cities.

For some time now, cars in Avaerilon have either been electric or hydrogen powered, with easy hydrogen gas conversion kits available for conventional vehicles subsidised by the Department of the Environment. Avaerilon would be happy to offer other nations gas conversion kits at low prices to help them cut carbon emissions and lower oil use. Avaerilon also will continue to invest in our mass transit system, the train network of which boasts an income of around A42 million this month alone. No electricity in Avaerilon is generated from fossil fuels of nuclear fission; renewables, geothermal and fusion technology power our grid. We do however produce 22% more power than we actually need and are willing to sell green electricity cheaply to neighbours. A Clean Industry Bill has been passed in the House of Commons, which sets carbon emission limits on the manufacturing sector, with financial stimuli for those who are carbon neutral and penalties for those who still pollute too much. We are also expanding our already sizeable forests (some 52% of Avaerilon is woodland) to capture carbon in the air.

The Grand Federation currently has an all-electric powered roadway system throughout the country, and we gain all of our electricity from offshore wind farms around the coast. It is a massively profitable, efficient and clean system. In all areas we have mass transit available in a variety of forms for free use. Our recent city solution due to the hundreds of millions of commuters was the implication of the multi-level road system, where all roads in the city have various types of transit based on the floor of the road.

We will be adding another 10 windfarms out at sea as the fiirst ten were so productive. Also we will now be building highspeed electric powered trains throughout the nation. Third we will be putting solarpannels on all government buildings, as well as offering cash back for homeowners that get solar pannels for their houses. Finally, our government has recently drawn a new map with large "National Reserves", or big areas of land that cant be built on and no energy source what so ever can be utilized there.

Second Conference Briefing Detailed Facts on Issue
Good evening and welcome to the Council of Leaders. We all seem to accept this as an issue, but certain right-wing elements are calling foul still. The adoption of alternative fuel sources is probably the best course of action, which many of you seem to have taken.
The CRNAR has started a massive solar panel manufacturing project in which we hope that in ten years all homes and vehicles will have some sort of solar panel that helps bring energy use down. Wind farms have been utilized on our coasts for some time, and public transportation will be improved. Many people have complained though about the cost.
Franco-Lowlands: The expanded sidewalks and the addition of bike lanes have angered many drivers. Streets have become a sea of gridlock as far as the eye can see. The cancellation of subsidies has caused the oil and gas giants to pull money from certain politicians and now ads are running against any politician that supported the plan.
Avaerilon: The Clean Industry Bill has been hailed as the best piece of legislation to pass the House of Commons by environmentalists. Others view it as just more government regulation being piled on.
Michutopia: The blueprints of your system seem very difficult to understand and are hard to implement in other nations because of the hardships involved with completely rebuilding the road system in a narrow, yet congested, part of cities.
Millyland: Such an extreme ban has caused people to complain. People have put their life savings into a car and now "Big Brother" is coming to stop them from driving it is one argument being used.
To determine whether these actions helped will take some time. People still sincerely believe that the government is making up this warming phenomenon to extract more tax dollars from them and so on.

In response to these complaints, the government of Millyland will fund clan-powered mass public transit projects in its major cities. We will also continue to build sources of clean energy, such as solar and wind energy.

To counter the climate-scepticism, Avaerilon's Department for Education has unveiled a programme whereby all major museums now have exhibits plotting climate change in the SLU and what is causing it. It is estimated 60.2% of Avaerilon's citizens visit museums 1-3 times a month, meaning the chance for impact is great. Certain industries that are low-carbon and have stellar environmental histories are sponsoring our hydrogen-conversion initiative, hopefully encouraging more people to convert their cars to run on hydrogen. Already, all our fuelling stations have customers and we expect there to be more. The University of Avalon is hosting a "Climate Debate," where environmentalists, scientists, politicians, doctors, farmers and ordinary citizens will put forward their views and arguments. The Chancellor tells us the debate is expected to be won by the "green side," and the debate will be televised on our main channel, ATV1.

Franco-Lowlands will educate the public on the issue. We will also be building affordable public transportation including subways/metros, busses, and trains. Third, we will be building car-pool lanes in major cities and on highways.
Also, The Franco-Lowlands Supreme Court has found that both special interest groups and companies are not people and therefor cannot donate money to candidates. " If a CEO wants to give donations to a candidate, they can do so with their own money, not the stock owners'." said supreme court justice Lance Freeman.

The Government of the Kingdom of Grolsch has implemented a mandatory carbon trading scheme for farmers, as farmers contribute 49% of all carbon emitted in the country. The base for the CTS will be 2010. As such, no more emissions will be possible than in 2010. Farmers can trade emission rights, so if a farmer thinks the farm will emit more than the carbon rights currently allow, he can buy rights from other farmers who'll emit less than allowed. This way, the scheme proves to be a good initiative for the environment, economy and jobs.

Third Conference Briefing Detailed Facts on Issue Good day, I am the People's Commissar Bryan. I have been recently informed by the scientists that our regional warming has been halted. They suggest that we celebrate because the tipping point has not been passed. Our region is safe because of the actions of neighbor nations and so thank you all.
I invite you all to the People's Cafeteria in the CRNAR capital for some roast Robin, it is a national delicacy served only once a month and is the best way we can celebrate. I can taste the juicy Robin now.
