To the Nations of the Social Liberal Union,

The Commonwealth of Palartina wishes to notify our regional neighbors of a constitutional act recently passed by our Senate, and approved by plebiscite. The act, entitled "Declaration of Perpetual Neutrality", states that Palartina shall from this day forward not participate in wars or military actions, and will not join military alliances.
