Dear friends,

I am pleased to be able to formally welcome you to CAT- the Co-Operative Treaty Alliance. CAT stands for democracy, human rights, and the collective security of our members. A blatant attack on one of us from external forces may be considered an attack against all, in certain circumstances, which helps to deter external aggression. CAT is also equipped to assist in humanitarian efforts in regions stricken by famine, disease, war, natural disasters, or anything else that may render a nation's government helpless.

It is this pledge of honour and extension of mutual friendship and co-operation that brings us here. Not only are bigger regional players represented within our ranks, but smaller nations and protectorates are given a powerful voice within our organisation.

Co-Operative Alliance Treaty

The people of the remaining states signatory to NATO have continued to co-operate together in an attempt to safeguard the sovereignty and interests of the member states. Thus this treaty was established.

The bond between these states is thusly represented through the Co-Operative Alliance Treaty:

Article One: The signators of this treaty agree to the mutual defense of one another state from aggression.

1. Pending external hostilities:

[/ul]1.4. A meeting of heads of states must be undertaken within one (1) week of the start of hostilities.[/ul]
2. Pending internal hostilities:

2.1.2. This meeting shall also take upon it the task of determining the length of time of action by signatory states.
2.1.3. This meeting shall be conducted via a one-state one-vote method and the course of action shall be determined via a supermajority of sixty (60) percent.[/ul]2.2. Each signatory state agrees to provide what assistance they can in the case of internal aggression against any member state.
2.3. Each signatory state agrees to official state that they are at war with the internal aggressor.
2.4. Each signatory state agrees to the allowance of free passage of signatory states’ military forces during a time of internal aggression.

Article Two: Interstate co-operation, discussion, and communication between signatory states is necessary.

Article Three: Signatory states agree to formally join an organization dedicated to the pursuance of these articles herein. This organization shall be called the “Co-Operative Alliance Treaty” or CAT.

Article Four: Signatory states agree to contribute towards a dedicated CAT military unit, to be deployed in situations where it may be preferable to use said unit as opposed to a coalition force.

Dear friends,

Currently, CAT HQ is solely located in Lyndainium, Fereldan. As such, all the executive is invested solely in Avaerilon. As we are an international and co-operative organisation, we wish for at least three headquarters in total to exist.

Therefore, Avaerilon proposes to split the current HQ into three sectors:

Each HQ will be of equal standing in CAT, but with a specific and unique set of tasks. Logistics HQ will handle organising the troops, vehicles and equipment of CAT; where they move, how many there are, what provisions need to be made, etc.. If CAT is called-into an area, this HQ will co-ordinate how the elite "A-Team" gets there. Intelligence HQ will gather, analyse and monitor information, and exchange this information with all CAT personnel of appropriate rank and those it is appropriate to. The Alliance Council HQ will be where members meet, discuss things, sort out problems, and decide CAT's general course of action.

Avaerilon is happy to host any of these three HQs; however, we would like CAT members to announce whether they would like to hold a HQ on their soil. If so, they will need to state where.

N.B.
This course of action, as an unintended side-affect, may help dispel the rather aggressive anti-Avaerilonian feeling in parts of Newhalla, and help assure the populace that CAT is a genuine, inter-governmental organisation, and not something one-sided like the Warsaw Pact. In-particular, we hope the Hallan government elects to choose a HQ, to show Newhalla's key role in CAT.

I am pleased to announce the creation of our three separate HQs. Our staff wish to assure us that all three QHs are fully-functioning.

Unfortunately, the time for celebration is over. A new People's Commissar has been elected in NAR, and has declared war on one of our members- the United Kingdom of Logres. Logres is a peaceful nation that has strong ties to Avaerilon, both being Celtic nations. Already, Amorica, the region of Logres that borders Pont de Roche, held by NAR, has been invaded. The state of Azerzia has also had war declared on them by NAR. This unwarranted aggression continues with the forced closure of Avaerilon's embassy in NAR and the arrest of all diplomatic staff, flagrantly flying in the face of approved international agreements.

The NARan government also admits starting the war so we ourselves would become involved.

Therefore, I ask that these attacks be considered, as per CAT policy, and attack on us all. I ask that we convene in Franco-Lowlands as soon as possible to decide a course of action. We do not have much time- therefore, our own armed forces are on alert- we would prefer joint CAT forces to move-in first, however.

The Newhallan state minister has arrived to the Council in Ainland city.

So lets not waste any time.
As we speak an Hallan expedition force is being assembled consisting of 1st,2nd fleet,3 Marinjägar regiments and 1 luftjägar division. We expect the expedition force to be ready to sail in 1 hour from now.
Furthermore the 3rd fleet is scattered around the ocean north of Logres and can provide assistants to local forces and prevent or stall any potential amphibious landings on mainland Logres. 4th and 5th fleets are however to far out to provide any immediate support.

On to the more dubious things, we have managed to infiltrate the NARan government apparatus but we haven't received any reports after the war deceleration. We assume the worst for the time being.

Dear friends,

CAT operatives in NAR have begun their work, by attacking military installations in hit-and-run style. We believe this footage shows a missile battery being destroyed on the outskirts of a small town on the island. This certainly makes an aerial attack and/or deployment of troops easier.

As to Azerzian co-operation with CAT, we ourselves are quite content to work with Azerzia, given our mutual interest in this conflict. If CAT as a while consents, then we can move swiftly to challenge and defeat the NARan forces.

Meanwhile, we have been able to contact a person of interest in NAR. Please ensure maximum security when reading this, ladies and gentlemen. (Drag your mouse over to read the hidden text!)

The Former People's Commissar Bryan is currently restricted in his movements. He is being held prisoner by the government, in poor conditions in a prison.

We would like to send him a gift. He has asked for a weapon of some sort, so he can overpower his guards. GTA's (Avaerilon's Foreign Intel body) original plan involved a pizza delivery, but Bryan informed us only a sausage pizza would be adequate.

We believe he is guarded by vegetarians. They therefore won't eat the pizza.

Our operatives have suggested hiding a curved blade in the crust of said pizza.

As we speak, the Logresian military is set to shortly engage with NARan forces proper. Avaerilonian Vulcan bombers will attempt to give them cover, as well as to inflict heavy casualties on advancing NARans. NATO forces are due to arrive in Logres very shortly.

Chief of N-SIC has given a recommendation to CATIO (Co-Operative Alliance Treaty Íintelligence Office) to proceed whit caution. The NARan security apparatus has learned a thing or two since the last Leninist war. Both GTA and N-SIC have a large information network in NAR, but most of it has gone silent after NARs declaration of war.

So as now we suspend any larger sabotage operations on the NARan island. But sabotaging AA installations is still a high priority.

Our navy has given orders to seach and destroy NARan navy. The Navy hopes to comit all five of it's fleets.

Dear friends,

I am sure Intelligence in Newhalla has already had word of it, but I would like to confirm for you the existence of a group within NAR itself that has expressed a firm desire to work with us- the Democratic Empowerment Resistance of the People (DERP), a group of NARans who wish to topple to corrupt and militaristic regime in their country.

Their leader, Marco Guevara, is more than happy to attack locations as set by CAT, in-return for armaments, limited to assault and sniper rifles, ammunition, explosives, grenades, detonators and RPGs.

Mr. Guevara is a supported of the former People's Commissar, who now languishes in a gaol cell. Thus, given Intel's recommendations for CAT itself to concentrate on immediate defence and offence, DERP could well carry-out our plan for giving Mr. Bryan a weapon via pizza, thus enabling him to escape and meet-up with DERP agents attacking the location where he is being held.

Meanwhile, I have some exciting news to report. After several trial runs into NARan airspace, it seems their coastal air-defences cannot reach the height some of our aeroplanes fly at.. However, we must be vary of urban areas, where there is likely to be a threat to even the highest-flying aircraft.

The combined CAT Navy is making excellent progress, and should engage with NARan naval defences within 48 hours. the CAT Air Force will assist in giving them cover, and Avaerilon will use its own RAAF Victors to carpet-bomb any area likely to be mined.

Recipients: Greater Azerzian navy and CAT navy forces.

Dear allies.

Even though our combined naval forces outnumber the NARan navy, the NARan navy still continues to operate in international waters relative unhindered. This is due to a lack of communication and organization between the different navies.

My suggestion is to split the Cat navies into Northern and southern groups. The Northern group will take care of Millyland and the NARan colony Pont De Roche. And the Southern group will take care of the NARan main island. The Northern group will be comprised of the Avaerilonian navy, Logres navy, Hallan third fleet and any other navy north of Camaes. And the southern group will have the rest of Hallan navy, Greater Azerzian navy, Frankish navy and all other navies north of Camaes.

Each of the groups will be lead by one command and control ship. Our navy can provide two super carries for these command and control tasks, but if any nation have a capable ship to fill the spot, that would work to. If every one agrees to this plan of course.

Remember if we can establish naval dominance the we will effectively hinder Leninist forces from expanding any further. And we could unhindered launch airstrikes into Leninist territory's.

Dear friends,

Logistics HQ sees few problems with Newhalla's proposal. However, Avaerilon, as NAR's probable ultimate target, will keep half of our navy back to protect our waters. We will send 150 ships, including our two largest carriers; LEM Owain Glyndwr and LEM Dail (Revenge). Glyndwr carries 30 Hwyel-D4 assault helicopters, which Avaerilon used to great success in challenging militias and controlling land in the recent Leninist Uprising. Their pilots and crews know NARan terrain very well. Dail carries 10 Victor bombers, each of which could knock-out an entire military base, given ideal conditions.

Meanwhile, we have some good news.

A certain contact of ours feels more brave than last we spoke.
Former People's Commissar Bryan has escaped as a result of Operation Pizza Delivery, orchestrated by GTA with the support of DERP.

He tells us his problem is hunger.
He has contacts, and is moving towards a military installation. He requires funds to put his plans against the NARan regime into action.

Avaerilon requests CAT sends relief to the stricken.
If the members of CAT could contribute at least £10 million each to secure his efforts, we are bound to have an easier fight when we come to take NAR's defence forces on.

Meanwhile, CAT troops have dug trenches some ten miles in front of the city of Brest, and are holding the NARan militia forces at bay. We suggest, as logistics HQ, that we send men to dig underneath our foes' positions, lay mines, return to their positions, and blow up the mined areas, thus inflicting grievous harm upon our enemies.

Dear allies,

It's seems my plan was generally accepted, good. CAT naval forces should arrive in the Tenian sea in a couple of hours from now.

The plan is to locate and destroy the NARan navy presence and when the NARan navy is out of the way the Southern group will initiate a full blockade against the NARan main island.

I however must request that Azerzia could loan some of its naval bases to CAT navy's. The Hallan navy would the redirect it's supply ships to the naval bases. Where ships can be receive supplies safely whiteout the risk of being attacked by NARan warships and/or air planes.

Also we have assembled the 5th army and are ready to send to Azerzia. And the soldiers are eager to revisit New New York. 5th has been trimmed down a little since the last war. It now composes of 1 armored division, 1 infantry division, 1 Kustjägar division (marines) and 2 Jägar regiments (special forces). Note one Hallan division has 6000 men and one Hallan regiment has 1000 men.

Azerzia will make the ports of Rover (on Tioltar [central island]) and Kelpa (on Stegaln [Northwest island]) ready for the CAT naval forces.

I would like to invite a representative of DERP to come to Ainland City. Despite the attacks, we will not shut down our diplomatic missions with the NAR. We hope that diplomacy will prevail, but we do realize that at this point in time, military operations need to take place. We would like to send 5 brigades, or 10,000 soldiers, to join the Avaerilonian Army. They would be under your command, Avaerilon. Also, if Azerzia would agree, I would like to send 2 brigades, 4,000 soldiers, to Stagln. If there is an air base or airport that could be used as a base in or near Kelpa, Franco-Lowlands will send 10 F-4 phantoms and 20 F-22 raptors. We will also send Carrier Squadron 5 to Kelpa which will consist of an aircraft carrier, 6 destroyers, and support ships.

We would support the use of diplomacy to bring an end to this conflict. That said, we are in favor of bringing about a stable peace in NAR. This will likely be difficult without significant military action.

Dear friends,

We are not averse to using diplomacy, although we believe nothing short of a change in the government policy of the Council Republic will achieve lasting peace. Aside from military concerns, Avaerilonian embassy staff have been detained by NARan authorities. We were good enough to respect international law, and simply expelled NARan diplomats from our shores. The few Avaerilonians, or persons of Avaerilonian descent in NAR, who yet remain, have spoken of fear for their very lives, from mobs encouraged by the psychotic government of New New York. Therefore, Avaerilon will not vote in-favour of CAT or her allies in negotiating with the Council Republic, so long as our overseas citizens and kin are both subject to detention and danger.

Avaerilon welcomes the Francish contribution, which is most generous, to bolster our own army, and we will gladly fight alongside these cherished servicemen. We are confident the mutual respect and company will inspire Avaerilonian and Francish soldiers alike into achieving even more agiainst the NARan menace.

Meanwhile, we move onto other military matters. Below, you will find a copy of a confidential document from logistics HQ. CAT members and her allies are permitted to view this top-secret item.

Operation Hit-for-Six

Thanks to Intel. HQ's tireless work, and the efforts of CAT-allied partners' own security services, we have deduced that NAR has a powerful set of defence batteries and capabilities, which threaten incoming navies, and negate the possibility of an economical air-based attack on the island.

We also can report a heavy concentration of newly-arrived soldiers in the Pont de Roche area of the SLU, controlled by NAR. It is from here that the attempted invasion of Loges has been staged, and so far it is on this border that it is being held-off.

Therefore, we propose a three-pronged solution to deal with the forces of NAR:

1. Amphibious invasion of south Pont de Roche, utilising naval and marine capabilities, with air support, to thus squeeze NARan troops further north, and force them into closer combat with trenched-down CAT and allied forces.

2. Shelling and missile-harrying of the NARan waters, to engage their air-defences in intercepting naval-launched attacks.

3. With the defences concentrating on the navy, having seen CAT's position to use this primarily already in Pont de Roche, for CAT and allied air forces to destroy the main defence head-quarters in NAR, disrupting communications between military installations, and giving ourselves the opportunity to fly over NARan soil with an easier prospect of returning at least 50% of aircrews safely.

This, we feel, is how we will make ready an invasion of NAR. The plan is flexible, meaning we can adapt it easily to suit new events.

We ask that all the appropriate parties give feedback as to this plan, ASAP.

It's appears that the NARan navy is pulling back from Azerzian territorial waters. I have ordered combined CAT naval force in hot pursuit to take out as many NARan ships as possible before they reach the safety of their coastal defense. Our CATIO analyst in pekkara city believes that CAT naval forces will have naval superiority in 1 to 2 weeks. Furthermore we have 6 more Hallan army divisions ready to be transported to Azerzia for an eventual (second) invasion of the NARan island.

As part of CAT Newhalla accepts Avaerlions plan. The Hallan third fleet is ready assist step 1. And the main Hallan fleet will concentrate whit the rest of the southern group on step 2. For step 3 our Hallan air fleet needs access to friendly air ports preferably in Azerzia. Combined whit the 2 Hallan fleets (whit the possibility of 2 other fleets) we will able deploy around 1000 aircraft's against the North American Republics. And that's just Hallan forces.

The NAR is asking for peace, and we will follow through with what the council decides is the best option, but we support a peace treaty with them.

The Hallan people do not accept any separate peace treaty proposed by NAR. And some politicians also begin to talk about an occupation of NAR and an unconditional surrender by the North American Republics. But for the moment Newhalla is willing to accept a white peace whit NAR if NARan forces stops all combat operations against CAT and affiliated nations.

Upon conducting an emergency Cabinet meeting, as well as HMRM the King holding a special court, the government of Avaerilon has come to the following conclusion:

Having discussed in-length the possibility of peace with North American Republics, the government of Avaerilon and her territories has decided that we can support peace with said state if, and only if, the following requirements are met:

• NAR ceases its attempted invasion of Logres and withdraws
  
• Pont de Roche is demilitarised
  
• The Avaerilon diplomatic staff currently under arrest are freed and allowed to travel home safely
  
• People's Commissar Bryan is given a pardon and free to do what he wishes
  
• NAR agrees to let other nations practice whichever politics their people desire
  
• NARan citizens wishing to leave the CRNAR are free to do so
  
• NAR ceases to fund SNS
  
• NAR apologies to Avaerilon for its affiliation with SNS
  
• NAR gives any and all information on the membership of said group
  
• NAr finally admits the existence of both dragons and unicorns
