I was rather disturbed to see in the news today that numerous citizens from Avaerilon have been subject to strange occurances, late at night. Some have exhibited illness, others a change in behaviour. Worryingly, a few have died or disappeared. It appears the same thing is happening across the SLU; there appears to be no difference in the strange events. Linking them are not only the effects of whatever is happening, but also when whatever happens takes place- after sunset, and before sunrise.

As you can easily imagine, I was rather bemused. People started to panic a little; we were snowed-under with letters, e-mails and telephone calls, asking for help or information. Only, this isn't the sort of thing we're used to dealing with, as I'm sure most governments aren't.

Some people have started to claim they have seen dark shapes and mysterious sights late at night. These people tell of something supernatural at work. Others claim that a dark, underground cult must be practising strange attack-rituals on people.

With people dying, disappearing, and some members of the public panicking, we simply must do something. Our region needs its leaders to take decisive action to stop whatever this is, and find the cause of it.

Our Minister of the Interior recently reported during a meeting of the cabinet that his own daughter, aged 15, disappeared from his house right around dawn. No note was left and the police have been on the lookout, but have reported nothing. This issue strikes close to the administration of North American Republics and the minister has been allowed to take as much time off as he needs while the search for his daughter continues.

As this is very confidential information, we cannot allow the following to leak. We know of three individuals who entered our country in the past month and two NARans who may be connected to this. We instituted a strict screening process for immigration ever since the uprising and our agents found three people who seemed very suspicious. Their journey stretched from Maxtopia to Blackacre and just about every place in-between. What follows is an excerpt from the head of our Interior Security department. Once again, this cannot be shown to anyone nor to any governmental agency or personnel beyond those present. Those who speak will be pursued by our entire Interior Security department. We will not leave loose ends.


We hope for the sake of all people affected that this issue is settled soon.

Following the unsettling reports we read on the interwebs, we hope everyone is safe.
The investigation we have made has come to the following conclusion: the source of the problem lies in the south of SLU Heartland, and slowly spreads throughout the region.
We in Zmon have no notion of any strange occurence in the nation, yet.

To avoid any mass pandemia, we have delayed broadcasts such as X-Files and True Blood and advised against reading bed-time Grimm tales to our children.
To avoid the 'thing' entering our nation, we have made offerings to our national totem, the Tree of Eternal Wisdom, and provided each household with a vial of birch-sap mixed with crushed barley seeds to anoint their front doors.

We hope that their is a solution found rapidly, before the whole region is affected.

I have contacted N-SIC chief and it's not good.

Over 200+ people has gone missing all over the country. But we have noticed that around half of the disappearance is in Southwest of Newhalla. The Lansskap militia have been mobilized and additional police and volunteers are patrolling the streets. All citizens are encourage to report suspicious activity's.

I have also made sure that N-SIC will cooperate whit foreign groups.

Welcome, fellow leaders, to this Council of Leaders.

As we try to understand more about what is taking place in the SLU, we find that we understand less. We have heard reports of young men and women, previously quiet and shy, becoming the life and soul of parties, and even engaging in numerous affairs others. Then, the newspapers claim to have interviewed families where older members of the household have been struck-down by some "demonic fever." While no such instances have been reported in Avaerilon, we have erred on the side of caution and given our NHS staff as much information as possible on this strange virus. If, indeed, it is a virus.

While several governments are taking measures to try and avoid panic, it seems that the public know something is wrong, and already reports of deeply concerned people, and possible mass-panic are circulating. Surely, dear friends, we must avoid this? If these people who seek to harm our citizens can cause panic, it will be easier for them to harm or kill.

I also have some rather odd reports from our GTA (Gwybodaeth Tramor Adran- "Department of Foreign Intelligence"). Please find the overview from the department enclosed.

Upon commission from Parliament and His Most Royal Majesty, we have investigated numerous reports from around the SLU, with regards to these strange and seemingly inexplicable occurances. While we are used to magic, dragons and other fantastic things in Avaerilon, we laugh at the notion that "vampyres" could exist. However, it seems we will have to have faith in Bram Stoker's works after all. Our conclusions come to this: vampyres do exist, and are active in the SLU. In some nations, they have already struck. In others, they are waiting.

While we cannot say for certain, it is the only solid theory we have at present; no cult, however powerful, is capable of inflicting so much upon so many people, over so wide a geographical area. Thus, we have ruled-out the Free Masons and Scientologists as possible perpetrators.

Your government has initiated a programme to recruit citizens into neighbourhood watch associations. While no-one has been able to prevent an attack or see anyone fleeing from the scene, most minor crimes have decreased as a result. On the negative side, some more zealous groups have been accused of vigilantism by the populace.

NAR:
International sympathy pours-out for the Minister and his daughter; His Majesty took the time to send a hand-written letter, with a bouquet of flowers and a bottle of whisky, for example. Meanwhile, police and people applaud your screening system for its safety and fairness, although some charities have complained it prevents them from doing their work. Police have made progress searching for the daughter; she was sighted in the company of a thin, 30-40 year-old woman with dark hair and a dress last night.

Azerzia:
People are starting to panic with the increased police presence and calls for assistance by the government. There was a huge mass of people yesterday, attempting to get into the police HQ in your capital, asking for help. Some have started to panic-buy essential supplies, and pharmacies are running-low on medicine. Leading economists fear for Azerzia's economic health.

Franco-Lowlands:
The media is awash with rumours of a secret government cover-up, and tales of a well-funded, highly-staffed investigation into the disappearances. Some are highly-critical of the government's refusal to release a statement, and an angry protest march is on it's way to Ainland City.

Zmon:
At least four cases relating to the events as described above have now been reported in the most north-easterly parts of Zmon, prompting fears that it isn't spreading from the rest of the SLU. This compounds the suspicion of the people at the government for restricting what they can watch or read. Human rights groups are calling for an end to this.

Newhalla:
While some welcome the increased presence of police and military men, others have complained to the government. Meanwhile, numerous people from south-west Newhalla have reported seeing an increase in the amount of bats, dogs and wolves.

Avaerilon:
Mystic guides, copies of the New Testament and Bram Stoker's Dracula top the charts of the most popular books in Avaerilon, leading to celebrations by the publishing industry. Meanwhile, a man was arrested in Morrowind for trying to attack his neighbour with a stake. When the police visited the neighbour's house, they found it empty, except for a large trunk, which had stains of blood in it. Calls from concerned citizens have flooded the switchboards, which are usually quiet, causing a loss of landlines usage in parts of Avaerilon.

The Azerzian government holds reservations over an actual vampire but will believe in some vampiric cult, based on supposed vampire ideals. Police patrols are reduced but are quietly kept on alert while we report nothing suspicious has been founs. We offer official condolences to NAR.

State officials have been ordered to deny any theories on the events and report that it is just unusual spikes in crime in other nations. We ask vigilance for unrelated reasons

The reason for the increased bat,dog and wolf activity remains for the moment unknown. But we have noticed a pattern. The bat,dogs and wolfs activity's are centered around some old settlemnts and castles in the Arland, Botten , Norra Botten and Göte lanskkaperna. Also the Liljörmungandr serpent groups (Newhallas national animal) in the affected Lansskaperna appears to be agitated by some unknown presence.

Furthermore the affected lansskaperna are organizing neighborhood watch patrols, the watch patrols will patrol during night time so that the military can station more troops around the castles and old settlements .

The government has released a statement to the public which states that there is no such thing as vampires. We also ask the public not to take action into their own hands; the police are doing what they can.

With that said, the National Police of Franco-Lowlands will continue their investigation.

We would like to thank everyone for their support. Our minister was relieved to hear that his daughter was located, but he is getting antsy and wants to see her again. The minister of the interior has asked us to delay retrieving her so that the movements of the woman and any possible accomplices are tracked.

While the people of Avaerilon may be used to magic and fantastical things, we are not. We do not believe in these creatures except as story book characters. There must be another explanation. Hopefully our surveillance of the woman will take us to the source of these weird events.

Welcome, fellow leaders, to this Council of Leaders.

We have successfully calmed our populations, at least to the point that mass civil panic is no longer an imminent threat in every nation, though we will have to tread carefully to ensure it doesn't re-ignite.

Things have taken a rather disturbing turn, now, with the most sickening events happening- bodies have been taken from cemeteries and other resting-places across the SLU. All the bodies taken were less than three days' buried, the deceased were under 30, and all had been affected in some way recently, behaviourally and physically. Most had died from an unexplained "virus."

Our government has taken as many steps as possible to alleviate public panic, but we've stopped short of directly lying. We've suggested a demand for organs in nations outside of the SLU as a reason, but we're not entirely sure anyone's totally convinced. At least 12 bodies have vanished; there may be more. We ask that fellow SLU nations report how many bodies have disappeared in their nation.

What's more is that now several notable people in the region have been threatened by an unknown individual or group. These people include persons of religious ordainment, doctors, writers, historians, etymologists and "vampyre-hunters."

Whoever this person or persons is/are, they are threatening their targets with financial ruin, personal trauma and everything else short of death. While not everyone subscribes to the rather interesting view GTA has of the true existence of "vampyres," it may be wise to at least consider the possibility.

Nytavuthar:
Your neighbourhood watch now outnumbers the police 3-1, said to be contributing to the lowest crime rates in living memory. Meanwhile, your most senior detectives have made advances in the "vampyre" cases, identifying areas where people are at risk, and making a list of the most vulnerable types. However, a corruption case collapsed after two of the three lead detectives were forced to leave it following your call for more senior experts to be diverted to the "vampyre" cases. The government is being accused of using the whole mystery as a cover.

NAR:
TV shows feature the most heated disputes between people over "vampyres" as the government commits itself to "rational explanations." Meanwhile, surveillance has yielded what appears to e a midnight meeting with a tall man, his features unknown. It appears to be some sort of romantic affair.

Azerzia:
Conspiracy theorists have descended upon Azerzia to accuse the government of hiding something. While they certainly can't harm the economy, trust in the police is at all all-time low. There have been rumours that some people have been targeted for being "vampyres" by others.

Franco-Lowlands:
Your populace is calm enough, and it seems they are willing to abide by your government's views for the time being. At the same time, a spike in the number of weapons being smuggled into Franco-Lowlands has been reported.

Newhalla:
Terrified explorers have returned from numerous castles in Göte and Norra Botten, near-delirious with tales of man-like bats and blood-smeared walls. While people in towns and villages are at-ease with the new patrols, and are said to feel as secure as can be, isolated farmers complain they are not being covered, and are threatening to strike as a result. Furthermore, the Liljörmungandr have begun to return to their nests and sleep; ecologists are concerned.

Comanici:
Your people are scared; some minor looting has occurred in some parts of the country, while ministers have called for the army to be deployed.

After 25 people missing the legislation have gone to E.P.A (Extreme Plan A). We have put on a vote to ask all Nytavutharians to go to the voting booths to see if they will let us into their homes to search.

We are still troubled by our people believing in vampires, as this has never been an issue in the past, but we are starting to implement a massive island-wide campaign called "Rational Thinking." We are printing out brochures and leaflets, we are placing ads on and within all public transportation vehicles and we are launching a government show to air at 5:00pm on HUR where well known and respected scientists attempt to dispel the fears that vampires exist. We think that the Nytavutharian government is going to extreme measures for a problem that, while disturbing, does not warrant such invasive action. We expect that such a measure is going to fail at the polls.

This issue has managed to fly under the radar of our nation and our government, but after 12 recently buried bodies disappeared from one of the oldest cemeteries in Ventaer, we decided to join in the international investigation. We've also received similar reports from Coin, five bodies were recently taken from a cemetery there.

The Afenian Services for Domestic Defence is conducting an investigation into the disappearing bodies. Leads are scarce but many of the people who's corpses were stolen have shown behaviour changes recently, have friends who are currently showing behaviour changes and/or died under mysterious, yet non-violent circumstances.

We suspect that a large, underground cult has finally decided to make their presence known. The fact that this is occurring in multiple nations is puzzling us, but the threatening of public officials, the sudden changes in behaviours, the odd, almost ritualistic stealing of recently buried bodies are things that we have seen in other cults in the past. We suspect that the cult lure's lonely people with promises of friends and a sense of kinship. Then, once someone is firmly planted into the cult, they get them addicted to an, as of yet, unknown drug. Said drug would be extremely difficult to detect in a patient, or it would leave the body's system relatively quickly, thus, when a person overdoses on said drug, it appears to be a "virus".

We've yet to share our entire theory with the public, but we've begun to hand out pamphlets on the dangers of cults and drugs.

As per newly elected Prime Minister Lynda Woodruff's "Ruining Relations: A Guide to Piss off Other Countries" plan, the government of Millyland would like to address the government of North American Republics. We are appalled that you would take factual information on the existence of certain creatures, and attempt to "disprove" it under the pretence of "rational thinking" and so-called phony "science". Out with the reckless propaganda!

The Hallan armed forces in Göte and Norra Botten is trying it's best protecting the rural population that makes 38 percent of the total population in Göte and Norra Botten. But the sightings of man-like bats in large 100+ groups has made many soldiers uneasy especially those in the local Lansskaps militias.

And scientist at the Novas Trebizond university in Norra Botten are looking for any causes of Liljumgards serpents strange behavior.
