- Should we withdraw from NATO?
- Should we end our colonization efforts?
- How should the budget be allocated for next year?
We expect some heated debate over the next few days over each of these questions.

CONDENSED TRANSCRIPT OF THE MAJOR SPEAKERS AND ARGUMENTS, DEBATE AT THE WORKERS' NATIONAL COUNCIL
*Delegate Robert Manark stands up* Delegate Robert Manark: Fellow delegates, may I start the debate on the dissolution of the Union of Socialist Council Republics?
Secretary of the Council Menendez: Delegate Michael Sonoway? - Aye Delegate Patrick Moshul? -Aye Delegate Tabatha Squillante? - Aye Delegate Fernando Um? - Nay Delegate Neil Sessums? - Aye Delegate Ted Shinault? - Nay Delegate Fernando Bordeau? - Nay Delegate Darryl Wildermuth? - Aye Delegate Clayton Callas? - Aye Delegate Saundra Claassen? - Absent ... The ayes have it. You may start, Delegate Robert.
Delegate Robert Manark: Thank you. Fellow delegates, I wish to bring up the state of the Union of Socialist Council Republics, an international organization created by the Leninist rebels after they took over the Dawchins Island. We are the sole member of the USCR and as we are also a member of NATO, I believe that we should dissolve the Union that waged unrelenting war against our friends. This Union also eliminates the sovereignty of associated countries. This is a disgusting vestige of our past that must be destroyed. I yield back the balance of my time.
Secretary of the Council Menendez: Thank you, Delegate Robert. *Delegate Robert Manark sits down* I take it that Delegate Mathew Ritts wishes to provide a counter-argument?
*Delegate Mathew Ritts stands up* Delegate Mathew Ritts: Yes, I would.
Secretary of the Council Menendez: You may start.
Delegate Mathew Ritts: Thank you. What Delegate Robert does not state is that this Union can be corrected without the abolition of it. As we are the sole member of the Union, it would only take us to change it to make it more democratic and eliminate the sovereignty flaws. We should have a framework to help other socialist nations within the region should they wish to join a union, and something to work from if we ever start annexing other nations. This could be a great opportunity for our nation, just imagine it! The only Union in the region that is a bastion of communism and not the totalitarian socialism ideas that plagued our old homeland! I disagree with Delegate Robert's statement that this a disgusting vestige of our past that should be destroyed. Yes it has stained our history, but it should not be destroyed for then we are altering history and control over the past is too dangerous for any government to hold, lest we become like our totalitarian comrades. I say let it be and change it from within as we can to make it a shining light of communism in the region. I yield back that balance of my time.
Secretary of the Council Menendez: Thank you Delegate Mathew. *Delegate Mathew Ritts sits down* Now we continue onto the next speaker...

Council Militias are being called for duty in the fight against the insurgent 3rd Pont de Roche Militia. They will be directed by General Blanck from the 1st New New York Militia. He is a decorated officer who fought alongside our presidents during the days of the People's Republic, led the team that killed the traitor Bawkman and helped to protect People's Commissar Bryan as he and the rest of the administration fled for safety during the Leninist uprising. Our transport vessels are being prepared for the excursion to the north with two months worth of supplies being loaded. Our allies in NATO, for they are allies as of yet, are being called upon to temporarily give up some of their industrial capacity for the production of arms and ammunition. The 2nd and 1st Pont de Roche Militias are holding out in the southern-most cities, waiting for reinforcements to arrive. A failed push by the two militias through the mountains led to massive losses on their side as the 3rd militia occupied a pass and was equipped with an amazing amount of ammunition and artillery. Survivors of the initiative report seeing unexploded ordnance with the markings of the Avaerilonian military on the side. No blame is officially being put on the Avaerilonians, but members of the Workers' National Council, specifically those calling for an end to NATO, are citing the reports as proof that the government of Avaerilon is plotting something against our government. One delegate said,
"These Avaerilonians, they still have a monarch and they denounce socialism as being ludicrous! As a nation founded upon the ideal of socialism, how can we be allied with this liberal scum! Their government of puppets to the capitalist ruling class will stop our advance towards communism at all costs. The reports that we heard from the survivors clearly indicates that Avaerilon seeks to stop us! We cannot allow it."
Once again, the government has not issues any statements laying any blame upon the Avaerilonian government, nor has it declared Naran withdraw from NATO.
An opinion poll conducted by the Left Institute have found that with the debates in the Workers' Nation Council, popular support for withdraw from NATO has never been higher, at 62%. After the release of the survivors' statements, petitions are being circulated within all major cities calling for the issue of withdraw to be decided by referendum. Should the petitions reach quorum, it is likely that the North American Republics will be forced to withdraw. People's Commissar Bryan has publicly come out declaring support for the Avaerilonian government and NATO, but with elections coming up, opponents are ramping up their rhetoric and are inciting the Naran people. The same opinion poll, which also gauged the approval ratings of each candidate, places Bryan at second, behind former friend Jerri Crumrine, who is leading the charge for the regional spread of socialism as practiced in the North American Republics. With high-tech government of Michutopia taking what seems to be an isolationist stand in regional affairs, it seems like war will once again reign supreme in the region if Crumrine is elected.

Militia-men and women were wary of accepting the Avaerilonian weaponry, as suspicion of Avaerilon is running high throughout Dawchins Island. The central Naran government has no power to force anything unto the militias so standard Naran armament is still being used. We must also reject Avaerilonian aid, as a successful citizen petition called for the end of Naran dependence on Avaerilonian industrial capacity, despite the fact that our own councils manufacture more than Avaerilonian businesses.
The 3rd Pont de Roche Militia appears to be recruiting more militiamen, mostly from the cities and towns. Reinforcements arrived at Pont de Roche and took the place of the 2nd and 1st Pont de Roche Militias. Many from the first and second militia are receiving psychological examinations to ensure that the devastation they witnessed in the mountains does not impair their ability to fight. A major offensive is expected to occur in the coming days to beat back the 3rd Pont de Roche Militia.
Scouts have been able to extract one of the duds and it is now being examined. We wish to ask Avaerilon to release the details of their experimental shells and the type of artillery needed to fire them.
The vote to withdraw from NATO has begun. It will last for twenty-four hours to ensure that our delegates' voices are heard. The Bryan administration wishes to thank Avaerilon for their support and dedication to regional peace. We will not forget the help that you have given us.

The Workers' National Council decided, in a hotly contested vote, to withdraw from NATO immediately. The 7th New Chicago Militia are currently removing Naran documents from the NATO office in New Chicago. Foreign forces still on Dawchins Island will be given a week to leave. Should any forces remain, it shall be construed as an act of war and retaliation will be swift. We hope that it does not come down to that.
Taxes have been abolished in North American Republics, letting the workers keep their earnings to spend however they please. New cooperatives are opening up to service these workers in the absence of federal government aid. Comradeship is at an all-time high despite staggering murder rates.
It appears as if the rebellious militia was able to modify Naran artillery in order to fire the Avaerilonian shells. We believe that the militia is forcing upstanding Naran workers to mass produce these shells so as to use them against our militia forces. The offensive against the militia started a few days ago and counter-guerrilla tactics are being used to oust the rebels from the forests.
Opinion polls continue to show Bryan's approval rating dropping (-2%) and Crumrine's rising (+3%). Anti-capitalism protests are raging on Dawchins Island and are mostly directed at what many call the sham Avaerilonian elections. Pictures of Vetinari are being burned in the state capital along with the Avaerilonian flag.

Leadership Change Bryan has been defeated in the closest election in the North American Republics. Jerri Crumrine has become the new people's commissar. People's Commissar Crumrine has made it her priority to establish Naran control over all of the Social Liberal Union in an effort to spawn the first truly communist revolution. Our nation's first successful transition from socialism to communism is but the first step in the advancement of history in the region and we cannot be alone in it. We would like to thank the 3rd Pont de Roche Militia for helping us mobilize our militias conspicuously so that they are prepared for the real war, the invasion of Azerzia. Our troops and transport vessels are headed towards Azerzia at the moment of writing and we ask that the Azerzian government unconditionally surrender now so as to spare civilian populations of the cities. Our northernmost militias are crossing into Logres-held area from Pont de Roche (the Avaerilonian embassy in North American Republics has being closed and diplomatic staff have been put under arrest). Our artillery pieces in the north, along with the ordinance for them, is following them. We wish good luck to our men and women in the National Militia force and the recent graduates of the Naran Naval Academy who drive our ships to not so distant shores. Victory for the council republic and communism!

The capitalist bastion of Avaerilon continues to deny economic democracy for the majority of its people. We must rectify this at whatever costs. Support from the Social Democracy of Millyland will help us ensure success. Comrades in all cities around the world, rise up and take what is truly yours. Rise up and take your democracy back from the capitalist tyrants! Support the Naran liberation of the workers in Azerzia, Logres, and Avaerilon. We shall succeed.

Breaking News The secretary of the interior wishes to offer up an official apology to the residents of New New York and the surrounding area for a blackout in the midst of our current War for Worker Liberation. We are now ready to reveal to you all the cause of the blackout: we have perfected a few new EMP related devices. First up is an Intercontinental Electromagnetic Pulse Missile (ICEPM). The missile was able to reach as far west as Phing Phong (we did not hit them, of course), placing our foe Avaerilon within its reach. Our second advancement was a functional EMP shield network that is now operational over New New York and the surrounding areas. It consists of smaller EMP shields placed at strategic points around the city for protection. We are also going to introduce these shields to military bases around Dawchins Island as they are very important right now. They should be able to stop most unconventional attacks in their vicinity.

The war effort continue abroad with sporadic updates from the front. Avaerilonian efforts to kill communication have had an incredible affect, but our militiapeople are adept at fighting without a central figure, as we place a high value on plans and reconnaissance. We are now sending up our strategic naval reserves which have not entered the battle until now. They have already sailed forth from a northern port city on Dawchins Island. They expect to reach Logres soon to provide extra air support and engage any enemy ships attempting to disrupt supply convoys. The extra air support will hopefully provide the militias with extra information on enemy positions and weaken those enemy positions for a ground-based attack. On our eastern waterfront, we have stepped up patrols in light of the Azerzian threat of a blockade and we have started conventional bombing raids on their capital and a major city. Soon, Naran bombs will cast a shadow all over Azerzia! We are still willing to work with Franco-Lowlands and Newhalla as we do not wish to cause them harm, as we have repeated continuously. This conflict is only between Avaerilon, Azerzia, Logres, and us and Franco-Lowlands and Newhalla need not get involved. We do not wish to harm comrades who are well on the way towards communism. We still remember how you stood with us during the Leninist coup and how you dealt with the counter-revolutionary elements of your nations.
On the technological front, our ICEPM is now fully operational and mass production has started in a secure location. We expect to be able to shower Azerzia with them in the coming month. Long live the council republic! Long live the North American Republics!

Breaking News The war is finally over! Let us all please remember those brave souls who died at the hands of the Avaerilonian military and all of you who stepped up to increase production in the face of adversity. We have much to recover from, but I know that the strength of our people, the proletariat, we can do it!
Naran politics will not be the same, however, as People's Commissar Crumrine is resigning as per the peace treaty. She is barred from running for office again. New Website The government of the North American Republics is nearly on-line. In a speech given to the Workers' National Council last week, People's Commissar Bryan called for the creation of a committee of Internet specialists to spin together a website to be a repository of Naran government knowledge. "Our people, now more than ever, live their lives on the Internet. We must be ready to shoot forth into tomorrow by first meeting our constituents there. Print media will slowly be phased out and our on-line media presence improved. I hope that all of you are on-board with the initiative and are ready and willing to help!" Delegates from mostly urban areas rose up to accept the people's commissar's challenge and have been working on the site since. This volunteer work is slated to save the Naran government thousands of NAR Bills over years of operation.
Violent Elections The peace treaty signed by People's Commissar Crumrine, ending the October Revolution in the Social Liberal Union, has left the Naran government in shambles. Newly elected People's Commissar Bryan called for calm in the wake of a fierce election after Crumrine's party sparked violence in urban districts. In New New York, as a result of clashes with police, two protesters and one cop were fatally wounded. The New New York District Attorney's office is investigating the matter. The families of the victims have been fully cooperating. People's Commissar Bryan initially reported to foreign dignitaries that the North American Republics was calm in an effort to keep the economy stable and promote a quick recovery from instability.
Workers Strike An underground workers' movement called "Peace and Freedom" has called a national strike to occur next Friday. The movement's leaders are as of yet unknown, but a council delegate from Ciudad de Hierro stated in a speech to the Workers' National Council that he may know where to find at least one of them. "The workers in the Ciudad de Hierro have started barricading themselves within the steel mills and factories, refusing any dialogue. An individual in the city goes by the name 'Acero' and he is always seen at new barricades, guiding the workers' actions. As more information reaches the ears of your government, you will be sure to hear of it."

Luta Valley Passes Forest Conservation Bill
LUTA VALLEY – It was a warm Thursday evening when voting started on a land reform bill in the Luta Valley Council. Crowds gathered outside the council to hear council delegate Michael Rathers support the measure. “This bill has been a long time in coming and will revitalize the Naran environment and ensure a burgeoning economy in the area for years to come,” he said. The Local Arbor Conservation Act mandates that lumber industry workers participate in reforestation efforts alongside workers from the Forestry Agency. It further places restrictions on how much lumber can be produced based on the percent of mature trees to the surrounding forest.
The lumber industry took off last year when representatives from the local lumber industry went abroad in search for new markets for a special hardwood – known as Feller Wood – native to the area. Foreign capitalists could not get enough of the hardwood for furniture, which prompted economic investment and, unfortunately, environmental degradation as the lumber industry could clear large swaths of forest without restraint. While the economic investment was much appreciated – unemployment levels in the area are at a national high of 4% – residents could not stand to see their precious natural resource and large source of entertainment go unprotected.
In the early days of September last year, residents joined together to create the People’s Environmental Movement , a movement consisting of radical environmentalists and progressives looking to pull back the lumber industry. They quickly began organizing picket lines and information dissemination campaigns to get other residents to back a draft of the Local Arbor Conservation Act. Terrance Loput quickly emerged as the leader of this grassroots movement and had this to say when contacted: “Us comrades of the North American Republics, and of Luta Valley specifically, celebrate the start of voting on this important piece of legislation that will allow for mother nature to flourish once more without the exploitation by the international bourgeoisie!”
A representative of the lumber labour union was irate when reached for comment, but was able to get across to us that they were against such harsh restrictions on their industry. He said that he hoped that other Naran workers would realize the hazard that restricting industrial capacity brings to the local economy and that these regulations would be overturned or lessened.

Budget Bill Battle in the Workers’ National Council
New New York – The Workers’ National Council will be meeting tomorrow to continue discussing a budget bill being drafted by Delegate Robertson from New Chicago in collaboration with Delegate Malark from Bessin Valley. The bill will cut funding from the Department of Environmental Protection by ₦1 billion and raise funding to the Department of Industrial Capacity by ₦700 million. The other ₦300 million will go towards paying off interest on our debts.
The bill has received praises from Robertson’s constituents in New Chicago. It has also calmed down tensions between “Peace and Freedom” activists in Cuidad de Hierro and the government. The bill is slated to bring more money to the island through sales with foreign consumers. The Workers’ National Council has also stated that by directing more funding to the Department of Industrial Capacity, Narans could see more infrastructure improvements. The report the department released last week pointed to several highways where portions were pot-hole riddled and unsafe to drive on. The influx of infrastructure investment could see hundreds of thousands of new jobs being created in the short term while communes readjust to economic trends in the region.
The bill isn’t without its dissenters. Luta Valley Delegate Rathers, sponsor of the Luta Valley Local Arbor Conservation Act, has continuously voiced his concern for the degradation this bill will bring to the island’s nearly pristine environment. He has built a coalition of 62 delegates, mostly from the island’s interior, to oppose the measure. The coalition has continued to grow since the bill’s introduction. If Rathers’ coalition reaches 120 delegates, the budget bill has no chance of passage in the Workers’ National Council. The People’s Environmental Movement , a grassroots movement started in Luta Valley, has announced that chapters are being set up in other towns and cities in the island’s interior. They have also voiced their displeasure with the bill and continue to support Delegate Rathers in his attempt to stop it from passing.
Secretary of the Interior Abel has been a proponent of the bill and a source from within the Ministry of the Interior has informed us that Abel has been lobbying People’s Commissar Bryan for complete support of the bill. Officially, People’s Commissar Bryan has called for continued review of the bill’s impact on both the island’s economy and environment. The tourist industry is large on Dawchins Island and it faces a potential loss in revenue with the degradation of the island’s natural beauty. Industry spokesmen have refused to comment on the bill.

Special People's Commissar Address to the nation:
Good evening, North American Republics. This is your People's Commissar. As I am sure most of you have heard already, New New York was struck by two suicide bombings around three o'clock; one in Brentwoods and one in the People's Corner. Fifty-three people are dead and 121 are wounded. The Council on Law Enforcement informed me that the suspects of the bombing were two radicals from the Libertad group. Libertad formed last year as a result of foreign aid from capitalist elements off the island. They became dormant after my return to office, but in recent weeks, operatives have noticed a shift in attitudes within the group. They became more violent – vandalism and extortion were their main acts – but operatives did not see this group becoming anything more than a liberal gang and so it fell to the wayside in national security discussions. That has changed.
In response to this heinous crime, I ordered the arrest of all Libertad members and mobilized the Council Militias in the Capital District as well as in the Stonewall and Nueva Puebla counties. I have asked for the Workers' National Council to reconvene and grant a temporary martial order authorization, but should we see that terrorist activity is imminent, we will not be afraid to protect the families of this great nation and impose martial order through executive decree. We are a strong nation and united under a common ideal that these terrorists wish to reduce to rubble. We will not let the will of the people be brought down by a gang of liberals posing as liberators. I remember the days of persecution for my ideals back in the United States and escaped to this island with my wife and daughter, I remember fighting the R.A.G militia force in the early days of our republic, and I remember being held under house arrest not too long ago under the rule of People's Commissar Crumrine. I surely will not forget the lives lost today and I will work with the rest of my administration to ensure that the life of every citizen of these North American Republics is safe so long as I am in office. Thank you and good night, comrades.

The Democratic Free People's United Republic of Keron: A Response The Democratic Free People's United Republic of Keron (The DFPURK) has been cited as the ringleader for the recent threats toward Multiversal Pictures, threats that are being taken seriously across the Social Liberal Union. With showings of the satire film The Candidate cancelled a day before release, many SLUan citizens grew upset at the capitulation to the demands of a cracking group referred to as the "Guardians of Keron." Obviously, threats from any organisation must not be tolerated, but our great People's Commissar Bryan has called for cooperation, for understanding between the two countries in an attempt to bridge the gap that only continues to grow. To that end our People's Commissar is calling for an increase in agricultural production. We will be giving humanitarian aid to the people of Keron and try to help them pull out of their rut and bring them to the table to resolve this issue peacefully.
Doctors Discover a Vaccine for Algovirus
For year, citizens of the North American Republics have been afflicted by this temporarily debilitating virus that spreads like wildfire in close-contact situations like schools, workplaces, and mass-transit, particularly during the winter months. Naran scientists have recently published their findings about the virus in the New Chicago Journal of Medicine and have submitted vaccine preparations to the Ministry of the Interior for distribution.
The Workers National Council Passes 2015 Budget Bill
Delegates were up late last night as they attempted to resolve issues noted within the most recent draft of the 2015 Budget Bill. Environmental groups in the WNC were able to block voting as Industrial groups were hoping to push through greater production allowance in the bill. The bill has been in the works for seven months. Environmentalism has been a rising issue throughout the North American Republics since Luta Valley voted into law an environmental conservation bill and a group called The People's Environmental Movement started opening chapters in almost every city in New New York. The only city where the group has not been able to expand well is the Ciudad de Hierro, the center of the industrial belt in the North American Republics. The battle went to the streets when the environmental group first opened up shop in the city, but militia units were able to keep the peace after a day of mob violence. No one was killed in the conflict.

Secretary of the Interior News Report
The Workers National Council Passes 2016 Budget Bill In a surprising turn of events, the Workers National Council decided in a unanimous vote to simply renew the 2015 budget bill. Delegates cited recent economic stability and low inflation as reasons to keep the course through 2016. Compromises made by lawmakers last year brought about increased investment into green technology and production. Naran-made solar cells have captured the regional market by storm and have been a great source of increased incomes for many in the North American Republics.
Environmental Conflict Rears Its Head Once More
Workers in the Ciudad de Hierro have been gearing up for a different kind of battle this year as the People's Environmental Conference is set to convene for the first time since the cessation of conflict. Pro-industrialist groups have been organizing in the Ciudad de Hierro for a march to Nuevo Chicago where the People's Environmental Conference is set to take place. Narans For Prosperity, by far the largest group, is leading the march through the interior forests of the North American Republics. Naran citizens have been informed of the dangers associated with the march. Security will be provided to the marchers, but safety cannot be guaranteed. The Naran government is prohibiting minors from marching. Intentional violation of the directive on the part of the parents will lead to arrest. Intentional violation on the part of the minor will be met with return back home.
Once in Nuevo Chicago, protesters will begin demonstrating outside George Washington Citadel, site of the first battle of the secession. Security details will still be provided and lawbreakers swiftly brought to justice. The People's Environmental Conference will take place in the citadel with leaders of the various industries and pro-environmental groups as well as various leading scientists will come together to discuss their differences and the science behind environmental changes in the hopes that environmental issues can be resolved.
The Workers National Council Set To Discuss Continued Economic Stability
Riding on the recent success of the Naran Economic Program, the WNC is discussing what changes, if any, need to be made to the formula that was prescribed last year. Several delegates from northern cities have indicated that demand for green technology may be slowing down amidst a growing fossil fuels splurge abroad. A shift from green production toward more consumer goods may prove to be a boon for the economy. Demand for cheap, environmentally friendly goods seems to be rising across the Social Liberal Union and other economies are barely catching up to the increase. The argument goes that shifting production toward these goods now will bring us more market share than other competitors and allow us some price setting power. Opponents to the change argue that by continuing to focus on green technology, new methods will be discovered that will make massively increased production a possibility down the road when we can flood the market with bottom-barrel prices, taking down the competition.
Also on the agenda is the pay rate. Workers are currently receiving on average ₦20 an hour for their work and a bonus of ₦10 when the quota in their industry has been reached. Citizens have been claiming that this is simply too high of a pay rate, bringing forward long-disused arguments of "merit." Delegates are not expected to seriously consider the proposal.

Secretary of the Interior News Report
Turner Steel Mills to Close An important part of Ciudad de Hierro industry, Turner Steel Mills, has reported losses in the last several quarters, leading to an end in the government subsidies that have allowed the mill to stay open for so long. Four thousand workers are expected to lose their jobs. While executives at this privately owned factory were hoping to see steel prices rise across the region, the lack of war, city development, and trade has led to a steady decline. One thousand workers were already laid off, but Saturday they will close their doors for good.
With local unemployment steady at 3%, economists do not expect that local cooperatives can soak up the newly freed labor. Local officials have petitioned the Workers' National Council to provide emergency funds for retraining, education, and factory repurposing programs. Any delay in funding may lead to migration out of the city or a rise in co-operative grant applications, potentially backlogging the Agency for Work for months to come. Continued demand for consumer goods may provide an out for Naran citizens in the Ciudad de Hierro.
National environmental organizations are hailing this development as "progress," especially after last year's contentious street demonstrations and a budget battle earlier this year.
