NATO was not designed to stop SLU nations from invading each-other. NATO was brought-about to further the security of Avaerilon and North American Republics, and their respective allies. NATO also protects civilians when there is a genuine risk of high civilian casualties. Based-on the military history of both Millyland and Grolsch, we do not believe there is an immediate threat to Nargish civilians.

As stated numerous times, NATO is currently enforcing the No-Fly Zone over Little Narg Island and brokering a peace-deal.

We object to the use of such an establishment in order to protect civilians and launch a military attack because the usage of such facilities amounts to using human shields and NATO fully and unequivocally demands an end to this cruel and barbarous practice. Should Narglandian forces not leave the fort that houses civilians, we may be forced to eliminate the head military commander who decided to remain in these forts.

We are willing to escort the civilians out of the fort ourselves. We can provide the troops needed for such an extraction. Our mission is only to protect innocent civilians and that is what we shall do. We can provide facilities for these civilians that will leave them protected without the need for ground-based military action; the No-Fly zone will remain in place.

It did not happen, Goncar. No gov't officials were harmed, but an astounding number of civilians working in government offices were brutally slaughtered. It was then we drove your army out, and we demand you account for your actions.

NATO wishes to remind Narglandia that placing fortresses within cities makes the city as a whole an attractive target, and thus increases the chance of civilians being killed greatly. NATO repeats its offer to evacuate Narglandian civilians from major urban areas to keep them safe.

We would also encourage other nations to withdraw from Nargish territory, seeing as there will be constitutional reform in the Conglomerate, as well as a peace-deal in Little Narg.

Negotiators from NATO and the NSG have agreed to a basic plan, whereby Little Narg is to gain full-autonomy, while remaining part of the Conglomerate, pending a referendum on sovereignty in the coming months. The Conglomerate is to withdraw troops from military bases on the island, except for one shown on the enclosed map. The base will become administered and staffed by Little Narg soldiers, if the result of the referendum is independence. NATO have also gained a promise from the NSG to lay down their arms and surrender their military leaders to an independent SLU tribunal if the Conglomerate agrees to this plan, and if the Nargish General Frank McNarg and his commanders hand themselves in to the same SLU court.

We believe the key to regional stability rests on this, and we advise the Conglomerate to accept this plan, or at least think it over strongly. The NSG says they are willing to make certain compromises.

With regards to the brutal and unwarranted attack on civilians and non-combatants from Millyland by Goncar, NATO sincerely condemns the actions. Furthermore, if Goncar refuses to apologise and move it troops out of Millish territory, NATO will be forced to enact strong economic sanctions against Goncar. These may develop into strategic military action should Goncar continue to attack civilians.

NATO also summons the head of the Goncaran armed forces to account for these deplorable actions.
