Greetings, and welcome to this Council of Leaders. We assemble at what may be a real crisis. It has been known in both media and political circles for some time now, that the nation of Bigtopia is committing to a nuclear programme. Indeed, the Bigtopian government announced this week that it would commit to such a programme and has begun construction of two nuclear reactors at its Scalewind site, along its northern coastline. This may be of significant concern to nations within the SLU, even though some of our own nations operate both nuclear reactors and hold atomic weapons.
Bigtopian-SLU relations are chilly, to say the least. Bigtopia is governed by a highly nationalistic and conservative government. This government was elected under suspicious circumstances and has since been accused of human rights abuses, gross corruption and restricting civil liberties. This is at-odds with the democratic nature of the SLU. In fact, a senior Bigtopian minister last week publicly denounced the SLU, and called for "the total extermination of all those meddling people in that region."
It is therefore of great interest to us to know exactly what Bigtopia intends to do with a nuclear programme. Officials and the state-sponsored media tell us that the reactors will allow Bigtopia to compete with the rest of the world in the fields of science, engineering, technological advancement, medicine and electrical generation. Dissidents and critics claim that Bigtopia wants to produce fissile material for atomic bombs. In particular, outspoken scientists have raised the alarm that the reactors in-question have been designed not to produce electrical power, but to produce plutonium and tritium- the two crucial components in a hydrogen bomb.
Relations between us and Bigtopia are at an all-time low. Just months ago, Avaerilon's Royal Navy and Bigtopia's National Naval Force held a stand-off, coming close to war at one point, despite our peaceful nature. Bigtopian ships were blockading the tiny nation of Petitopolis, with one of its major cities close to starving. No shots were fired, but our navy forced the BNDF to retreat. We see how volatile and potentially dangerous such a country is.
Now, a hostile nation is commencing with a nuclear programme. Somewhat worrying, would you not agree?

We are not worried about the starting of a nuclear program in their nation so long as it is overseen by a regional committee, which is why I am hereby proposing the creation of a Regional Atomic Commission (RAC). We propose that they meet in Bigtopia to allow for facilitated overseeing of the advancement of their nuclear program so that they do not become a threat to the region. Inspectors will be at all production centers that deal with nuclear material, whether that material have a peaceful or military purpose.

The Franco-Lowlands Senate is shocked by the aggressive behavior of the Bigtopian government. Based on the violations of human rights, we officially issue an embargo on all Bigtopian products. With the permission of Petitopolis, we would like to build an airfield in their nation, capable of sending several unmanned drones into Bigtopian airspace within a minutes notice. We also are sending our 3rd Navy to guarantee the protection of Petitopolis. Finally, the Franco-Lowland Senate has issued "The Condemnation of Bigtopia Act of 2012", penalizing any company who does both business with our nation and Bigtopia, as well as cutting all diplomatic ties between our nations.

Narglandian Policy to Nuclear power is simple: Nuclear Power is ok, but only when the Reactors are built well and away from civilization. Narglandia has sent a team of Reactor Inspectors to Bigtopia. Narglandia has reactors, but only on a remote planet in the Maw Nebula. Since the planet is half Uranium, we had to exploit these rescources. Our Generators are used for Power only, and no threat is intended twoard the SLU member states.

With regards to Narglandia's extremely valid point about the distance between populated areas and nuclear facilities, we feel it is necessary to draw attention to this map of Bigtopia and the surrounding area. As you can see, the reactors are being built thousands of miles from anywhere. Whether this is a good thing or a bad thing, time will surely tell. Attachments:

Maybe we could enlist the help of the Artonanians and the Afgraqis, we've never been friendly with Petitopolis. They could oversee the development of the Nuclear Reactor sites and report back to us what is occurring. It is surely great news that the reactors are being built far from population centers. There are no worries about a mass evacuation of citizens in the event of a meltdown.

Indeed, it's a relief that it's not near any large population, but the fact it is built far from any towns- although there is a sizeable village 0.5 miles from the site called Chapelness- suggests it is potentially very dangerous with regards to radiation and waste fission product. It also suggests it is not being built with peaceful intent in mind, although this is my own view. I also wonder at how the currents operate along that northern coast. My cartographers will prepare a current-flow map when the next meeting takes place.
Excellent idea: I think the Artonanians would be willing to assist us up to a point if we could get inspectors in, we should have Artonanians at the head to appear more neutral. It would be impossible to expect Afgraqi assistance, since they have a policy of distinct isolationism. At any rate, I'll telegram Artonan at once, and I'll let you know what they say.

The Bigtopian Government has for over five years been one of the primary customers of our government-sponsored enterprise, Grolsch Nuclear Industries. We have stopped working with Bigtopia four months ago because of concerns of non-civil use of the reactors.
However we believe our former relationship with Bigtopia as one of their primary suppliers of nuclear materials, reactor cores and knowledge in the field of nuclear science enables us to produce a fairly detailed report on the nuclear capabilities of Bigtopia.

Well, this is very interesting indeed. It would appear that the reactors are capable of producing material for atomic weapons. The centrifuges are also of particular interest. So many for two reactors? With the information we are soon to receive, Avaerilon believes we will have a very clear picture. Thank you, Grolsch, for this crucial information. It will play a key role in resolving this crisis.

We have made significant progress since yesterday and can now tell you more about the reactors themselves. With information given by Grolsch via its company GNI, along with blueprints and fact sheets gathered by our own security services, we have come to conclude that the reactors being constructed are not designed to produce electrical power. They may, in fact, take power from the grid, since they are reactors designed primarily with weapons-grade fissile production in mind. It seems that Bigtopia wants to posses the hydrogen bomb, as this message we deciphered appears to tell. --- need more lithium magnesium cartridges---- --- cooling ponds. Bigtopia refuses to cooperate at all with the SLU and with a blockade taking place, it seems quite possible fighting may occur in the region. Franco-Lowlands also reminded us of the internal problems within Bigtopia, namely the issue of human rights. The picture is complex and volatile, to say the least. North American Republics:You proposed a Regional Atomic Commission, which has been met favourably with neighbours of Bitopia, and indeed in the SLU. Bigtopia, however, refuses to cooperate, and states that “NAR is obviously using this so-called commission as an opportunity to spy on us. We don’t need foreign powers breathing down our necks; this programme is purely peaceful.” There have been several anti-NAR demonstrations in major Bigtopian cities as a result. Furthermore, military leaders in NAR are calling upon the People’s Commissioner to act now “before it is too late.” Franco-Lowlands: With an embargo in-place, Bigtopian trade has crawled to a halt, apart from having vital products it cannot get elsewhere air-freighted from its ally, Slim Sheiks. We shall not be ruled by the whims of the military, but Bigtopia's refusal to cooperate with the other members of the region obviously shows that they plan something sinister. We are now removing our embassy from the capital in protest of their actions and we urge others to do the same. We have told Bigtopia that we are preparing for an aerial strike of their reactor unless they allow inspectors to come and oversee their nuclear program.

Barkö Mün, a retired Nuclear Engineer from Dalla, Grolsch, was one of the senior designers of the Bigtopian centrifuges. While at 69 she is not that young anymore, she's willing to help us determine Bigtopia's nuclear capabilities. She believes the centrifuges will need to operate at at least 23,000 RPM in order to reach 93% enrichment. The maximum safe RPM of the version Bigtopia uses is 17,840 RPM. Ms Mün, a highly educated scientist, believes the centrifuges will explode, possibly resulting in deadly nuclear exposure to those within a range of at least 8 km (5 miles) from the site.
Grolsch' Ministry of Foreign Affairs has issued a statement, reminding the government of Bigtopia that the Kingdom of Grolsch has the right to release detailed information on trade of nuclear components if it suspects non-civil use, according to Article 13,424, sub b, on page 11,372 of the Initial Agreement on the Trade in Nuclear Components for Civil Use (IATNUCOCU) between the Kingdom of Grolsch, Ministry of Foreign Affairs, and the Ministry of Energy, Bigtopia.
The Kingdom of Grolsch will keep it's embassy in the capital of Bigtopia and the consulate in Babba Waar City, some 40 km from the nuclear site, open for the time being, in order to be able to support the Grolschian population 4,900 residing in the country. We welcome citizens from other SLU nations who seek shelter.

The gunmen have been found. Apparently Bigtopia has been collaborating with Surlaw. With the consent of other nations, we will be arming our embassy for an imminent assault. Grolschian embassy officials are advised to take cover in our embassy.

The Franco-Lowlands government is in search of other nations to make up for the decline in trade. We will also be moving our 4th navy towards the north of the country while keeping the 3rd in the south. We now have 2 aircraft carriers, 10 submarines, and countless destroyers and cargo ships along the coast.

It is not war I speak of, but a serious nuclear accident. It seems that a fire broke out at the Scalewind Reactor No. 2 only 3 days ago, and the Bigtopians have no idea how to fight it. Unbeknownst to us, Bigtopia had already fuelled the reactor, which became critical and began producing weapons-grade plutonium at 99.2% and tritium as well. It is probable that the centrifuges had been run over their safety limit to produce fuel quickly. Likewise, the cartridges in the reactor were designed to react faster, increasing the risk of them bursting and catching fire. It seems that one cartridge became on-fire and then it spread throughout the reactor core. Because it is a non-closed air-cooled reactor, designed to increase production of fissile material, the burning uranium is realising radioactive gas and dust which is being expelled from the chimney. A serious health and environmental hazard poses Bigtopia. If the reactor continues to burn, it will explode and the blast will likely kill thousands, before the fallout arrives. The government did not tell us about the fire; scientists locked themselves in the control room and radioed the SLU, explaining the situation. They want us to help put the fire out, but have no idea how to do it. Once we decide on a solution, we may have to engage the Bigtopian armed-forces t be able to send someone in to deal with the catastrophe. The Bigtopians seem determined that the SLU will not be seen to be the morally superior, and they are planning to themselves bomb the reactor and blame it on our region. It is clear the government is as rabid as a wolf. Various experts have put together a poll of various options. We must vote on one and pursue a course of action. The longer we leave it, the worse it will get. North American Republics:Your tough stance against Bigtopia has pleased your own military and boosted confidence in the region. Bigtopia are said to be greatly worried by the threat, although the government will not admit it. This has given hope to dissidents, who have begun protesting in the capital city against the government. However, your stance have drawn the attention of fanatics, who are said to be plotting attacks in NAR itself. Franco-Lowlands:Peititopolis and Artonan have begun trading with your nation, inviting Francish companies to set-up shop. This has bolstered Francish stocks and shares by 11.2 points. We have chosen "Turn off the cooling fan and use water". By cooling the reactors with water, we reduce the possibility of airborne radiation spread. If our scientists are incorrect, we shall retract our choice.

We have chosen "turn off the cooling fan and use water". We reduce the possibility of spreading radiation, however, we recognize we increase the possibility of spreading radiation into the ocean and thus poisoning fish.
Therefore, Grolsch Nuclear Industries has sent several specially-outfitted ships with tens of millions of gallons of water to Bigtopia under heavy protection of "trade vessels". (they are actually heavily-armed naval ships). The ships have the capability to reduce the radiation level of the water coming out of the reactor by 95% and can recycle the water, so it can be used again for cooling the reactor, if needed.

The reactor control centre was built by the Bigtopians to ensure we could not effectively intercept their communications. It has also meant that anyone within the building can send messages without the Bigtopian government knowing, so long as the people in the building do not pass on that information to the government. Avaerilon has maintained contact with several senior scientists since Bigtopia attempted to bore a hole into the earth nearly 10 years ago. Many in the scientific community dislike the dictatorial and right-wing nature of the government in Bigtopia, and were pleased to pass on information to our own security services. Since the Bigtopians have isolated the reactors from the general public, they have effectively allowed the scientists to do what they want.
