First Conference Briefing Detailed Facts on the Issue
Good evening, I am Havelock Vetinari, Patrician of Avaerilon. In my capacity as Head of the House of Lords, I am kept informed of goings on with regards to the internet. Recently, I have noticed several of Avaerilon's government's websites have been hacked by unidentified groups of people.
The contents of these websites, some of which are sensitive or classified information, have been posted on various hacker websites. Furthermore, I have heard of other such attacks in other SLU nations, with similar kinds of documents being made available to the public and potentially enemies of the SLU.
While we always have had to deal with the threat of hacking, the spate of attacks on SLU government websites has increased by nearly 67.2%. Coincidence? Or something deeply suspicious?
It is yet unclear who exactly these people are, as well as their reasons. Some of them might be youths, proving their prowess with code and computers. Others might be terrorists, trying to destabilise the governments of the region. Or they could perhaps be hostile governments, attempting to seize valuable information and use it to their gain, covering as common hackers.
I have requested that our police and intelligence services follow up on our own websites and would strongly advise fellow members of the SLU to investigate as well. We would be grateful to liaise with you and with our shared resources and information, get to the bottom of this and stop it happening again.

Thank you Havelock Vetinari for the incoming information. Seeing that the targets of the hackers are exclusively government servers, it may suggest that this could be another government. I would suggest that we keep an eye on the Republic of Blackacre, a country we have had problems with in the past.
We have brought up the situation to council delegates in our Workers' National Council and there they will debate any measures that need to be taken. A measure that can be taken without WNC approval is the strengthening of our security. We shall hold a Hackfest in our nation to weed out any vulnerabilities. The person to find the most/largest security gaps will be given a money prize.
The implications of the hacking are great, but I do not believe that my nation would support any internet monitoring schemes. I hope no other nation in the region believes that any sort of monitoring is a solution.

With the 1 Billion People of Goncar in agreement, I will keep my eye on Blackacre as when we joined the SLU, a regional debate was happening involving The Republic of Blackacre. I will make sure they don't cause trouble again.

Second Conference Briefing Detailed Facts on the Issue
Good morning leaders and welcome to the second SLU conference on computer hacking. So far, only two nations have congregated along with Avaerilon to work out what is going on and how to stop it, but things are starting to escalate. Blackacre, suspected by numerous people as to having a hand in the hackings, has vigorously denied any link to them and relations are tense.
Furthermore, tragedy and terror have struck the SLU, in particular Goncar, who suffered terrorist attacks in Burnham. Terrorists were able to steal bomber planes from Grolsch and attacked the city.
What link does this have to hacking? Well, ISPol (Inter-SLU Police) have uncovered disturbing information. It seems a group, YourDoom is intent on destroying the SLU. This is a terrorist organisation which was newly-formed by various anti-SLU groups and has begun to specialise in hacking, since the SLU has been able to repel other such methods very well. YourDoom, however, is getting an income from somewhere.
Just how were they able to afford the necessary equipment to break-into one of Grolsch's air force hangers? Why were the pilots so well-trained? For what reason was the attack so well-coordinated? Foul play, fellow leaders. Someone very powerful is helping to fund these attacks...
Avaerilon: We proposed distributing free anti-virus software to all citizens with computers, as well as placing a 50% subsidy on more expensive software. While many citizens are now better protected, some experts claim that Avaerilon is not doing enough to help its people.
North American Republics: The talented hackers were able to reveal most of the government's weaker website points and they have since been sealed. During the process, however, a handful of banks complained that some personal bank accounts were hacked-into by a number of people. A group of more right-wing newspapers has called on the government to withdraw the prize from the hackfest and is becoming more critical of the government than usual.
Goncar: Promising to keep a watchful eye on Blackacre has made your citizens and companies feel safe and secure. However, Blackacre is said to be upset by these accusations and relations between your two nations have become very frosty.

The National Counter-Intelligence Cooperative of Grolsch (NACICOG), the Government-operated counter-intelligence research center in Nanü Vü in the Grolsch mountains, has been granted twice last year's funding for this and the next five discal years. Also, NACICOG is acitvely recruiting engineers, scientists and clandestine service officers to combat the threat.
The Grolsch Military Intelligence Agency (GMIA) has opened an investigation into the stolen aircraft and subsequent actions by the terrorists who endangered the lives of many in SLU nations.

Our nation is currently securing government websites and is helping corporations do the same, even though our nation hasn't been attacked yet. The Blackacrian representatives to my nation have shown concern over the "spying" taking place. "These unjust espionage operations that are taking place in our nation and in our airspace are breaching our right to security. What ever happened to national sovereignty!" yelled the Blackacrian ambassador at a special meeting of the Senate and Federal Council.

Our Special Envoy to Narglandia Alice McInnery, will be attending the meeting on Little Narg Island. Also, Colonel Iago M.R. Penhalligan from FISA (Foreign Intelligence Service of Avaerilon) and Dr. J Jones, our eminent expert on the internet and internet-based crime, will be attending, along with a small team of bodyguards.

If the issue is with hacking, since all government servers have been secured and are completely protected, all intelligence agencies in the SLU are free to use them. We will provide facilities and refreshments.
To the issue of conservative grumbling and hacked bank accounts, we are believe deeply in the freedom of expression and if they wish to express themselves in such a manner, the government has no place to intervene and the Minister of the Treasury has allocated funds to compensate victims of hacking.

Third Conference Briefing Detailed Facts on the Issue
Good afternoon, I am People's Commissar Bryan of the CRNAR. Unfortunately the envoy from Avaerilon could not be with us today to brief the council of recent events.
The meeting on Little Narg Island passed with a few successes. Firstly, the nations in attendance; Goncar, Grolsch, Avaerilon, the Franco-Lowlands, and, of course, the Nargish Conglomerate, met and discussed the issue without problem. The solution proposed includes a multi-pronged approach including the continuing tracing of the attackers, the distribution of anti-virus and anti-spyware software to the citizens of the nations in the region, and a continued observance of Blackacre, who has known problems with the region.
More information has come in about the group YourDoom. I come to tell you that during the uprising that struck our nation, YourDoom was able to branch into parts of the conservative sections of our island. These terrorists were able to use trade vessels going to Grolsch from North American Republican ports to transport the pilots into Grolsch without being found out. So far, nothing much has happened in these regards, possibly due to the secrecy between the nations involved, as they might suspect each other.
The Blackacre government is angry at the region, extremist fringe group membership is on the rise across the region, and we still do not know where the funding is coming from for YourDoom.
Grolsch: The extra funding has allowed for greater national security. The downside is that fringe groups have started gaining support as the initiatives of the National Counter-Intelligence Cooperative of Grolsch are secret. These fringe groups have capitalized on this secrecy in order to push their conspiracy theories about the over-reach of the Grolsch government.
Franco-Lowlands: The Franco-Lowlands' initiatives to protect government websites and corporations have gone successfully. The continued concern about Blackacre has prompted a Kick-Out-Blackacre (KOB) campaign spreading throughout the SLU. The members of this group are fighting to get Blackacre kicked out of the SLU and at times have engaged in open conflicts on the streets of the Franco-Lowlands against people from Blackacre.
Avaerilon: The worst thing to come out of the meeting on Little Narg Island affected Avaerilon. The plane carrying the expert on the internet and internet-based crime mysteriously crashed into the open ocean. His loss is mourned as is the loss of his great intelligence.
North American Republics: The people of the CRNAR have been attempting to rebuild once more after the terrible fighting raging on our lands. They have not yet been influenced one way or the other, except for those conservatives that already has sympathies for the terrorists.
Goncar: The people are up in arms that Goncaran soldiers be put in danger to protect people who the people of Goncar view as ready to shut off the internet. This may be due to the subtle influence of groups that have grown larger due to this crisis.

With the loss of Dr. J Jones, an investigation into the aeroplane crash has begun, with particular focus on whether the control systems on board were manipulated by individuals with malicious intent. While we cannot rule out an accident, Avaerilon operates modern aircraft that are known to be highly reliable.
With regards to the rise of extremism in the region, Avaerilon proposes a youth outreach programme, similar to the one we enacted during the Blackacre Terror Wave some months ago. The plan was effective in slowing recruitment and getting individual to open up. We would ask if any other nations are interested in joining the programme to make it SLU-wide.
ISPol have released a report this morning which suggests the funding for YourDoom is so much that:
1. A corporation is involved or 2. A government is involved
We would like to know what fellow members' branches of ISPol turn up ASAP.
