Greetings, and welcome to this Council of Leaders.
No doubt you have all heard something of an individual known as 'the Dhole.' It is a name that strikes fear into the heart of many a seasoned public figure, and a name with over 15 murders tied to it. Little is known of this individual at all- age, gender, height, ethnicity, nothing- but their quiet, cold, calculating methods for assassination. Security services across the world have tried desperately to find hard evidence on who this person is, but to no avail. The last time any promise of information was made, some 12 years ago now, the man who was about to meet with security service personnel was gunned-down in his own home, which was found ransacked and devoid of any information whatsoever.
The next victim of the Dhole?
It is my unfortunate duty to inform you, fellow leaders, that we have reason to believe the Dhole may well target the respected head of state of a friendly nation, Legavin. President Jean Martin de Cuvée, a stalwart of politics and well-liked by many around the world, is rumoured to be the next target of the Dhole. de Cuvée has spent most of his life in politics, and is credited with modernising Legavin and making it one of the major education and economic hubs of the world. He has pursued closer relations with the SLU in recent years, and has made his feeling that the nation should join the region very clear. In fact, the country is due for a referendum on the matter within 2 years' time.
Naturally, the government of Legavin is deeply concerned, especially given the timing of events. The President is scheduled to tour three neighbouring nations where he will speak to their respective heads on matters of security, defence and trade. Of course, it is the opinion of his government that someone somewhere feels they would profit by disrupting or destroying these talks, and what batter way to do that than to kill the very man leading them. Members of the Legavin government are also concerned it could be a rival power seeking to manipulate affairs, or has an old score to settle with the President. Whatever the reason, this is not something to be taken lightly.
EFA, the domestic intelligence service of Legavin, has informed us that they have received information from a credible source that the Dhole will strike at some point in the future, and President de Cuvée is the target. Given the scope for disaster, they have asked the nations of the SLU to assist them in investigating this affair, and also in providing support for the protection of the President. If we fail to act, President de Cuvée will quite possibly be another body chalked-up to this most feared and deadly assassin.
