Title: The Candidate
Description: Cyber-attacks against SLUan institutions and threats of violence against SLUan movie-goers. Currently: Multiversal Pictures withdrawn film, The Candidate. Why: Government of Keron upset at portrayal of Keron in film, The Candidate.

Welcome leaders of the SLU,
The SLU's thriving creative industries have a long history of producing political commentary and satire. Many artists have found success in these genres and their work has helped drive social change throughout the region. Importantly, the discussions and debates and the materials that have encouraged them have been protected by the region's constitution and the values of free speech and political freedom are important pillars of the Social Liberal Union.
However, the same sadly cannot be said about many other nations in the multiverse which are run by cruel, oppresive and authoritarian regimes. One of the most widely-known in the SLU is the Democratic Free People's United Republic of Keron, more commonly known as Keronia, lead by Kin Ki-lad (located beyond the SLU's eastern borders). Since succeeding his father in 2007, Ki-lad's rule has been characterised by increasingly harsh rhetoric towards the SLU.
In late November, 2014, Multiversal Pictures, a SLUan film studio, announced its upcoming film, The Candidate, a political comedy "ridiculing the Keronian Government and the actions of the ruling 'Communist' Party of Keron". However on 17 December, Multiversal Pictures announced that it's computer system had been hacked and early cuts of its other upcoming films had been leaked. Attempts to trace the hackers uncovered a message left behind by a group called 'the Guardians of Keron' reading 'THE CANDIDATE IS AN ACT OF WAR'.
A week later on 26 December, a day before the film's scheduled release date, Multiversal Pictures once again received a message from the Guardians of Keron demanding that showings of The Candidate be cancelled threatening attacks on cinemas throughout the SLU by unnamed armed-groups supportive of the Keronian regime. Multiversal Pictures immediately withdrew the film.
The SLU's Ministry of Domestic Affairs, located in Chameliya, also received messages from the Guardians of Keron demanding the SLUan Administration deceased it's 'indoctrination and propaganda against the Keronian Republic'.
What should be done? Keronia has a history of sabre-rattling but failing to act on its threat. Have other SLUan institutions been targeted by the Guardians of Keron? What should be done about the threat of violence against cinemas across the SLU?

To the fellow nations of the Social Liberal Union, Myself and my fellow ministers of His Majesty's government were, once again, disappointed with the response from the government of Keronia, and also most alarmed by their mention of unspecified attacks against SLUan civilians. As such, His Majesty's government has issued a strong condemnation of Keronia's threats, and stated in a diplomatic communique: "...[that] in democratic and free nations, like those that are member states of the Social Liberal Union, the people are free to express themselves in whatever manner they see fit. This extends to these individual groups and persons- individuals not party to the governments of our region- being able to examine, criticise and explore in humorous ways the nature of the world around them. His Majesty's government is of the opinion that no state should be able to make such threats based on the creative arts of other nations." We in Avaerilon believe that the screening of The Candidate ought to go ahead, or at least the public be able to view the film. Of course, we ought to take security measures to mitigate any threat from Keron, real or unreal, but we must make it clear that no state has the right to interfere and bully in the way that Keron has. Fellow Leaders, The Anaaxes Federal Council has received reports from the National Communications Security Agency, that networks belonging to Anaaxese delegation to the Social Liberal Union are being targeted by IP addresses believed to be originating from Keron. They are currently affecting Anaaxese servers and networks through what seems to be a "distributed denial-of-service attack." Although likely to be from Keron or allies of Keron, the government of Anaaxes is not completely certain where these attacks are originating, as it is possible for a third-party to "mask" their IP address(es) to avoid detection. The Federal Senate Committee on Cyber Security and Defense has ordered the Federal Investigation Service and the Department of T echnology to perform an extensive investigation. The government of Anaaxes will publish the results when they become available in the coming days. The Speaker of Senate himself warned of severe sanctions and retaliatory actions, should the attacks be confirmed as originating from Keron. He also called on Multiversal Pictures to release the film as soon as possible. With regards to the threats of violence made to cinemas, the Department of Domestic Security in cooperation with local police and the cinemas themselves, will be increasing security at cinemas across Anaaxes, which will include armed personnel. In conclusion, the government of Anaaxes strongly condemns the attacks against our delegation, Multiversal Pictures, and the threats made to cinemas across the world. Fellow Leaders, We are glad to see that responses have been swift thus far. Threats are no laughing matter, even if the subject matter will be full of chuckles. The Democratic Free People's United Republic of Keron's "bullying", as His Majesty's government in Avaerilon has put it, is a symptom of a grander issue, that of the international neglect of a nation in trouble. Why does a country fall to authoritarianism? It is because we set other countries aside. We abandon our liberal slant in dealing with international relations. This only provides an incentive for the rise of authoritarianism in other countries. No country wants to be shut out, but power-hungry despots will use their peoples discontent to grab power and secure their position against removal. This is a problem to deal with at the root. People's Commissar Bryan has been briefed about the condition that the DFPURK finds itself in and has decided to offer unconditional humanitarian aid. We implore Leader Kin Ki-lad to pinpoint specific aspect of the film he finds distasteful before committing himself to further rhetoric. Cyber attacks had seemed to have stopped but in the last few days, nations all across the SLU have been reporting substantial numbers of cyber-attacks. Their attacks appear to have no pattern as nations big and small, old and new, and in regional government or not have all been targeted. Once again, we must convene to discover who has been targeted in these cyber-attacks, if any important information has been leaked or stolen, and whether the Government of Keron is behind these new attacks. What should be done? How should the SLU respond?National updates:
Anaaxes, Avaerilon, Chameliya & KanoriaAfter initially heightened security levels during screenings of The Candidate, tensions have appeared to have died down and security levels have returned to normal. The greatest cyber-attacks have been traced to Keron but some smaller ones appear to have domestic origins. North American RepublicsAfter several numerous delays, the NAR aid convoy finally reached the borders of Keron. However, the convoy was immediately turned away and is now located in the neighbouring and mildly pro-SLU Myanglung Republic awaiting further orders. The convoy was told that ' the Keronian communitarian project will not be derailed by the cancerous materialism of the SLU'. During the week, the following image was released of Supreme Leader, Kin-Ki Lad.

Fellow members of the Social Liberal Union; Our sincerest apologies for our delay in international communication and reporting. Rest assured, though, we have taken this matter very seriously and massive domestic measures are currently underway in order to protect our citizens. Our federal police force offered protection to all theaters that requested it, and it was requested that any threats directly related to the showing of candidate were immediately sent to the parliament. There they were catalogued, assessed and appropriate action was taken. Fortunately, only three such threats were received and no terroristic acts were actually carried out. On the note of cyber security, the Matriarchy of Risu admits that our national servers were not entirely prepared for the attacks they received. Our parliament has long debated what security measures should be taken to protect our citizens while still ensuring we do not interfere in any substantial way with their freedom. Favoring the side of freedom, it appears that in a crisis of this sort, our security measures were not sufficient. We humbly request the assistance and guidance of the other nations in the necessary restructuring of our networks, especially if these events are expected to continue. Fellow Leaders, The Federal Council has authorized my department to handle all foreign policy matters related to the Keron cyber-attacks from now on. I must regretfully inform you all that many companies from countries that allowed the showing of the controversial movie, "The Candidate," have suffered mild to severe data leaks. These events happen days after an Anaaxes federal multi-agency investigation that began in early January to find out who was responsible for the previous cyber-attacks, concluded. The report, mainly compiled by the Department of Justice and Department of Technology, identified several individuals in service to the Keron government who have been confirmed as leading these cyber-attacks. The Federal Investigation Service has estimated that a total of 53,000,000 NSD was or will be likely lost during the aftermath of these devastating attacks. The Department of Commerce has set up a fund to cover up to 25% of the damage costs to Anaaxes-based companies, and up to 10% to companies that at least have a presence in Anaaxes. In light of this report, and the evidence collected, an Anaaxes federal court unsealed six indictments charging six men each with multiple federal criminal charges including: conspiring to commit computer fraud and abuse; transmitting a program, information, code, or command with the intent to cause damage to protected computers; aggravated identity theft; economic espionage; and trade secret theft. The six men are all officers of the Keron People's Liberation Army Intelligence Division. Each of the men faces up to 30 years in federal prison, and millions of Credits in fines and restitution fees. The Federal Senate, as previously warned, has imposed a full embargo on Keron, in an overwhelming 238-57 vote. They also order the Treasury Department to freeze and seize assets of several Keron and affiliated companies/institutions. Many Keron business and government officials will also be denied entry into Anaaxes, unless for diplomatic reasons with prior government arrangement. Fellow leaders, His Majesty's government has decided to follow the lead taken by the Federal Republic of Anaaxes, and commence trade sanctions against Keron. Henceforth, all trade has been ceased between our two states and an embargo placed on any goods that have even the mildest connection to the state in-question. The assets of Keronian individuals in Avaerilon, totally nearly 15 million Aubs, have been frozen, and we have reached-out to banks and other financial institutions in neighbouring countries to do the same. Both the Kingdom of Mannin and the Kingdom of Rhygwd have reported doing the same, I am pleased to report. In-addition, His Grace the Patrician summoned the Keronian ambassador to his palace in Anc-Myrloch, expressing clearly our country's disdain for the actions taken on behalf of the Keronian regime, and demanding that the state cease supporting cyber attacks on the region at once. Lord Vetinari also made it clear that not only would travel bans be placed upon many of the most senior Keronian officials from entering Avaerilonian territory, but that if these attacks continue, the Magnificent Kingdom will have no choice but to suspend all diplomatic relations with Keron until such a time as it is deemed fit to resume them. Now, I must direct your attention to the nature of the assets we have frozen, as they make for interesting study. One official had some 7.3 million Aubs, the bulk of the total frozen, in a hedge fund operated by a foreign investment bank in Avaerilon. The source of the money in-question was traced to another foreign holding company, which is likely a shell group. Royal Customs and Excise, together with the Royal Treasury, undertook an investigation of immense proportions, and found that the money originated from a deal apparently made by the senior military official with the venture capitalist Marco d'Olive, who resides in the SLU. Mr d'Olive is well-known for owning a large airline company, which has recently tested a number of craft designed for space tourism. Now, it so happens that they recently developed an advanced and powerful propulsion system for their rockets. We are particularly concerned with this as it may mean Keron has access to such propulsion systems which, when in a military capacity, might mean the regime has the ability to launch ICBMs at the SLU. Of course, this may simply be a coincidence and have little to do with the matter at hand. However, it did give us pause for reading this morning. Onto the matters of cyber security, and we have decided to work together with the six leading anti-malware companies in Avaerilon in developing low-cost security software for businesses and free software for individuals to better protect themselves from the kinds of cyber attacks that have been perpetrated. Currently, the government has issued 1 billion Aubs' worth of funding for this venture, matched by the companies, and development is well underway. It is hoped that before the month ends we will be able to unveil this software which will be made available online to anyone who wants it, with private individuals paying nothing whatsoever for its services. From the United Democracy of Scientists Committee for International Affairs:Fellow Leaders, We in the UDS have been watching this sequence of events unfold from the sidelines for some time now. The film in question has been, as it has in the rest of the region, a complete hit. Nonetheless, the UDS Committee for Security took no reservations when the threats by Keron were made. We wish to make it clear that we will not tolerate this blatant attempt at stifling our freedom of expression be displayed by the Keronian government. The cyberattack on the UDS and its SLUan friends is being responded to by the Committee for Security's investigative actions as we speak. Two days ago, we were tipped off by an anonymous individual about a viral video circulated online which is purported to have been produced and published by the cyberterrorists in question. The video, attached here, appears to be a crude parody set in a fictional version of the world. It shows an obvious charicature of Keronian Supreme Leader Kin-Ki Lad threatening an analog to an SLUan head of state before suicide bombing a theater. Not wishing to take any potential lead with a grain of salt, the video's origin was quickly traced back to the region known as PCA. We are sure that you all know by now of PCA's upstart actions against the SLU. The immediate suspicion is that PCA's aggressions, given their timing, nature, and connection to this video are being done in cooperation with Keron. PCA, being the small region that it is, would not be capable of posing a military threat to the SLU, but it has a much greater proximity to us than Keron does, being only 2,000 kilometers to the south of the SLU. This, my fellow leaders, is a matter of extreme concern. Keron's missiles are not capable of reaching the SLU from Keron itself, but they would be fully capable of doing so from PCA. Based on current leading models of Keron's missile range, this would place many politically important and/or highly populated SLU members states under direct threat of nuclear bombardment. We propose that, in the event of a nuclear strike from PCA occurring, that high ranking officials from the targeted areas be evacuated to Kanoria, which is too far to the north to be targeted. Keron must, at all costs, not be allowed to harbor missiles in PCA or increase its missile range. A close eye must as such be kept on Mr. d'Olive. We will send spies into PCA in order to survey their potential for having truly been cooperating with Keron's government. We must also be wary of sneak attacks, so we of the UDS have also taken the liberty of sending satellites into geostationary orbit above both PCA and Keron. UDS Satellite above PCA

Thomas, I would like inform all members of the Social Liberal Union that, as with several other member states, a number of Mons Garlean companies and departments were recently targeted by Keronian cyber-attacks. In light of this, Präsident Holzer has decided to implement a full trade embargo on the Keronian State until further notice. This was approved by the Associated Parliament with an overwhelming majority of 134-16. The Keronian ambassador was summoned to the Foreign Office in Leopolderhügel, and was later summarily expelled whilst all ties with Keron are withdrawn. The government is also deeply concerned to find that Mons Garle is well within range of a PCA-based Keronian nuclear attack. As a result the nation's External Response units are currently on Code 1 (Imminent Attack) readiness. Once again Mons Garle fully reaffirms its support for the region's efforts to combat this potentially catastrophic issue. Fellow Leaders, People's Commissar Bryan has decided to personally tend to the turning away of our convoy. He will be traveling to Keron, despite his security team's protests, in an attempt to understand their point of view and prop up the Communist Party of Keron. We anticipate that with agricultural aid offered through our stores, Keron will be able to focus their industrial activities elsewhere and the populace would be more inclined to support at least a small segment of the Social Liberal Union. We are disappointed in the lack of discourse between Keron and ourselves, despite similar histories. One would think that they could find something to learn from us and we are certain that we could learn a lot from them. What else could be the point of communitarianism?
We are also going to contact representatives of the Myanglung Republic to ensure that our stay in their territory will not infringe on their domestic policies. The last thing we want is to alienate allies. As to the PCA, that is a bridge I will cross when the Keron dilemma is resolved.

These events of these recent days have not yielded the answer we hoped and prayed for. SLUan investigations have confirmed that Keron has been the source of the cyber-attacks that have been plaguing the SLU. Despite working with the international cyber-security organisation, MODS (Military Operations & Defence Systems), the attackers have persisted.
Eyes are now turning towards the PCA also. Although small and disorganised, the region's declaration of war against the SLU amidst tensions between us and Keron must be treated as more than mere coincidence - even more so as SLUan intelligence and investigation findings suggest the PCA and Keron have been cooperating and that Keron has secretly been accumulating weapons of mass destructions. The PCA's geographical proximity to the SLU only serves to stress the severity of the situation we find ourselves in.
This raises the question of what the SLU should do in the event of an attack. Some models predict that a number of important SLUan nations could be annihilated in a joint Keron-PCA nuclear attack. Plans must be prepared should, God forbid, we fall foul of an attack to ensure that the region does not simply fall apart, making us all even more vulnerable. At the moment, Kanoria appears to be the best location for evacuation.
Now, perhaps more than ever, does the SLU needs clear and immediate direction.
What should be done?
National updates:
Anaaxes
The government investigation results have confirmed SLUan suspicions that Keron was and is behind the attacks. The trial of the six officers of the Keron People's Liberation Army is being keenly followed by Anaaxese and SLUan media. It is hoped more important information will be revealed during this time. The government of Keron has retaliated to Anaaxese sanctions saying it will not succumb to 'the knavish trickery of the imperialist SLU'.
Avaerilon
The news of security software developed by leading Avaerilonian anti-malware companies has been well received around the SLU with national governments within and without the region declaring interest in its development. Keron has responded to Avaerilonian sanctions with similar, although somewhat less harsh, rhetoric. The general feeling among Avaerilonian officials is that Mr d'Olive should be questioned on the nature of the Ā7.3 million deal with a certain Keronian official although no action concerning this has yet been made.
Chameliya
Despite extensive criticism of its inefficiencies, the government's mostly paper-based system seem to have escaped the majority of the cyber-attacks. However, the SLUan offices in Sen'merí and a number of Chameliya-based banks' international wings have not been so lucky. IT systems at the SLUan offices are still experiencing severe problems but as of yet, no important data appears to have been leaked. On the other hand, Ráshtriya Baiñk, one of Chameliya's largest banks, has reported the disappearances of 'sums of substantial value'. The Department of Money Laundering Investigation is currently working with the bank to locate this money, especially after allegations that it was connected to a Mr d'Olive.
Mons Garle
As with the Anaaxese and Avaerilonian sanctions, the Keronian government has released a bitter response to the termination of diplomatic relations between it and Mons Garle. A number of influential campaign and pressure groups have criticised the speed at which relations have come to an end, calling it 'an overreaction' and describing it as 'adding fuel to an already raging fire'.
North American Republics
Attempts to engage with the government of the Myanglung Republic have so far been unfruitful with academic experts in the politics suggesting that Myanglung's silence may be explained by security concern over their geographical proximity to Keron and their increasingly-aggressive state, despite fuzzily pro-SLU signals in the previous few years. However, regional government officials in the area where the convoy is currently stationed have permitted the presence on the condition that NAR provide financial support for local hospitals and schools. In Keron, news of Commissar Bryan's planned visit have been mocked in the national, state-run and censored, media. On Saturday, in his weekly TV speech, Supreme Leader Kin Ki-Lad said the following, 'We will not be dismayed by the defaming of Keron by the rabid, capitalist, imperialists of the so called, Socialist Liberation Union. We are not a grain of rice that can easily be crushed, but a mighty rock, stayed by the sacrifices of the Keronian people and martyrs, that will never yield.'
Risu
As one of the newer members of the SLU, the level of cyber-attacks has come as a surprise and the national servers in Risu we're 'not prepared' for them. Fortunately however, it appears no valuable information or data was leaked by the attacks. However, many in Risu are blaming the attacks on Risu's recent accession to the SLU and anti-SLU campaigners have been holding significant protests in Risu claiming that the government has 'resigned sovereignty to a foreign institution' and 'failed to take cyber-security seriously'.
United Democracy of Scientists
Scientian agents in the PCA have been successful in infiltrating the governments of the region's central members and news from them is expected any day now. Additionally, the PCA and Keron have not appeared the notice the presence of Scientian satellites. Worryingly though, the satellites have recorded extensive industrial activity in Keron, roughly 17km from the Keronian capital, Pengping, and Keron's largest runway, and 4km from the notorious, and almost legendary, Jiog ui Mun (Hell's Door) gulag; and in the PCA, along it's northern ports and territorial waters.

Fellow Leaders, We are pleased with the arrangements that the regional government officials suggested. We gladly offer whatever aid we can to support their educational and medical services. We are afraid that we cannot leave the supplies on-board the ship for much longer, however. We will ask the regional government officials if we can supply their most disadvantaged citizens, should there be any, with provisions from our ship. We hope that they accept and that we can strengthen the bonds we currently have. Our people's commissar arrived yesterday in Chitpol International in Myanglung Republic and will be making his way down to see our convoy. There he will meet with regional government officials to discuss more specific details about the convoy and any provisions the Council Republic of North American Republics can send to the regional government. Afterwards, he will travel to the Keronian embassy in Chitpol to arrange a meeting with Supreme Leader Kin Ki-Lad. Fellow leaders, While the situation grows the direr and less certain, we are pleased to be making clear progress as a region. We would firstly like to salute People's Commissar Bryan and the NARan government for embarking on so bold an endeavour with regards to direct diplomacy. Our fingers are crossed for their success. Secondly, we would like to recognise the vast contribution to regional defence that the United Democracy of Scientists is making, and applaud them for their continued selflessness in that area. We ourselves are pleased to also offer some more positive news. Development on the anti-malware software, dubbed 'e-Athand (i.e. e-shield), is progressing well, with a beta release having been made to certain members of the general public regionwide. Currently the build shows a capable anti-malware system that works well against the kinds of cyber attacks perpetrated on the region over the recent period; a review from a leading SLUan computer magazine is expected shortly. We hope before long to be releasing it free of charge to private users. Keron has all but frozen buying Avaerilonian goods, which thankfully did not account for much in the way of trade anyway, but has irked a small number of businesspeople, who have petitioned for the government to relax sanctions in light of this. His Majesty's government is not of the opinion that relaxing sanctions is necessary and will continue to hold them in-place. The meeting Lord Vetinari held with the Kernoian ambassador seems to have ruffled some in the Keronian embassy here, as they have called for a meeting to discuss easing travel bans and the like to be held within the next few days. His Grace has said he will be attending this meeting in their embassy, though has reiterated the "inner circle" of Keronian officials will not be taken off at any time in the foreseeable future. Royal Customs and Excise has now begun an investigation into the businesses and interests held by Mr. d'Olive in the SLU, and has contacted him requesting his presence in Avaerilon to discuss matters further and answer questions. The Royal Watch are not involved beyond the Keronian and PCA side of things, but will be called-in to directly assist with this investigation if necessary. We await a response from Mr. d'Olive as to whether he will come to Avaerilon. There are some other developments elsewhere that I have enclosed for your convenience. ENCRYPTION LEVEL: VERY HIGHGTA, Avaerilon's foreign intelligence agency, has sent their best man to the Myanglung Republic, where he has made contact with the older half-brother of the Keronian leader Kin Ki-lad, Suay Ki-lad. Suay Ki-lad was once the favourite of the old Kernoian leader, and generally seen as more of a reformist figure, being educated abroad. However, he disgraced his family and the regime when he attempted to enter the nation of Slim Sheikhs with a forged Blackacrean passport (under the name Hu Disis Ainonot). He was then expelled from Keron and exiled with a small number of once-powerful officials, and lives in-seclusion in a little-known part of the Myanglung Republic. The GTA agent has returned from other activities to pursue this high-priority caseOur man, 007, is seeking to get as much information from this once-popular and favoured member of the Keronian regime as possible. Indeed, he likely knows the location, GTA states, of many of the missile sites held by the regime, in-addition to patterns of troop movements and assets elsewhere. 007 has reported Suay has not been targeted for assassination beforehand because he was deemed loyal enough to stay true to his old country, but suggests the Keronian regime may be more cautious this time around. It is a distinct possibility Mr. Ki-lad will seek residency in a SLUan country, and we are prepared to make arrangements ourselves should he have the information we require. However, we await on the next report of our man.

Fellow Leaders, The trial of the six Keron military officers indicted on multiple criminal offenses is being held at the Anaaxes Circuit Court for the Federal District. The alleged perpetrators will be tried in absentia. Although a rare occurrence, it is permitted by the Federal Code of Criminal Procedure, when an accused person is evading proceedings by being either abroad or in hiding. Court-appointed attorneys are representing the men. Both sides are expected to deliver their opening statements later today. The trials are estimated to be completed within 2-3 weeks. With regards to the threat of nuclear attack, the government of Anaaxes is concerned, but not intimidated by such threats. Anaaxes has state-of-the-art early warning systems, extensive civil defense measures, and missile interception systems. These measures were implemented several years ago by the landmark, and controversial National Defense Modernization Act. However, out of an abundance of caution, the Foreign Affairs Department, the Anaaxes Secret Service, and the Federal Emergency Management Administration (FEMA) are actively working with the Kanorian government to establish backup facilities outside the range of Keron/PCA nuclear weapons. FEMA is also expected to issue a national Emergency Broadcast System test alert in the coming days, to test the system's capabilities and effectiveness. MILITARY-GRADE ENCRYPTED MESSAGE:The Federal Council also ordered that several nuclear-armed submarines be moved in rage of Keron and the PCA. The Secretary of the Air Force also ordered additional 24/7 air patrols around the SLU. The Secretary of the Navy also increased naval reconnaissance near Keron/PCA territorial waters, and more naval patrols within the SLU itself. The Federal Nuclear Defense Agency (FNDA) also has increased their alert level to 'Elevated,' indicating that there is a high risk of a nuclear attack. The FNDA has begun testing critical systems, and performing worst-case scenario drills, and hardening government and important civilian electronic systems against electromagnetic radiation (typically resulting from a nuclear explosion). The Mons Garlean government is very pleased with the solidarity and unity that has been shown between members of the SLU since this situation began to develop; and would therefore like to commend fellow members for their quick and effective responses.
Further to the previous update, the government can inform the region that the Mons Garlean security services have seemingly stemmed the tide of Keronian/PCA cyber attacks - none have been reported on national systems for several days.
The Präsident has also reaffirmed that at present he has no intention of re-opening relations with the State of Keron. Mons Garle is considering what action to take with regard to the PCA.
On the subject of a possible nuclear attack, the Mons Garlean military remains on Code 1 alert at the present time, and is more than happy to assist and co-operate with other regional armed forces as necessary. Although Mons Garle has a generally high capability with regard to nuclear attack defence, the government believes that the only way to provide a truly effective deterrent is for the region to come together as a single unit against this unwarranted and terrible threat.
