Good afternoon, I am President Michelsen of the Grand Federation of Michutopia.

There is a new threat to all of the SLU that I must bring to your attention.

As you may know, months ago my nation was victim to a devastating terrorist attack sponsored by Blackacre. As a reaction, we invaded along with the support of other SLU member nations.

During the campaign, a long and bloody fight ensued over the lands of Blackacre. When we reached their capital, the fighting was so intense that in either an act of suicide, or unintentional detonation, a massive stockpile of bio-weapons exploded underneath the capital building.

The result was a massive explosion that immidiatly destroyed much of Blackacre as well as 99.9% of our forces there. A toxic radioactivity flowed through the area and killed off most living things.

Michutopian and North American Republics officials have been working to stop the radiation, and reverse its effects on the land, with great success so far.

However, citizens and immigrants through out the SLU of Blackacre origin and descent have begun rioting. In many instances, it has turned violent, and deaths are being reported.

A group calling itself the Blackacre Freedom Fighters has called for the destruction of the SLU, which it calls "impirialistic killers". Its membership is growing exponentially.

If left unchecked, or we do nothing, I fear the worst for the people of the SLU.

Good evening fellow members of the SLU. I, Thomas Gilpin, Minister of Foreign Affairs in the Republic of Franco-Lowlands am going to represent my nation here at the Council of Leaders. I regret my nation's leader couldn't come due to a prescheduled event abroad. After hearing the news we have contacted our president and he is on his way home.

In order to combat the terrorist threats, we are now using full body scanners in airports that only show a basic outline of the body. Similar detectors are being set up in our train stations, metro stations, and boating docks. We are now stationing more police officers at all of the locations listed above. Finally, if we learn of the location of one or more of these terrorists, we will report it to the nation in which they are staying.

Speaking for Azerzia, I am curious: What is being done to prevent terrorist recruitment, instead of trying to stop the terrorist themselves? Perhaps investing in the full integration of Blackacrians into Unionian society would be beneficial? It would cut off support for the BFF

In Michutopia, we have had extensive looks into the media, and since the start of the war, enterprised a campaign to educate our citizens on the meaningfulness of the conflict. Unfortunately, thousands of deaths in a terrorist attack doesn't justify the utter destruction of their homeland, whether it be a result of our direct action or not. Conspiracy theories drawn up by the BFF seem to take precedence over our official reports.

The Worker's National Council in NAR voted in favor of the creation of an agency to help bring together leaders of the Blackacre Freedom Fighters in NAR and community leaders, including representatives, to find out what their demands are. Once a list of demands is given, the community leaders can then try to bargain with them if some demands are unreasonable. Admission will be open to all citizens and immigrants of Blackacre descent in the hopes that an agreement can be reached that pleases both sides.

We would be willing to give amnesty to those freedom fighters who would be willing to cooperate within the system.

Good evening fellow members of the Social Liberal Union, I am HMRM King Aubrey the Dragonheart, present on behalf of my people. The threat of terrorism from this group is grave, yet it is not enough in my view to simply introduce checks and security measures. I have recommended to both my Parliament and Patriciancy to pursue the matter of trying to combat recruitment among residents of the former Blackacre zone. I am aware other nations are doing this as well. My Parliament and Patriciancy voted overwhelmingly in favour of reaching out to the youth and to influential figures in the Blackacre community. We are attempting to find common ground and to help them understand that terrorism is not the way to express their views or emotions. I sincerely hope this will help. In the meantime, my police forces are currently investigating leads in weapons smuggling; all firearms and explosives are banned except for the use of the armed services and uppermost security forces. it is likely only terrorists would posses these weapons, since crime in unknown in our nation.

Good evening, I am International President Bryan of the People's Republic of North American Republics (PRNAR or NAR). Sorry I am late, my papers fell on the plane over here. We recently heard of increasing threats from this organization that calls itself the Blackacre Freedom Fighters. They want to ultimately destroy the SLU. Special intelligence has recently intercepted a message from an undisclosed location, near the dead zone of Blackacre. It follows:

"To all BFF leaders:
We have ------------ imperialistic parasites worrying. DO NOT launch any attacks and under no ------------ try to destabilize the governments, yet. With each day that passes our ------------ grows and we need the numbers. Please
continue to send supplies to ------------. We must be slow like the sloth for now. I shall send out ------------ when the time comes. Then we need to sting like the ------------ and attack together.

Unfortunately parts of the message where too well encrypted for our intelligence communities. We can tell that the head of the organization is somewhere near Blackacre and that an attack is being planned. It seems that they are planning a synchronized attack on our governments, but we cannot be so sure.

Franco-Lowlands
Your nation's institution of full body scanners has made your populace paranoid and combative. Outrage continues to grow in your nation. The forum has started in your nation and has yet proved itself. There are many differences between the BFF and national representatives and the arbitrator has been having a tough time absolving them.

Your nation has started investigating the cultural similarities and differences between Unionion society and Blackacrians. Common ground has been found and recruitment levels have started to fall at a slow rate. There is still some support for BFF.

Michutopia
Your nation has been educating your citizens in the meaningfulness of the conflict and they see it in a different light.

North American Republics
Our nation has talked to the leaders of the BFF in NAR and with community leaders. The allowance of amnesty allowed many freedom fighters to engage in conversation with the community leaders. These BFF members have asked that we break off ties with Michutopia, which was rejected right away. They then asked for full citizenship for Blackacre refugees in our nation. After some discussion, and considering the alternative, full citizenship was granted if and only if the BFF stopped actively pursuing members in NAR.

Avaerilon
Your region started a youth program. It has started to slow the recruitment to a crawl. Another part of your program has incited a small group of firearm afficianados that are protesting your restriction on gun ownership. This small group ended up evolving into a weapons smuggling ring that now controls a good portion of illegal weaponry. They are, however, finding an increasingly small number of buyers.

With the advent of the recent transmission, it would appear that the BFF is beginning to mobilize in their former region. With the outskirts of the dead zone being monitored by our clean-up crews, we have not run into any outposts, so they must be somewhere within the desolate ruins that we have not yet reached.

Pre-war, we found the center of Blackacre, roughly a 300 sq mile area including the capital, was largely built up. The explosion would have obliterated most traces of civilization, but outskirts of the city may still have standing structures. Drops of nanobtyes and KYRN162 deep into the radiation zone surrounding the capital has yeilded full recovery from the radiation and virus', making it habitable for the BFF.

Thus, we petition to start sending scouts into remains of this 300sq mile around the former capital, and attempt to find where the BFF is basing its operations. It is recommended we use EXTREME CAUTION, as Blackacre had many hidden automated weapons waiting for us during the invasion, as well as good use of guerrilla ambushes. We do not know for sure whether all AA guns were destroyed or deactivated during detonation as well, or whether new defenses by the BFF may be active.

My nation's military is preparing to send un-manned drones over Blackarce to find the BFF's strongholds. We will not be bombing targets the first time through. I will alert the council an hour and a half before the drones will be sent. Please note that they will be flying above the area that most AA guns can fire. My nation has begun a detailed and top-secret investigation into the few remaining buyers of illegal weapons. We have created profiles of seven men and women who have been buying since the Blackacre situation. Those who buy the most and the most deadly small arms are our main priorities, though we continue some surveillance of the others, in case of creeping hording of weapons. We are placing the seven most likely terrorists under as much surveillance as possible and are following a number of leads. My security services inform me that within 24 hours, they will arrest those who are believed to be linked to the BFF and will destroy their weapons. The illegal smuggling ring's location has also been discovered in our Easternmost land and arrests will be made at the same time as our terror suspects are arrested. Avaerilon wishes to promise no suspect, no matter how deeply they may be involved, will not be subjected to physical torture, as per our human rights laws. We are working with continental partners to also track the flow of illegal weapons to Averilon and where they might come from. By 3:30 standard eastern time, my nation will have five un-manned drones in Blackacre air space. The drones will be armed with air to air missils. Their mission will be to find the terrorists' hidouts. We are also going to begin an education program to inform both the Blackacre minority and the other cultures in our country that the terrorists are a small minority and the Blackacre culture will not be judged by these few terrorists. We will also offer amnisty for all former terrorists who give up all information about the terrorist organization that they know.

The situation continues to gain momentum throughout the SLU. Despite efforts made to slow down recruitment, it has not ended it, resulting in the continued surge of BFF acrivity in the Blackacre Zone.

Franco-Lowlands made UAV recon in Blackacre airspace, yet made out little of the ruins. Telecom spies managed to intercept various broken transmissions that appear to announce an imminent attack with sleeper cells through out the SLU.

Azerzia sends in special forces teams of Blackacrian descent are fluent in its native language. The teams are prepped with standard infantry gear (body armor, assault rifles, etc) along with hazmat gear. They have orders to save as many Blackacrians as possible from death from the various crisis in that nation. Deep cover teams are to hunt down the BFF on the local level after making contact with locals and getting in those communities.

Avaerilon's Royal Police for the Prevention of Serious Crime (RPPSC) have taken over the investigation from our civilian police department over the smuggling ring. We arrested five leading embers of the ring, but two escaped and their location is as of yet unknown. They are believed to be unarmed. However, the youths we have reached out to are yielding important information to our social services about sympathisers with the BFF in Avaerilon and also mention some older boys boasting about their rifles they own. We believe the weapons are being manufactured secretly in Morrowind; our easternmost isle. There are several towns in Morrowind with a significant percentage of ex-Blackacre citizens. We are taking the youths out for a week of fun adventure activities on our eastern isle, but we will also use it as an opportunity to get them to point out who certain people are and use this information to track down those who may be supplying the BFF. We have also instigated an arms amnesty; anyone holding illegal arms can freely return the weapons to the police without charge, but will be encouraged upon arrival to give us information of where they received the guns and from whom. All ships and boats leaving Morrowind will be searched thoroughly using the latest technology and techniques. We have also established a line of battleships before our sea-boundary with continental SLU, to prevent someone sneaking around the checks. Special Forces are on amber alert.

Our northern province, which is mainly populated by Blackacrian peoples, has succeeded from the republic. Franco-Lowlands is officially at war. We are putting an end to our extreme security measures. The less extreme Blackacrian population has begun negotiations with our government.

As for the war, we will gladly accept all foreign aid. Note that we will not kill innocent civilians, only armed nationals. We have a defensive line set up, and by 12:00 eastern standard time, we will begin our first offensive.

News alert: A bomb has gone off in New Ainland City, the capital city of Franco-Lowlands. The Francish people are calling for an all out assault on the northern province, the self proclaimed "Blackacre Republic". The government has moved tanks into the rural towns of the province and is preparing to assault the capital city. As the government and military take an offensive step, the anger of the Blackacrian people has reached a boiling point.

Avaerilon has dispatched leading diplomats to Franco-Lowlands to assist with negotiations; along with them is a prominent figure in the pro-peace Blackacre Youth Programme. We hope this matter can be resolved peacefully, but respect Franco-Lowlands needs to defend itself from aggressive separatism.

I am International President Bryan from NAR. I wish to thank you all for coming. This situation still has no solution, unfortunately. The militaristic approach to the issue has increased the amount of rage felt in every citizen of Blackacre descent. Recent polls have showed support rising for a united Blackacre state within the region based off the secessionist state north of the Franco-Lowlands.

A group called *OccupySLU, organized on a popular social media website, has raised the call to all people of Blackacre descent to takeover the capitals of each nation. So far only around 10 people in each nation have heeded the call and are camping outside government buildings. This does have the potential to gain major backing. The sleeper cell agents might wake up and start participating.

With a northern province holding out, many Francish people are becoming more patriotic. Francish flags can be seen waving from almost every building. News stations are broadcasting the victories of the Franco-Lowlands while setting aside the losses, forcing the patriotism to rise.

The sight of uniformed men carrying weapons has frightened the people you are trying to save. Notable Blackacre community members have denounced your actions as kidnapping. Trust is hard to come by within the communities for your soldiers.


Avaerilon
Sailors in your nation are up in arms about the new measures. They have taken off their caps and have started disrupting trade. The amnesty provided for the return of illegal weaponry has been moderatly successful. Many guns were returned and plenty of new information was received from those who received amnesty.

Using the information we have received from individuals, Avaerilon special forces have raided a well-defended location on the isle of Morrowind, where at least ten people armed with automatic weapons were holding-out. One of them was recognised by a Blackacre youth worker as the young man who had boasted about his weapon. When the camp was entered, however, he was found in a corner, cowering and crying. He told us that he didn't actually want to hurt anyone, but that he just wanted to help his people. As a result, the government has issued a statement calling for all young Blackacrens to help their own people by helping us and that if they remain helping the BFF, they will end up hurting their own people as much as anyone else. They will not be prosecuted if they come to us and tell us their side of the story. We have formed a Blackacre Peace Committee, made up of various people, including a significant number of Blackacrens, which serves to prove to people the BFF will only make things worse for Blackacrens. In response to sailors mutinying, Avaerilon's Navy has offered them a sizeable bonus in terms of pay if they search every vessel as per their commands. If they refuse, then they will face disciplinary measures for dereliction of duty. We have warned them that blocking trade makes it easier for the BFF to undermine our efforts as a nation.

With the civil war erupting and everyone's social chaos starting to reach a boiling over point, we are at an impasse.

The Blackacrens want revenge, and a new homeland. Carving out a chunk and putting their name on it has proven it isn't enough; they want to replace us with themselves and punish us.

I would be all in favor of creating a new area for Blackacre citizens to strictly call their own, after the destruction of original Blackacre, however our relations with their people are so strained it cannot be measured.

Imagine if your country declared war with national patriotism against a perceived heathen. Then your country gets wiped out by that heathen. I'd be pretty pissed.

Secession is not in our best interests either; it creates an entity not apart of the SLU in the middle of our alliance, with hostile relations.

We have little choice however. Either we give them a very sizable chunk of land, as well as a ton of money to rebuild their country, or we suppress them with education and armed forces. If we give them a new land, we bring into the question of whether or not they will conspire against the SLU...

Avaerilon wishes to continue with education and cultural empathy, but we will support creating a new state for Blackacre if it appears to be the best deal for all concerned. However, the new state must:

1. Have a representative democracy
2. Either be a member of the SLU
3. Or sign a treaty ending all hostilities between the two sides

The Franco-Lowlands is willing to create a semi-independent state for the Blackacrian people. We will decide on several basic laws which must be followed by the people of the state, but besides those laws, the state will have the power to create their own laws. The state will be represented in the national government. I will give the demands to the opposition.

Situation Report

This is International President Bryan. I have come before you today to tell of the success of this council. The Blackacre Freedom Fighters have decided to lay down their arms after five full days of debate amongst the opposition leaders. The leader of the group came out in public to personally accepted the terms laid out by the Franco-Lowlands in the Treaty of Blackacre. The group realized that their support in each member state had been reduced and the chance of armed revolution succeeding has gone away. The opposition leaders have asked that when the Franco-Lowlands creates the basic laws, the laws respect the cultural heritage of the people of Blackacre.

Avaerilon applauds the efforts of our neighbours in dealing with this matter, which has come to a seemingly positive conclusion.

We wish to notify North American Republics and the Council that all of the basic laws set out for the Blackacre State will respect their culture. The basic laws will make the state government respect freedom of speech for all citizens, recognize all marriages between consenting adults, protect freedom of the press, the right to assemble, the right for all legal citizens to vote in elections, the right for all people to pursue an education, the right to practice one's religion, as well as respect the fact that the national government has the right to tax citizens, conduct a census every 10 years, and that supreme court rullings are the laws of the land. By signing the treaty, the people of the state have the right to ellect local mayors, city council members, county clerks, governors and state legislators. Finally, the state will have 13 senators in the national senate.
