This statement has been brought to you by the Council Republic of North American Republics' head of government and temporary Minister of Foreign Affairs, People's Commissar Bryan...

Welcome ambassadors, ministers of foreign affairs, leaders! Please take a seat. I would like to thank you for your interest in establishing an embassy with the Council Republic of North American Republics. Before I begin taking offers, I would like to go over what the requirements are for establishing an embassy with the North American Republics. They are as follows:

• You must be willing to allow a North American Republican embassy within your own state,
  
• Your country must not be at war with any member of NATO If your country is at war with CAT, you will be given priority consideration,
  
• Your country must allow its citizens a good amount of civil rights and political freedoms, above average is sufficient,
  
• At least 5 citizens of the North American Republics must be hired as either security personnel or service staff,
  
• The staff and security personnel of the embassy must respect the laws of the North American Republics when they are off embassy grounds,
  
• And finally, no heavy weapons will be allowed into the embassy/embassy grounds.

All embassies shall be given a location within New New York.

Dear People's Commissar,

I am very grateful for the acceptance of our embassy being established in your nation. I am also happy to inform you that the exact species is Draco Paludem Ignis, the flaming marsh-dragon. It is a small creature (when compared to the High Dragons and Wyrms that are also present in Avaerilon), at some 8 feet in length and less than 4 feet high. It is the only fire-breather of the Marsh-Dragons, and is generally very placid, friendly and pet-like. They are popular throughout Avaerilon as house-pets. They are unlikely to use their power of fiery breath, since they are native to places where it could spark explosions. Thus, they are safe to keep, although it may deploy its weapon in defence of its owners, though it prefers to use its talons, teeth and wings. They usually prefer to walk than fly.

We also respect your position regarding student exchange, we had not considered that matter, however we will still be ready to accept your student to our universities, until such time as hostilities subside.

As far as trade talks go, we are ready to negotiate as soon as you are.
