URGENT UPDATE: ACTION REQUIRED AT ONCE
Greetings fellow leaders, and congratulations on a swift vote. I take it seeing as there are five total votes and five nations involved with this emergency, all have voted accordingly. The results show that more nations would prefer to try to put the fire out via turning the fan off and using water. However, before we move to act, I would ask Franco-Lowlands and Narglandia if they have any objections to proceeding with the effort. We must be quick, though; thousands of lives are at-stake.
Grolsch has made the generous offer of using specially-outfitted ships to clean and recycle the water that will come out of the reactor once cooling is applied. Grolsch will also be sending warships to protect these carriers. Since both Avaerilon and Franco-Lowlands have a sizeable force in the area, we could prevent Bigtopian ships from following you. At any rate, Bigtopia likely believe we will try and destroy the reactor, so they are unlikely to want to stop us.
Avaerilon has elite firemen on one of our ships. We would happily send this with the Grolschian force to the reactor, where our men would go into the building and fight the fire.
We ask what other nations plan to do, in accordance with this (as ling as they don't object to the method of control).

The 3 GNI vessels, Alpha Nucleus, Aqua Nucleus and Argonaut Nucleus (they look like this), along with four heavily-armed fishing trawlers and two submarines, will arrive in Bigtopian waters in four hours from now. We must still worry about the radiation that has already left the vicinity of the reactors. We still have the blueprints for nanobots from Michutopia that were used to combat the disaster in Blackacre some months ago. If the region would like it, we would be happy to mass produce them for the fire control teams being sent.

Then I suggest we proceed to move to the reactor in four hours' time. If Franco-Lowlands and Narglandia do not respond within that time, we will have to move anyway; the situation grows worse all the time.

The People's Assembly of the People's Republic of Zyng has charged me with the imperative mandate to report before you that the People's Republic of Zyng refuses the establishment of any sort of diplomatic relations with fascist countries, that the People's Republic of Zyng is extremely worried by this new development regarding Bigtopia and urges this Council to take drastic mesures against this nuclear power initiative and in support of the Bigtopian proletariat who desperately needs our help.

I am very bothered by the dealing with such an authoritarian, as you say, fascist, nation, but it is imperative that we control the nuclear issue that has recently appeared. The scientists have shown, by barricading themselves in the facilities and contacting us, that they are not on the government's side.

I would like to thank the People's Commissar Bryan of the North American Republics for his warm welcome. The People's Assembly has given me the authorization to engage our Republic's humanitarian and diplomatic ressources in view of resolving this grave menace. However, article 59 of the Constitution of the People's Republic of Zyng strictly forbides maintaining a standing army and engaging the People's Militia in any sort of military action not approved by the People by referendum.

People's Commisar Bryan, interception would be a better choice. Saves time. In this crisis, time is everything. However, the vessels are some 12 miles from the nuclear site, so you'll have to go directly to the nuclear site.
Alpha Nucleus, Aqua Nucleus and Argonaut Nucleus are due to arrive at the nuclear site in 70 minutes from now. We have not met any resistance. One of our helicopters has however spotted the Kilo signal flag on a flagpole near the entrance of the nuclear facilities, meaning the facility's personnel "wishes to communicate".

Well, the message is clear. We need to be there ASAP to put that fire out. Our men will only be able to work 20 minute shifts due to the radiation, but thankfully we have a full task-force. We must also be ready to deal with the Bigtopian authorities. If they will not allow us to help without trouble, then we must resort to force.

Ready to dock. The three tanker vessels have been pumping about 18 million gallons of water an hour through the facility's reactor cores to cool them. They have cooled down to 1200 degrees, from a high of 2260 at our arrival.
However, airborne early warning radars have signaled two large fleets of bombers, three frigates and a submarine not far from our positions.

Switching off the fans, along with the water, has had the desired effect, I am pleased to report. Initially, the water was only cooling the graphite moderator, but once the fan was turned off, the flames belching from the vents began to subside. With the vast quantity of water being pumped-through, the core will likely be cooled and the fire completely dead in less than 12 hours. But I am afraid we cannot rest just yet. The Bigtopian government has failed to firstly gain nuclear weapons and secondly failed to blame the SLU for destroying its reactors. As such, they have sent their armed forces into the area. Climatologists have made the shocking revelation that the plume of radioactive dust and smoke that spewed from the chimney of reactor no.2 is headed not for Eastern Bigtopia, but for the SLU. Rough estimates from the dissenting Bigtopian scientists at the site put the radiation levels high-enough to cause thousands of cancer cases in the SLU area. Milk would likely become toxic, as would meat. While NAR's nanobots were able to prevent more radiation escaping from the stack upon arrival, the fire was raging for some days beforehand. The cloud has dispersed in the air and is headng towards our own region. How will we stop this from killing our citizens? Moreover, how will we manage it with the Bigtopian armed forces getting closer and closer? In these exceptional events, I am not posting individual nation reports. It is up to us to decide what to do here and now.
With regards to the military, we will maintain our fire-crew within the building, but we have sent 12 of our fastest fighter-jets, the Kestrel 20X Stormfire, to circle the complex. We beleive that combined SLU forces are enough to defeat a Bigtopian excursion. We have also readied our EMPG launchers on-board our naval vessels. LEADERS, what do you suggest we do? The GNI ships have returned back to Grolsch. As milk is a liquid, most of the radiation can be filtered out by the ships and we suggest all SLU nations ferry all milk for consumption by consumers to Grolsch for inspection and filtering.
Currently, radar suggests Bigtopian forces are some 400 miles from the nuclear site. Also, Grolsch Navy anti-air frigate, GNS Missilon, has launched several UAVs today. One of the UAVs has picked up what some intelligence analysts at the Grolsch Military Intelligence Agency believe is a Bigtopian military construction unit. While unknown what they are doing, it has been speculated they are converting several farm fields to a temporary military airport.

Thanks, Grolsch! ;D We truly appreciate your offer to filter the milk, but because of the huge distance between Avaerilon and Grolsch, we feel your ships could be assisting closer neighbours better. Instead, we have begun to freeze milk and put it into secure storage. We already have enough milk stored (in case of emergencies) for each person in our nation for two weeks. We intend to get enough for six weeks. As a result, we have asked dairy farmers to give 50% of the milk to the government for an above-market value price, to help them through the non-production in the future. Supermarkets have begun complaining, and tried to hike the price of milk to A2.00 a litre, but the Royal Court intervened. Our NHS has begun manufacturing Potassium Iodine pills and is distributing them to every household. These pills give the body increased defence against radiation. We wonder if NAR's nanobots could be fitted into an EMP cannon rocket and fired at the cloud? As for Bigtopia, HMN Solstice is patrolling the Bigtopian Gulf, bolstering our already sizeable force there. It has twenty RAAF fighters on-board. We are keen to co-ordinate a defence with our fellow SLU nations on this matter. Attachments:

No need for the cannon. These nanobots can be aerially dispersed, fired from a cannon, given coordinates, and a host of other dispersion methods. These nanobots were improved upon by NARan scientists since the time of the Blackacre mess. We have several more shipments coming into the capital... I guess we'll have to make more.
Each home is being outfitted with one nanobot for every square-foot to reduce any radiation that may be in the households. This also has the positive side-effect of essentially wiping out common household illnesses. Why didn't we think about it sooner...

We could, however at this time the Bigtopian forces are within firing range of the nuclear site. As such I think it may be more important to think about what to do right now than in the more distant future. Lives are at stake here right now.

MESSAGE READS:
Bigtopia is aware of a concentration of foreign forces in our waters. While we usually do not stay our hands at such things, some of us acknowledge it is thanks to the SLU that the Scalewind Reactors did not explode and decimate our population. We also realise a plume of radioactive dust is approaching said region. Bigtopia does not care for foreign interference in our country. However, we would like to avoid a war. Some of us are open enough to see such a thing would be catastrophic for the region.
We would like you to leave our waters, but we would cherish your help in the decommissioning and monitoring of the Scalewind site. This alone is enough to strain our government to breaking point; Ayatollah MacMillan is strongly against this, but the ministers may well see reason. What are your terms to achieve this? We will listen, but do not expect us to accept a diktat.

WE have read the message sent to Avaerilon by "an unnamed minister close to President Alzar Eisenhower". GMIA sources indicate the source of the message was Mohammed Bakhdar Al-Sitr, the Minister of Environment, Planning & Rural Matters. Mr Mohammed is known as a radical type who has tried to assassinate the President once before. As such, GMIA recommends to not reply to the message.
