SUBJECT: Pipe Bombs at Parliament
DESCRIPTION: On Monday, June 12, several pipe bombs were detonated on the grounds of the House of Parliament in Leoncavallo.
CURRENTLY: 2 Members of Parliament are dead; 13 more are in critical condition. Courellian Government engaging in massive manhunt, but with no information and no leads, this proves difficult.

Several crude pipe bombs were detonated today, June 12, on the grounds of the House of Parliament, in downtown Leoncavallo, Courelli. Emergency personnel were called to assist with evacuation. 2 Members of Parliament - James P. Godwin of Falceri, and Emilia M. Marino of Bassano - were killed in the blast, with 13 others described as being in "critical condition" by St. Willam Medical Center, where they are being treated.
Emergency personnel at the scene of the attack. Governor Joshua B. Thomas issued the following statement: "This attack on our capitol was completely abhorrent. I shall see to it that the full force of Courellian intelligence is utilized to track down the attackers, and the full force of the law is used to prosecute them." The Governor has since increased the National Warning System level to Level 1, the highest level.
The Courellian Intelligence and Investigation Bureau (CIIB) has begun a massive manhunt - although the bureau has no information on the attacker(s) -, and advises all traveling or residing in Leoncavallo or surrounding cities that the perpetrators are "potentially armed, highly dangerous and have no respect for human life." A memorandum has also been sent to the State Department or Foreign Ministry of surrounding nations, warning them of an armed fugitive potentially fleeing to their nation. Given the scope of the incident, and the potential for more attacks like it, Secretary Charles P. Hall has called on Member States of the Social Liberal Union to assist in an international investigation.

We were distrurbed to hear about the pipe bomb terrorist attack on the House of Parliament in Leoncavallo. President Versace is currently in Hirematia and has been fully briefed on the situation; she sends her condolences to the people of Courelli and the families of Mrs. Marino and Mr. Godwin.
The ABI has no information that would suggest that the fugitive poses a direct threat to Austerain, but we have increased security and surveillance at all major airports, and we have increased the amount of air marshals on flights between Austerain and Courelli. We would like to assist in the investigation by offering our counterterrorism unit and intelligence resources; Secertary of Defense Julia Warner has offered to send in soldiers to help maintain the peace as well as Special Forces for any raids. In order to assist in the investigation, we request additional details on the fugitive, his/her background, and the planning and details of this plot.

The Government of Anaaxes has not publicly commented on the issue yet, as the details are a bit hazy at this point. However, President Goldsmith is expected to deliver remarks prior to her weekly appearance during "Presidential Questions Time" in the Federal Senate on Wednesday. The Department of Foreign Affairs quietly issued a travel alert overnight. The Chancellor of Justice issued an internal memorandum to the officers of the National Transportation Security Agency, providing them with additional procedures to undertake during this period of elevated alertness. Signs soliciting information from the public about the bombings and any perpetrators will be posted at all Anaaxese ports of entry.

On HVQ and VOVIA: "We in Harndon are saddened to hear of the news of a pipe bomb attack at the House of Parliament in Leoncavallo. We condemn such an abhorrent and cowardly action, and pledge our support in tracking the attackers down. Our open door immigration policy may make Harndon a likely place for the attackers to hide, so we have set up warnings to Harndonians to call our emergency crime-stopper number at: 222 8761 341, should they see anything suspicious. It doesn't have to be concrete, but if you think something's not right, then please call. We have also increased the number of Scouts on patrol to the major entry points and routes within Harndon. The Harndonian-Oddish cyber corps have been alerted, so that if any expression of victory online can be tracked to the initial point of source, so that we can start to investigate who did this crime. They stand at Courelli's call. The Chief Scout, Ulan Itol, and a select group of his elite circle are en route to the Harndonian embassy in Courelli as we speak, to assist with any investigations, and improve communication with the Harndonian Hall of Representatives through the embassy in Leoncavallo. We advise Harndonians to avoid travelling to Leoncavallo at this time, unless absolutely necessary. Any Courellians in Harndon are urged to call the Harndonian citizen helpline on 222 6549 815 if they are concerned, or want news of a loved one in the area at the time. The Ministry of Foreign Affairs has announced that for the coming week, the Derminese embassy in Leoncavallo will be open from 5am to 11pm local time, instead of the usual 8am to 10pm hours. A travel warning has been issued until more is known about the situation.
The Secretary of the Department of Investigative Affairs (DIA) has also announced that major airports and docks will experience an increase in security. The DIA offers any assistance it can, but has no new information regarding the attack at this time. The counterterrorism unit will be offered to help Courelli investigate.
Minister of Foreign Affairs Melisovich is returning from a state visit to the Odd Republic tomorrow, and the MFA will be standing by to help Courelli in any way it can.

Classification Level: SECRET The Hirematian government and people are appalled by the actions of these terrorists. The Hirematian government will temporarily ramp up security on incoming flights from Courelli and Courellian nationals to ensure the safety of the populace, as well as putting an official travel warning on Courelli. In the meantime, the Hirematian government suggests that Courellian intelligence scour the internet, deep web included, for signs of extremist activity within Courelli.

To whom it may concern,
The Government of New Ireland and Wales wishes to extend its deepest condolences to all those affected by the the attack on your nation's parliament. We want it to be known that if Courelli needs any assistance in this time of tragedy we are willing to help in anyway possible. Upon investigation by our nation's Bureau of National Intelligence decided it would be best to put in place security restrictions for travel and communications between NIW and Courelli. For a period of 3 months or until the BNI is assured that the security threat is over or minimal no person shall be allowed to travel between NIW and Courelli only if they have been properly vetted by the governments of both nations, any calls or any other form of communication between people of both nations will be tracked and logged, and any online orders between people in both nations will also be checked and logged. While we do not think there is any big threat to NIW we want to ensure the terrorists involved with this whether directly or indirectly are found quickly, not allowed to freely travel around the world, and not allowed to communicate orders to terrorists in other countries. We again wish to extend our condolences and the offer of help will remain on the table.

As an island nation that prides ourselves on our love for democracy, we can only express outrage at the targeting of elected representatives of the people and we mourn with the rest of the region for the families of the two MPs who lost their lives. While information is sketchy at the moment, rest assured that Lawattsia will do all it can to stand by our SLU friends in their hours of greatest need. We pledge our help wherever it may be needed to our friends. We also ask that all Lawattsians remain ever vigilant in the face of such despicable acts of terrorism.

After several crude pipe bombs were detonated Monday, June 12, on the grounds of the House of Parliament, the Courellian Investigation & Intelligence Bureau has identified the three perpetrators. Oliver Wallace (22), Steven Williamson (19), and Elizabeth Scott (18) were identified through cross-checking security footage with the Courellian Immigration Database Program. The three, who are citizens of Auze, a fellow Member State of the Social Liberal Union, had visited Leoncavallo several times over the past 4 months, potentially observing and planning for their attack. The group is still on the run, and should be considered armed and dangerous. This is all that the CIIB can confirm as fact. Any SLU citizen with information that could lead to the capture of these fugitives is urged to call the CIIB Information Hotline at +25 (528) 762-2442.
In a top secret memo, however, the CIIB has acknowledged the existence of an Auzean terrorist organization (known only as Auz-El, and believed to be sponsored by the Government of Auze) which has executed several terrorist attacks similar to this across the world. Although Auz-El has not yet taken credit for the attack, it is believed that the three perpetrators have connections to the group. CIIB Director William Coney stated that, if the connection between the attack, Auz-El, and the Government of Auze is true, then this "should be treated as an attack on the sovereignty, not just of Courelli, but of every Member State of the Social Liberal Union." Governor Thomas has sent a telegram to the Government of Auze, requesting Auze's cooperation in this investigation, including (among other things) the immediate extradition of the accused terrorists if they return to Auze. The Governor has received no response to date.

The Hirematian government is glad that the perpetrators have been caught, and has lifted tightened security on Courelli and replaced it with extra security measures against flights incoming from Auze and Auzean nationals. The Hirematian government requests that Courelli share key identifying details of the perpetrators with SLU governments and investigate the ideology and reach of Auz-El with the help of other SLU governments. SLU governments should send a joint communique to Auze urging their help in this investigation.
