The Interior Ministry now believes that a newly-formed group of Native guerilla extremists, Kayashné Hanokewá or Sons of Hanoke, is to blame for these acts of terrorism against the Mons Garlean Federation. Their aims remain unknown at this time and they are still at large; though it is thought that their primary motive is a separate, pagan-militarist state in the densely forested and mountainous eastern territories. The movement is headed by a core group of hard-line, literalist worshippers of the ancient Native war god, Hanoke, whose worship is now outlawed by the mainstream pagan church of the Áyentse nation. It is in light of this situation that Mons Garle would like to reach out to its neighbours and allies in the SLU for assistance. Currently the police force cannot maintain the safety of citizens in the affected areas, and the army are having extreme difficulty protecting isolated stretches of highway and rural farmsteads from attack, due to the nature of their opponents. The Security Service has, as yet, been unable to locate the operational bases, if any, of this criminal group. Any advice or support in this situation would be very much appreciated. On behalf of the Chámelíyálí people, we would be willing to offer any support we are able to give to help bring this situation to a quick and peaceful resolution.
The emergence of Kayashné Hanokewá is a deeply disturbing development. The Ministry of Foreign Affairs has added the group to its list of known terrorist groups although the likelihood of any attack in Chámelíyá is estimated to be extremely low as most Mons Garleans currently in Chámelíyá are tourists.
The Chámelíyálí police forces have some experience in dealing with attacks similar to the ones in Mons Garle During the Andhakárko Barshaharú (Years of Darkness) militants conducted a (-n ultimately unsuccessful) guerilla campaign in the eastern Pahád and western Hiuñchotí mountains. Should the Mons Garlean government and police forces desire so, the Ministry of Domestic Affairs can arrange for a delegation of senior police officials to travel to Mons Garle to share our expertise in this area.
Finally, a shipment of traditional Chámelíyálí fares (including our world-renowned momos, thukpá, and tongbá) has been dispatched for Mons Garle. We hope that this simple gift will raise the morale of the Mons Garlean forces working in the affected regions and make their lives a little less unliveable.

Dear Minister von Bielefeld, His Majesty's government wishes to condemn the senseless violence of Kayashné Hanokewá and proclaim Avaerilon's support for the people and the government of Mons Garle. We will not stand idly by and see innocent civilians made the victims of acts of terror by extremist groups, and would like to offer any assistance that we may give. As crime is essentially non-existent in Avaerilon, police officers often spend time abroad, so that they may learn skills in countries with crime and assist said countries is tackling it. We thus have numerous experienced officers available for dispatch to other countries on short notice, and would like to offer your government the assistance of Y Vēmswat Regnerol (The Royal Watch) in bolstering the strength of your own police forces. We have both ordinary officers of the law and tactical teams available, and the latter would surely be able to affectively lessen the burden on your own armed forces in locating and dealing with these terrorists. All Watchmen and women would be placed under the authority of your own senior staff and answer to them appropriately if you so wish. In terms of attempting to negotiate with these people, we may also be able to offer some expertise. Over the years, the Magnificent Kingdom has facilitated a number of peace talks and brokered negotiations between previously hostile groups. 7 years ago, the Royal Court issued a warrant mandating the creation of an elite group of negotiators, to be composed of no less than 25 experienced and successful individuals. This group is led by the distinguished diplomat and former foreign minister Maradon Hebod, who recently brokered a ceasefire between the factions of the Gimbran Civil War. Fellow Leaders, The Federal Council of Anaaxes strongly believes in protecting the lives of innocent civilians and ensuring the rule of law. Therefore, Anaaxes would like to offer the government of Mons Garle the equivalent of five hundred thousand Marks (the currency of Mons Garle) in immediate assistance. Also, if the Mons Garlean government desires, Anaaxes would like to offer intelligence and strike capability support via our Unmanned Aerial Vehicle Force. We would provide two SEC-Vulture remotely piloted aircraft, two mobile flight control centers, flight operators, trainers, and a security detail to protect the vehicles and personnel. They would be under the command of your nation's authorities, with trainers available should your nation wish us to teach Mons Garlean personnel how to operate the UAVs themselves. A small, specialized team from Anaaxes Department of Defense's Office of General Counsel would also be present to ensure there is no breach of international or national laws (they are familiar with relevant Mons Garlean laws) while operating the UAVs. Your great nation has long been regarded as a close friend amongst Westerheimers and our entire nation is shocked and saddened by the events in the eastern highlands of your country. A resolution to condemn and blacklist Kayashné Hanokewá is currently at vote in the Federal Senate, our upper house; having already been passed unanimously by the Federal Parliament, our lower house.
Westerheim is prepared and willing to offer both aid and manpower. The SBT (Sonderbergtruppe, or Special Mountain Forces) are ready to fly from Celle Air Base in the state of Lüneburg to any destination specified by the Mons Garlean government. This elite force is stationed and trained in the Harz mountains in the far west of Westerheim, and is highly skilled in mountain and forest warfare, search and rescue, medical assistance, and policing and patrol of mountainous or wooded areas. The numerical force of the unit sent can be decided by the Mons Garlean government. In terms of material aid, the Westerheimer government, in consultation with the Defence and Foreign Aid departments, is prepared to offer the following in order to bring peace and stability to the region:
- 2 Keiler mine-clearing tanks.
- 4 Nordstern-class fighter jets with advanced heat-tracking radar systems, piloted by 8 highly trained officers of the Westerheimere Luftstreitskräfte (Westerheimer Air Service).
- Military issue thermal blankets, food parcels, water, and weatherproof tents for displaced civilians.
- Doctors and nurses of the Sanitätsdienst (Military Medical Corps).
- 10 GTK "Boxer" armoured transport vehicles, designed for use in rugged mountain terrain, with a range of over 1,000km.
- Building materials and supplies for police/military outposts in rural and remote areas.
I hope your government accepts our offer of assistance, and please do not hesitate to ask if there is anything more we can provide. Once again, the Westerheimer government and people express their heartfelt sorrow regarding the brutal actions of this abhorrent terrorist group.

It is with deep sadness that the government must report the explosion of a remotely-detonated device in the town of Pikúnegai, with 73 resulting deaths, and in excess of 200 injuries. The device exploded at 11:03 Standard Leopolderhügel Time (MLZ) on 17th May at the Dayó Utsine Koyonte, the main square of the town, near to the regional bus terminal. It was quickly ascertained that Kayashné Hanokewá were responsible for the atrocity - and the investigation into exactly what kind of device was used and how the attack was planned continues. Thus far, the Security Services have a lead on a potentially important figure in the organisation, known under the nom de guerre Washnú Jai (Second Warrior), however this is still developing. With regard to the conflict in the eastern regions, the story is a mixed one. In an all-out battle involving a company of 120 paratroopers and a contingent of around 60-65 KH fighters near a small hamlet in thick rainforest, the Mons Garlean army was very successful and inflicted at least 49 casualties on the opposition, with the rest fleeing the scene. Only one injury was sustained by an army private in close quarter combat. The army has also held its ground in all but two of the eleven designated sectors, additionally reclaiming one from KH. However it is now apparent that the southern portion of the borderland area (Sector 6) between Mons Garle and what is marked as Area 39 on the Regional Map is no longer under the control of the central government and army. The 6th Grenzekompanie has since pulled out of Yanehakiwe, the area's main village. It is in light of this that the government would like to accept a number of the extremely generous and kind offers made to it by fellow member states. The Mons Garlean army would like to: - Invite a senior delegation of staff from the Chámelíyálí armed forces who have knowledge of combatting guerrilla warfare; - Invite a group of elite negotiators from Avaerilon, as it has received numerous notes and messages from the group hinting at discussions under KH's terms; - Accept the Anaaxese offer of 2 SEC-Vulture UAVs, as this is something the MG air force does not yet possess; - Employ (and generously pay) extra medical staff from the Westerheimer Sanitätsdienst. The government and army would like to reiterate their thanks for the help offered by member states, and also to inform them that any additional costs incurred from sending this assistance will be covered by the Mons Garlean Treasury. If member states require payment for their services, this is also unanimously approved subject to a contractual agreement. Dear Minister von Bielefeld, First let me convey to you personally our heartfelt sorrow and anguish that such a terrible event has occurred. His Majesty's government condemns such a senseless and brutal act of violence, and offers our very sincerest condolences to all those affected. Such acts will not benefit anyone in the long run, and simply show that there is a lack of empathy and respect for human life within Kayashné Hanokewá. Secondly, I would like to thank you and your government for agreeing to grant our royally-warranted team of negotiators take part in resolving this crisis. A LARA 'Thunderclap' has been dispatched with the team and will arrive in Mons Garle within a few hours. This is a military aircraft, but no service personnel save the flight crew are on-board and they will not disembark unless permission is given upon arrival. Sir Maradon has stated that he is "hopeful" that someone in Kayashné Hanokewá can be reached-out to and some progress made before long, but has also informed us that it is likely this group will continue a military insurgency in-earnest for some time until they are assured of being free of large-scale military reprisals while any major talks are underway. He has suggested that any security forces work in-earnest within the next fortnight, or be prepared to cease any major operations for some time after that. We are most honoured by the offer of your government to reimburse us, but we cannot accept it; we are more than paid in our part for being able to assist a trusted partner nation and its people. We would like to extend an additional offer to the government of Mons Garles, in terms of military assistance. We recognise that your ground forces appear to be apt for the time being, and with expert Chámelíyálí assistance and input, and the additional tactical advantage of Anaaxese UAVs. Should, at any time, your armed forces require air support in-earnest, we can scramble LARA fighters, bombers and any other military aircraft and have them arrive in Mons Garle to be dispatched at short notice. In addition to conventional explosives, our air force is responsible for our anti-nuclear deterrent, in the form of plasma EMP devices, which when activated destroy electronic circuitry and antennae, and can fuse the workings of numerous conventional weapons and firing mechanisms, without harming individual persons or the surrounding envrionment. In the unlikely event of there being such an instance, we are more than happy to assist in such a manner. His Majesty's government can also provide the support of our own foreign intelligence agency, GTA. I have been informed that they are most willing to cooperate with your own intelligence services in security matters should you request any such help.
