Greetings, and welcome to the Council of Leaders. Situation ReportQuick facts on the issueTitle: The Firing Line-Details-Description: Secretive nation of Kujang consistently threatening SLU and testing fragile relations Currently: Engaging in military tests and planning to test missiles near SLUan borders Why: Military-dominated government seeking to flex its muscles and show itself to be capable power, possibly trying to force SLU to enter talks First Conference BriefingDetailed Facts on the IssueGreetings, and welcome to this Council of Leaders. Kujang has been a headache for the SLU for over 30 years. Ever since the Kujang Civil war of 1980, the country, which has been under consistent rule by a junta, has endeavoured to make life difficult for its neighbour, Dai-Kujang, and for Dai-Kujang's stalwart ally, our own region. In case of those whose minds need refreshing, the Grand Republic of Kujang was a prosperous and respected nation until the 1970s. A serious of corrupt governments- ranging from ultra-conservative to iron-fisted socialist- were in-charge following dire economic conditions caused by a collapse in the price of tungsten, the main export of the nation. This led to political and social unrest, and, following the collapse of yet another government, the Grand High Chancellor, Sotho Duc II, suspended normal elections in-favour of choosing an emergency government of his own to steer the nation through the crisis. This ultimately backfired, as it angered the poorer west of the country, who felt too few western politicians were in-government. The powerful Maoist Alliance denounced the actions of Sotho Duc II, and pledged war. It also upset the military, who were ordered to surrender their significant powers and numerous bases in order to save money. Notably, few eastern basses were effected. Essentially, the actions of the government caused the western half of the nation to instigated a coup, with all but two members of the new cabinet executed in a bloody massacre. Horrified by the actions, eastern politicians, notably from the Social People's Party, and eastern military commanders, created a new army to try and reclaim control of the country from the Western Popular Front. Five years of bloody civil war ensued, only stopped by a ceasefire and a partition of the country into two new ones; the Glorious Democratic Republic of Kujang, and the Federal Republic of Dai-Kujang. Needless to say, while the eastern half regained democracy, the west did not. The GDR of Kujang became a junta-run dictatorship, under the watch of Supreme and Magnanimous People's Beloved General Miko Tse Dangjai. There were calls to liberate the nation from his control in the past, but the influence of the rich and powerful state of Krepayat threw water on that idea. While Krepayat urged for calm between the two nations, it bankrolled the dire finances of Kujang, in-exchange for favourable rates on resources such as tungsten and copper. It also pledged to defend it from unwarranted aggression, though it has distanced itself from many of Kujang's ridiculous sentiments; e.g. the people of Dai-Kujang are descended from pigs and dogs, the SLU was founded by Hitler's ghost after a drunken orgy with gremlins and Soviet spies, and that Jesus, Adam Sandler and the man who invented the Corby trouser press are all the same person. What, then, is new about Kujang's recent activities? Recently, Kujang created a space programme, and sent several satellites into space, and a three-man team into orbit. After which, it began to build and test ICBMs, which had nuclear warheads. Many of the tests were conducted just outside the territorial waters of Dai-Kujang and of Sintai; the large trading city-state which has iron-cast relations with the SLU. Furthermore, it recently sent advanced-technology fighter aircraft, armed with powerful lasers and weapons, to just outside of SLUan borders. It is clear they want to make something heard; perhaps that our region should cease its support for the country of Dai-Kujang, or that we should acknowledge them as a legitimate nation. Perhaps they feel that a compromise can be reached; favourable in the eyes of some moderates, who fear the country's fast-failing crops and poor medical system could force the country into collapse. LEADERS, what do you suggest we do? Post your response to this issue to effect the outcome of the next update! The situation will be updated randomly sometime. Do not delay your move!

Greetings, fellow members states if the Council of Leaders!
As ever, the USSOA seeks a peaceful and diplomatic solution to all conflicts that pose a threat to the peace and stability of our nation and of the region at large. As such, our official stance is that the SLU should commence opening pathways to communicate with the GDR of Kujang and determine what, exactly, their Leader hopes to achieve through his aggressive actions. Before we can act, we must inform ourselves, comrades. Chia L'Étranger

We will follow the path of the Oceanic Atolls, and further act by opening talks to see what the leader is willing to give up in return for food and medical supplies.

Fellow leaders, how can you support the coerced relinquishment of weapons from Dai-Kujang by our region? The withholding of food and medical supplies until they comply to our demands is disturbing to say the least. It is this attitude that only lends legitimacy to their aggressive actions! The delegation from the Council Republic of North American Republics demands more historical information on Dai-Kujang before making any decisions. We are students of history and must see where to paths taken by this country will lead it in the future and what we should do about it if anything at all. More specifically, answers to the following questions would be appreciated: - How large are the different sectors of the Dai-Kujang economy? (preferably in percentage form)
- What are the internal migration statistics?
- What is the Total Fertility Rate for Dai-Kujang?
- What are the specific government policies introduced and/or sustained by the Supreme and Magnanimous People's Beloved General Miko Tse Dangjai?
We await the Avaerilonian response.

The Shwalandic government concurs with Ceni and The Oceanic Atolls that a diplomatic solution would be preferable. We are in favor of offering food and medical aid in exchange for disarmament and improved relations (we do not consider this coercement as we are not threatening to take away any curent aid to at this point). In the meantime our government will continue to support the Democratic goverment of Dai-Kujang. We will also accept any refugees or political dissidents from Kujang and encourage other SLU nations to do the same.

The Afenian government wishes to receive more information on the status of the population of Kujang before proceeding. We know that their right to vote has been stolen, but what of their other civil rights? Can this government be trusted to give the aid we are prepared to supply to its population, or will it simply use them for their soldiers? We are unwilling to negotiate with untrustworthy governments and if that is the case we will need to find alternate means to aid the population.

Foreign Ministry Ufre Kujris Prumen of the Dominion of Fulflood A letter to the Social Liberal Union Offices regarding the situation in Kujang
from Foreign Ministry of Fulflood 21-23 Goysmef Street Lohrec P107-FMO Fulflood The Dominion of Fulflood recognises both Kujangs as legitimate states, and advises that the SLU do so also. However this does not mean we do not condemn the recent provocative actions of Kujang. As a country that has in the past been split down the middle, we can empathise with the position of both Kujangs, and as such are willing to take a leading role in multi-partisan talks, in order to help people across the region. OOC: NAR, don't get confused between the two! The GDR of Kujang is the nation which is lacking food and medicine, but not guns. In contrast, Dai-Kujang, a separate nation, is quite prosperous.

Greetings, and welcome to the Council of Leaders. Situation ReportQuick facts on the issueTitle: The Firing Line-Details-Description: Secretive nation of Kujang consistently threatening SLU and testing fragile relations Currently: Missiles tested in close proximity to SLU, declaration of impending war on state of Sintai Why: Military-dominated government seeking to flex its muscles and show itself to be capable power, possibly trying to force SLU to enter talks Second Conference BriefingDetailed Facts on the IssueGreetings, and welcome to this Council of Leaders. The SLUan states have been rapid in their response to quell talks of violence and their attempts to calm the situation. Unfortunately, our efforts would appear to be for naught- at least so far. Kujang has proceeded to test its new ICBMs, and a large number of missiles were launched. Avaerilon detected a total of 23 exploding within 3 miles of SLUan airspace, which has caused considerable alarm region-wide. In response to criticism over the tests, the government of the GDR of Kujang issued the following statement. “The Glorious Democratic Republic of Kujang is an independent, sovereign state, which has the right to conduct military tests in international airspace, in the interests of peace. Nations attacking our glorious nation do the same. It does not matter how near the detonations occurred; no law has been broken. It is plain hypocrisy exits like a cancer in the SLU.”As if this was not worrying enough, a video has been posted on the internet, showing a burning Sintai flag, burning buildings, and skeletons in streets. The text at the end reads: “Sintai, long the evil, oppressive yolk of liberalism in this area… [has] met its end. The GDR will declare [total]… impending war upon this false nation. Unless our nation is recognised as the only legitimate state of Kujang, over the oppressive capitalists in Dai-Kujang, we will commence with a glorious revolution in the evil city-state of Sintai. And… feather burgers [sic].” The government of Sintai, which is a democratic body, has appealed for help. It says it cannot withstand such an attack, should one occur. Dai-Kujang has pledged “undying” support for its neighbour. Meanwhile, the state of Krepayat has waded-into the midst. The Ministry of Relations issued this statement: “The government of Krepayat wishes to state our support for peace in the region. It must be acknowledged that the GDR of Kujang is a legitimate state which has the right to carry out tests. But we must stress our disapproval of its attitude towards the state of Sintai, which is also a sovereign nation.” Interestingly, journalists working-undercover report the Krepayan government sent US$15 million worth of ammunition to Kujang, along with three new jet engines. The web grows ever trickier. As requested, more information on the 2 Kujanese states is below. WORLD ASSEMBLY CENSUS FIGURES ON THE FEDERAL REPUBLIC DAI-KUJANGECONOMY:Private Sector: 53.8% Public Sector: 46.2%
Primary (Agriculture, Mining, etc.): 4.1% Secondary (Manufacturing, etc.): 29.2% Tertiary (Services, etc.): 66.7%MIGRATION:% of migrants from Kujang: 46.1% of migrants from elsewhere: 22.7% of internal migrants from urban areas: 14.4% of internal migrants from extra urban areas (ie. countryside): 17.8TOTAL FERTILITY:3.5 per woman WORLD ASSEMBLY CENSUS NOTES ON THE GLORIOUS DEMOCRATIC REPUBLIC OF KUJANGA BRIEF OVERVIEW OF GOVERNMENT POLICIES:The private sector of the economy of Kujang was abolished, at least officially. It is known that a significant amount of capital is exchanged within a black market economy, which the government of Kujang claims does not exist. It has been suggested, though never proved by reliable, independent sources, that members of the Kujanese government contribute and gain from this black market economy. Elections are held once every 4 years for the People's Great Congress of the People, essentially the house of parliament or congress. However, only candidates from the War Council Party, selected by the Internal Election Bureau are allowed to run. Furthermore, only citizens who have either served in the armed forces, police, or administrative elements of the government are permitted to vote. All citizens over the age of 5 are required by law to join the War Council Party, or face heavy fines and a gaol sentence. It has been noted by outside observers that the PGCP debates and passes laws proposed by the Grand People's Executive Bureau, rather than act like a conventional chamber. This bureau, headed by Supreme and Magnanimous People's Beloved General Miko Tse Dangjai, is made-up of military officials and high-ranking party members. All laws proposed by SMPB General Dangjai are accepted to be put to debate by the remainder of the body, although specifics are worked-out by the General's staff. A long-standing policy of Kujang has been to not recognise Dai-Kujang as a legitimate, independent country, and it maintains that Dai-Kujang is legally part of GDR territory under "enemy occupation." It was legislated that "eternal war, by arms or words," would be the keystone of Kujanese policy. All males, unless working in the government, are required to do 5 years' military service from the age of 14. Marriage is illegal; instead, Free Partnerships are recognised by the government between men and women. Homosexuality and bisexuality are illegal and classed as "capitalist conspiracies by evil dogs." Divorce results in the children being under the sole custody of the woman, any material goods being seized by the government, and the man being made to work 3 months in either farming or mining. Women are not permitted to join the military, or hold positions in the GPE Bureau. Literature is banned, except for official books such as textbooks, guides and reports. Being caught with either a novel or a non-Kujanese textbook is punishable by “re-integration re-education.” Religion is permitted only in one’s own home, and gatherings of more than three people are illegal in a religious context. However, venerating Miko Tse Dangjai is encouraged publicly. Acknowledging the existence of prohibited figures (e.g. John Stuart Mill, Karl Marx, FDR) results in a prison sentence. Generally, the policies enacted by the state have given rise to these rankings by the WA: CIVIL RIGHTS: FewECONOMY: Basket-casePOLITICAL FREEDOMS: Few OCEANIC ATOLLS:Your efforts to secure a clear line of communication have been applauded in the media, along with a message from the Krepayan government. Their foreign minister, Sergoi Amatacherriov would like to meet with your foreign minister on “the matter at hand.” Your representative has been invited to Yanbatoor’s Imperial Palace to discuss this. CENI:It appears your assertive response to Miko Tse Dangjai have garnered anger from the Kujanese government, who is upset that anyone should openly suggest their nation is “unable [to] feed the people and care for [them].” However, a prominent officer and politician, Major Du Gjo Nat, has suggested Ceni is the only nation to be “entrusted with genuine dialogue.” NAR:Your attitude towards the state of affairs has provoked a polarised response in the region. One the one hand, the GDR of Kujang has praised your nation, and wishes to establish a trade in minerals between yours and their own. On the other hand, Dai-Kujang has responded “with the utmost disappointment,” and has summoned your representative to their capital Yomahei to further explain the position of the NARan government. Some prominent Dai-Kujanese building societies are refusing to undergo financial trading with your nation; the prospect of which has your financial advisors worried. However, the regional media has praised your approach, in-part. SHWALANDIA:A small but steady flow of Kujanese dissidents have made their home in your nation, and bring with them terrible stories about the sorry state of the GDR. Your national media, riding on a crest of public sympathy, is demanding decisive action against the GDR be taken. Meanwhile, the Dai-Kujanese government has praised your stance, and has named you “one of[our] great and eternally welcome friends.” The GDR’s response was to warn of “certain doom should Shwalandia, populated by semi-intelligent Mongooses and evil termites, continue to spew such rubbish.” AFEN: Kujang has attempted to assure your government that any aid would “go to the few who need it, no-one privileged.” Not that it convinced your sceptical media, who have suggested Kujang is “another North Korea.” Speculation is rife as to what your nation intends to do, should you decide Kujang cannot be trusted. FULFLOOD:Much praise has been levied upon the even-handed nature of your response, though no-one in either Kujanese state seems willing to start serious negotiations. Dai-Kujang and the GDR have both criticised your nation for recognising the other, at least on an official level. AVAERILON:Avaerilon is not recognised as a nation by the GDR. Therefore, our government’s severe criticism of their political system, and requests for peace in-exchange for medicine and food were dismissed as “voices in people’s heads.” However, it did merit support from Dai-Kujang, although perhaps a following request for them- for Avaerilonian advanced aircraft to be loaned in case of war- has perturbed a number of politicians. Our government’s position is to recognise both as sovereign states, but that the government of the GDR is not viewed as legitimate in Avaerilon. LEADERS, what do you suggest we do?Post your response to this issue to effect the outcome of the next update! The situation will be updated randomly sometime. Do not delay your move!

The USSOA is honoured to have received this invitation from the government of Krepayat. We share in their desire to see lasting peace in the region, and our Minister of Foreign Affairs will meet with theirs in Yanbatoor. Moving forward with regards to this meeting, the agenda that we bring to the table has three main foci, which follow: - Kujang's aggression against Sintai is intolerable. The USSOA will take a hardline stance on this, and will not compromise. Sintai exists as a sovereign state in its own right, and Kujang will respect this fact. We feel that Krepayat must use its privileged position with regards to Kujanese relations, in order to deliver this message. We would also like to open up direct lines of negotiation with Kujang itself, to discuss the provision of food aid for its people.
- It would be preferable if Krepayat could make clear their position with regards to sending military aid into Kujang. In particular, the USSOA would find negotiations much easier if there was a guarantee that it would not be aligning itself with nations that act against its pacifistic nature.
- Finally, the USSOA would like to make clear that our doors are always open to any and all nations, both at the negotiating table, and for foreign citizens in need of refuge. Our nation was founded by those who could find no place within their own society, and we hold dearly to that tradition.

The government of Franco-Lowlands believes that diplomacy is the best way to move forward.
The Ministry of Defence has released a statement that tells the public not to worry, and that the Francish military is more than capable of defending the nation.
The Ministry of Foreign Relations and the Ministry of Trade and Commerce have started trade negotiations with our allies in the area. We are not sending any military aid at this time, but we hope that by supporting those countries, they will have a source of income to help fund their military. The president has also released a statement declaring our support for Dai-Kujang and Sintai.
Finally, the president has extended an invitation to the leaders of Kujang to meet in our government and negotiate an end to the hostile relations between the SLU and Kujang.

It appears that this situation is quickly escalating. We believe that the only reason Kujang is attacking is because it can. We should start by imposing a no-fly zone over Kujang, and enforce that with SLU planes. Any other military action would be too hasty. We should try and start negotiations in a neutral country, asking
A) What would you want to stop attacking? B) What would you do to stop a no-fly zone?

We are honored by the kind words of the Dai-Kujang government, and would like to reiterate the fact that we too consider them to be one of our greatest friends outside of the SLU. The GDR's threats against Sintai and its frequent human rights abuses reported to us by refugees have been met with outcry by the Shwalandic people, while its insults towards our country have been widely ridiculed by late night comedians. Protesters wearing clothing depicting angry termites have been demonstrating outside Kujang's embassy in Shwah City. Our government has decided that we will withdraw our embassy and impose sanctions against Kujang if it goes through with its threats and attacks the sovereign nation of Sintai. We still welcome negotiation with Kujang and would like to remind the GRD that our offer of aid still stands as long as they withdraw their threats against the Sintai.
In addition, our government humbly requests more information from Avaerilon. Has the GDR made similar threats as the ones against Sintai before, and if so, did they go through with them or were they just bluffing?

(OOC: Oops. Well, this can work out)
We were delighted to hear about Kujang's willingness to trade with us until we heard specifics about their lack of civil rights. It is clear, however, that we must establish a relationship between our two countries. To that end, we propose to the Kujang government not a trade deal, but an economic restructuring plan to benefit Kujang. This plan has shown success in the past and if accepted by the Kujang government, will allow us to prove once and for all that our economic planning is superior to the economies of many other states in our region and in fact, the world. We will not touch their civil rights or political freedoms and they will be protected by our country if they accept.
We accept their argument that no law was broken and in fact lambast the leaders of this region who have taken a worrying stance against this state due to that. We believe that the Kujangese government is saber rattling and will not engage in violent actions against a nearby state. Remember: politics is like a game of chess; you don't sacrifice your queen to take a pawn.
Due to internal issues, this will be the last communique between the Council of Leaders and People's Commissar Crumrine.

The Council of the Federal Republic of Libera Espero has come to the conclusion that Kujang and Krepayat are engaging in needless escalation and we would like to offer our nation as a site for a diplomatic discussion between both Kujangs, Krepayat, and the SLU immediately. If a peaceful solution is not found, we will remain neutral and will supply both sides with necessary items to survive if needed to be. However we would like to remind Supreme and Magnanimous People's Beloved General Miko Tse Dangjai that any further loss of rights (as in purges and famines) will result in our full support of both Sintai and Dai Kujang.

Newdepolderian Patriarch Garrett van de Polder has issued the following statement on the matter- "It is no secret that we are at odds with both Kujangs. However, we can not and will not respect the rights, sovereignty or legitimacy of any government which is willing to let its people starve as it attempts to exert its force upon others. Along the same lines, we can not and will not recognise the rights, sovereignty or legitimacy of any government that would intentionally suppress its people so they are almost completely without those freedoms and rights which all deserve. Thus, we can not and will not respect the rights, sovereignty or legitimacy of the so called 'Glorious Democratic Republic of Kujang'. This being said, dialogue must be established between Dai Kujang, the 'GDR' and the states of the SLU regarding all points of the matter. Only with cooperation may our problems be solved. Who knows, perhaps the GDR may even someday be worthy of our respect."
Director-General of Foreign Policy Maarten van Rijn went on to say that as of July 12, the GDR is officially classified a non-sovereign state.

"The Chancellor and his Ministers have jointly decided to remain neutral in this conflict. Greetings, and welcome to the Council of Leaders. Situation ReportQuick facts on the issueTitle: The Firing Line-Details-Description: Secretive nation of Kujang consistently threatening SLU and testing fragile relations Currently: Frantic international diplomtic efforts attmepting to prevent all-out war, unrest in state of Krepayat Why: Military-dominated government seeking to flex its muscles and show itself to be capable power, possibly trying to force SLU to enter talks Third Conference BriefingDetailed Facts on the IssueGreetings, and welcome to this Council of Leaders. We must be thankful that an all-out war has not occurred yet, although both Kujang and Sintai have been involved in a small number of incidents. The first took place a week ago, when three newly-built People's Glorious Air Fleet jets buzzed the airspace of Sintai, being aggressively escorted away by Sintai's Grand Air Force, which operates aircraft of Avaerilonian origin. No pilots or civilians were harmed, but it demonstrated both Kujang's air force's readiness to invade, and Sintai's will to meet them. Another incident occurred four days ago, when a fishing boat returning to Sintai waters from an international area was fired-upon by People's Incredible Navy ships, killing 11 of the 12 men aboard. The PIN claims it though the boat, in international waters, was an unoccupied target. The surviving sailor, Sung Cen-Na, claims they were stationary in the area for well over two hours, and could see sailors on the PIN ship observing them working. Finally, three citizens of Sintai were arrested by the authorities in Sintai on the suspicion of being spies for Kujang, generating great anger from the GDR. Jet aeroplane operated by SGAF as a fighter. This is one of 10 Buccanneers manufactured by Avaerilonian aerospace company Hesarn-Sernfal and provided by the government of Avaerilon in 1987. Kujang appears to be stalling, amidst speculations it might be granted concessions in-exchange for de-escalating the situation, in-accordance with the wishes of the SLU, and also that of Krepayat. It is worth noting that the GDR has made threats against both Dai-Kujang and Sintai in the past, and most have been followed up, if at all, with less aggression. It is worth noting, however, that Kujang now possesses the second-largest army (but not navy or air force) after Krepayat, with 3.4 million servicemen in its ranks. It does now also possess some machinery and technology from Krepayat, although it is not generally as sophisticated as found in SLUan nations. The often quiet and unheard-of nation of Du-Gonon, which lies far to the north, has expressed "grave concern at the matters in Kujang," and has said that it would like to join with the SLU in condemning military action and violence. With regards to questions duly raised by the delegation from Ceni, Du-Gonon has a number of well-equipped airfields, usually catering to long-haul cargo planes entering the nation. However, international attention has turned to Krepayat. The Prime Minister of the Republic, Sopraniczimo Petruschkin, has announced new powers for the Republican Police, which include the right to break-up any and all demonstrations or protests, and hold anyone accused of "subverting the state" for up to 28 days. Elections have also been delayed by two months, much to the displeasure of opposition parties, such as the People's Congress of Krepayat, Liberal Dawn, and Veterans for Peace. The governing Motherland Freedom Party has been in-power for nearly 26 years, although it has won every election fairly, according to the WA, although remarks were made about allegations of intimidation and bribery. International observers believe Petruschkin has found himself in a pickle, with one half of his government demanding all aid to Kujang be stopped, while the other wants to increase military aid to Kujang. This, combined with unrest in the north and east of the country, which traditionally do not vote for the Motherland Freedom Party, taking place in the form of peace marches, sit-ins, and even desertion of soldiers from bases. Some are worried the Kujang problem could cause serious strife in this large, sprawling neighbour, and give Kujang the chance to attack when everybody else is watching Krepayat. If we want to avert a serious conflict, time is beginning to run out... OCEANIC ATOLLS:Your delegation has met with the government of Krepayat, although the talks were moved to the nearby city of Kospolinka, after citywide protests against the current government of Mr. Petruschkin. Krepayat has assured your ministers that it would not be aligning itself with "any nation engaged or planning to engage in war," and has promised no weapons or weapons-launching systems, along with ammunition, will be sent to Kujang. It is quite possible your efforts may have, in the long run, eased matters considerably, and acclaim for your government has been swift and forthcoming. CENI:Your suggestion of a no-fly zone was welcomed in a number of SLUan states, as well as in Sintai. Dai-Kujang's government has said "we do not believe any system would be respected by the GDR," drawing attention to its past. Kujang has meanwhile called the notion "undemocratic," and has dared "weakling... [muttering] static bacon from Ceni to muster itself a no-fly net in... Great Nation of Best Kujang pretzels." NAR:You made an offer to help restructure Kujang's flagging economy. This has generated considerable interest in Kujang, whose Chief Comrade of the Financial Bureau will be flying-in to New New York to discuss possible matters. It has been alleged by online journalists that she will be accompanied by the feared Red-Gold Shadow Bureau, who act as a covert assassination and intelligence-gathering team. Meanwhile, Dai-Kujang has accepted their neighbour is "probably sabre-rattling as usual," but stresses that the "time has never been better" for the GDR to launch an offensive. SHWALANDIA:Your embassy in Kujang has been shut (and allegedly turned into a cheese reprocessing unit) with your hardline stance against Kujang's aggression. However, a number of minor officials have pleaded to arrange a meeting in your capital to "re-negotiate our relationship, in the hope of {chattering} many gold dog happiness credits [sic.] MarioKart being re-established." Sintai has called your stance "brave and resourceful." FRANCO-LOWLANDS:A vertiable economic boom could be on its way into your nation, with trading between yourself and both Dai-Kujang and Sintai at an all-time peak. This has motivated some members of your government to suggest you use your increasing economic clout to pressure and coerce Kujang into giving-up its current warring policies, in return for aid. LIBERA ESPERO:General Dangjai is reported to have sneered at your "petty bourgeois and Krispy Kreme venture words of peace and sloth." To this end, clay busts of your various leaders have been smashed by groups of "civilians" in live-broadcast videos, and a message that reads "curtains [static] and no words with you who are fools and dreamers" overlaid. Your own media has run a series of reports detailing a new famine in the north-west of the country of Kujang, with up to 15,000 people, mostly children, at risk of dying from hunger. This has been denied by Kujang, who have circulated videos of mountains of mushrooms to show what they call "a great surplus." FREE NEWDEPOLDERIAN STATES:Patriarch van de Polder's stirring words have caused an uproar in Kujang, who have threatened "war if an apology is not given." In Dai-Kujang, they were received with considerable warmth, with the premier of the nation inviting the Patriarch to dinner and talks on trying to establish solid peace talks with Kujang. FEEBLAND:Your military is on-edge after an unidentified object was spotted twice near to your airspace, and alleged to have come from Kujang. No comment has been made by said state, but some agree it resembled some sort of old-fashioned spy-plane. It is feasible that Kujang is trying to size-up your military in case you become involved in such a way. NEWHALLA:Newhallan diplomats have been welcomed in Sintai for talks with local politicians on how to best approach the matter in Kujang. Your obvious commitment to peace and humanitarianism was noted and applauded in international circles, but laughed at as "many dolphins burping" in Kujang. AVAERILON:Minister of Defence Brigadier Robert Campbell has put-forward a parliamentary bill to send a squadron of communications-intercepting aircraft, tanker craft, transport aeroplanes and some strategic bombers to be stationed in Sintai as a "preventative measure, and to deter Kujang's terrible and sorry aggression." The bill has attracted support and criticism from across the spectrum, but it is clear Avaerilon will end-up participating in some air-based role, even as an observer. Support from the government for a no-fly zone was clear, too. It is perhaps this increase in activity and assertiveness which prompted some diplomats from Kujang to "briefly recognise the alleged nation of Avaerilon," who stated they "did not want to see any advanced aircraft, real or imaginary, involved needlessly in any war of liberation." LEADERS, what do you suggest we do?Post your response to this issue to effect the outcome of the next update! The situation will be updated randomly sometime. Do not delay your move!

We will send all of our artillery pieces to Sintai and Dai Kujang. We have also begun flying humanitarian missions to airdrop food in the mountains of Kujang as allowed per international law. Our new prime minister has been criticized for not keeping his promises of neutrality that he campaigned on. {Top Secret: }A operation has been started, and foreign guns are being smuggled into Krepayat and are being distributed among protesters in the hopes of an eventual rebellion, weakening Kujang's last great link to the world.

I propose that an demilitarized zone to be established between the two Kujangs, patrolled by a joint international force. I know that Newhalla previously announced our unwillingness to use our military, but war may be imminent. Our military can provide 25-30% of the required manpower. Newhalla do not have any major interest in region and will go with whatever this council decides is appropriate.

*This data is CLASSIFIED. Unauthorized possession is punishable by charges of espionage.*
From the United Democracy of Scientists committee for international affairs:
This message is directed towards only the top ranking officials of the governments of SLU member nations, Dai-Kujang, and Sintai.
We have been observing this rapidly escalating conflict from its beginning, but have only now decided to share the news of our involvement. While at first desiring neutrality, news of the horrible human rights abuses within the GDR sparked outrage within the UDS. The government of the UDS, while still publicly maintaining a mainly neutral, if still slightly anti-GDR stance, has been running secret acts of espionage within Kujang. While not directly destroying infrastructure, we have reached out to the people of Kujang. Smaller towns located in more remote parts of the GDR are more willing to mount a revolution than the major cities, the populaces of which are too highly brainwashed to have any anti-government tendencies. We have supplied this rebellion, which calls itself "the hearts of Kujang," with anonymously produced weaponry and equipment which can not be traced back to any one nation.
The reason as to why the existence of the hearts of Kujang is not public is because the GDR government has covered up all outgoing information about it, as a civilian rebellion is major sign of weakness which could compromise its leverage in foreign affairs. While the hearts of Kujang are mainly based in a small section of southeastern Kujang, it is hoped to spread, and convince the GDR government to change its policies for the better, if not reunite with Dai-Kujang as a free nation.

*Classified top secret, on need to know basis only, between only SLU leaders* We are using jungle pathways to smuggle food and medicine to anti-Kujangese guerrillas in the jungle near the borders of Dai Kujang thanks to new information.

The Democratic Republic of Franco-Lowlands continues to look for a diplomatic solution. We plan on using our new found economic power in the region to pressure the rogue nation to stop its aggressive behavior. We start this plan by sending a message to the government of Kujang inviting them to send a diplomatic mission to our nation. We plan on creating a certain level of respect between the governments of our nations. Finally, at some point in the near future, we will offer them economic incentives to stop their aggressive behavior (trade opportunities, the creation of a jointly operated industrial complex, and cultural exchange programs for them to end military games and their weapons research programs).
We believe that this economic cooperation will also improve the condition of the Kujangese people.

The following is an official communiqué from Chia L'Étranger, Overseer of the United Socialist States of Oceanic Atolls:
My dearest compatriots, and fellow leaders of the grand nations of the SLU, I message you today to express some of my gravest and deepest concerns, but also to express some of my most humble and sincere praise - in both cases regarding the actions of the leadership of my fellow nations in the region. First and foremost, I fear I must commence with the negative. It is with deep regrets that I must write of my extreme dismay in and admonishment for the actions of the following nations: Avaerilon - The leadership of my great nation does the will of the people, in issuing a most serious message of condemnation. We find your hardline stance intolerable, and reprehensible. In fact, our official stance on the matter is that aggressive actions such as those your nation is performing can serve only to increase tension, instability and hostility in this situation. As such, we are sorely disappointed. Similarly, we must urge the Free Newdepolderian States to moderate their hardline stance towards the GDR of Kujang. In these troubled times, it truly does not do to make such brash and headstrong statements towards any sovereign nation. To the nations of Libera Espero and the United Democracy of Scientists - let it be known that we in no way endorse your underhanded actions. We allege that by undertaking covert actions within sovereign territory, you are violating proper and established modes of conduct. We will, however, concede that Libera Espero's commitment to legal humanitarian aid flights is commendable. Franco-Lowlands and Ceni, both of your governments are to be lauded for your dedication to taking a firm yet fair stance - it is important that you use your clout to maintain a strict sense of propriety in the conduct of all nations. The establishment of a no-fly zone and the use of economic leverage are both acceptable methods of applying peaceful non-military pressure on the GDR of Kujang. North American Republics, your offer of economic support is truly noble, and is exactly the sort of thing this nation believes will best defuse this most tense of situations. We hope that you can help us show that the only true way to attain peace is through hard work and cooperation - never by force.
As for the USSOA, we would like issue a statement of gratitude to the nation of Krepayat for their kind assurance that they will not act as an aggressor, nor will they act to assist any nation that does so. We would also like to extend our most gracious thanks to all nations who have expressed goodwill towards us, be it for actions past or present. We would also like to enquire as to whether the leadership of Krepayat would be open to further discussion - pertaining both to Krepayats frankly troubling internal situation, and to whether there is potential for Krepayat to assist the USSOA in multi-lateral peace talks. We propose a meeting between delegations from the GDR of Kujang, Dai-Kujang, Sintai, Krepayat, and the USSOA - but we are willing to extend an invitation to any party that wishes to join us. Key points we would like to see on the agenda are: -Taking steps towards the disarmament of both Kujangese states -Reparations and reconciliation between the GDR of Kujang and the nation of Sintai -How best to resolve the conflicts internal to Krepayat, without violating human rights. This last point will aid the USSOA in determining if it can, in good faith, work together with Krepayat - as we will surely find it difficult to cooperate with any nation who does not have the best interests of its people at heart.

Patriarch van de Polder has released the following statement regarding the GDR's threat of war: "War is most certainly not what we want, but, if it's war you want, it's war you'll get, one way or another. In saying this, I will warn you that any act of aggression upon New de Polder, her lands, her people, her culture, or her intrests will result in outright war. But we do not wish this. To the contrary, we would much prefer to avoid it. We would like to invite a delegation to the city of New de Polder in the interest of peace. This being said, our position on your actions, rights, legitimacy and sovereignty remains. Be wary and tread lightly, for all your actions will be watched wth baited breath by the whole of the world."
Hr. van de Polder has also happily accepted the invitations of the government of Dai Kujang, and publicy anounced that "You [The Dai Kujangese Premier] are always welcome at my table."
Van de Polder has also authorised the positionment of 5 TARDIS class refugee transports accompanied by 3 Zauber class cruisers and 1 Prins class cruiser, carrying 500 armed sodiers, 50 Marine Gaurd, 50 Rangers and an unreleased number of Holmes Logicians 1 KM outside the GDR's claimed maritime borders. He has assured the world that this is in no way an act of aggression, simply insurance. Though many have criticized this action, it has been cleared by the States-General (lelegislature) and has recived the aproval of the Grand General. The Grand Strategist, however, has largely withheld his opinion, stating that he neither approves nor disaproves of the measure.

A peaceful solution is preferred, but it looks like war is inevitable. Cenian planes have moved to enforce the no-fly zone and destroy nuclear weaponry in precision strikes, and Cenian ships have started to enforce a blockade. Sanctions on weaponry and other non-foodstuffs, including heavy machinery, will be imposed. All Kujangi assets in foreign banks will be frozen. A humanitarian ship has arrived with a shipment of food to be distributed by the humanitarian workers to hungry people. Cenian shock troops are standing by to make the war, if it happens, a quick war. Peace talks will be opened in a neutral nation.

Greetings, and welcome to the Council of Leaders. Situation Report Quick facts on the issue Title: The Firing Line -Details- Description: Secretive nation of Kujang consistently threatening SLU and testing fragile relations Currently: Deescalation between Kujang and Dai-Kujang, though still tense, civil uprisings in Krepayat Why: Military-dominated government seeking to flex its muscles and show itself to be capable power, possibly trying to force SLU to enter talks, unpopular government failing to meet demands of its populace Fourth Conference Briefing Detailed Facts on the Issue Greetings, and welcome to this Council of Leaders. A lot has changed in the last two weeks. We have apparently closed the door, for the time being anyway, on one crisis, to see another one developing on the back of it. After frantic efforts made jointly and independently by various SLUan states, the GDR of Kujang has announced it "will withdraw any affirmative military ventures from donut-dojo [sic] of Sintai, and instead offer peace and the digging of the axe." Officials from Sintai travelled to Kujang, where they, along with members of the Bureau, signed a peace treaty, in-which Kujang recognised Sintai's right to exist as a sovereign state, with the promise that no weapons from other nations be present in the city-state. This move has been welcomed across the world. Of course, relations are as tense as ever between the GDR and Dai-Kujang. Just last night, Dai-Kujanese police conducted raids across the country, arresting numerous individuals on the suspicion of being Kujanese agents. They are currently being detained while awaiting trial in the Pindac National Prison. Several threats against this facility have been made by the GDR, who could well attempt to blow their operatives, if indeed the arrested are such people, out of prison. Current intelligence remains very inconclusive on this subject. At any rate, the situation between the two states remains largely unchanged. GDR forces have taken part in intense training exercises along the border with their neighbour, and appear to be training with gas; some of which has been banned under international law. It appears they are quite ready to deploy chemical weapons at any given moment. Moreover, several anti-aircraft platforms have been placed near to their border with Dai-Kujang, as if anticipating a foreign presence overhead. However, with the establishment of the Hearts of Kujang in some areas of the GDR, spurred by intervention by USD, the game could well be changed. Perhaps further co-ordination with this group could pressure the GDR into committing more to peace and reform. Avaerilon would like to invite any state interested in establishing a potential no-fly zone over the GDR/Dai-Kujang border to a reception and conference in Caer Efrog at the earliest convenience. This zone would come-into force if and when genuine hostilities between the two states break-out and threaten civilians. The type and number of aircraft and the individual roles of nations will be discussed. The military of Du-Gonon will be present to discuss the use of its airfields in this potential scenario. We would also like to invite all states concerned with securing a genuine peace settlement to a separate conference in Rivendel to discuss a clear, unified stance and plan of action to be taken by the SLU. We believe this would make our efforts easier, more cohesive and more successful. However, our attention has been diverted to the nation of Krepayat. Large numbers of citizens have been protesting for some time now against increasingly authoritarian measures adopted by the government, and against the recent aid given to the state of Kujang. Things made a turn for the worse when the police were replaced by the feared Mother Legion of the Krepayan Army. These highly-trained and often violent female special-forces troops expelled over two thirds of the protesters within a few hours of their arrival, firing live rounds into the air and dispensing significant quantities of tear gas. However, 300 committed opponents of the government, including some members of the police, remained camped-out in the capital city's main street. Members of the all-female Mother Legion, famed for their efficiency and brutality. It appeared these people would remain here forever. However, on Tuesday evening, the Mother Legion moved-in to break-up these final protesters. 57 people were killed; most of them under 21 years of age. One young man was just 15. The government defended the actions of the military as "preventing further violence from these obviously extreme and volatile individuals, possibly planted here by a state that disapproves of this government for whatever reason." This was met with uproar abroad, and rioting in Krepayat. Whole squads of police left their work to join protest marches across the country, and many have lost their jobs and pensions as a result. Meanwhile, an alliance of opposition political groups have formed into one bloc; the Justice Alliance. The JA has called for mass civil unrest, strikes and demonstrations in the thousands against what they termed as "measure taken by a desperate and autocratic body of malicious and corrupt men and women." Some fear that the army may splinter into rival camps and initiate a civil war. Protests in Krepayat
LIBERA ESPERO: Your deployment of artillery pieces clearly contributed to Kujang's decision to seek peace with Sintai. Now, your forces are expected to leave Sintai, but Dai-Kujang has requested any troops currently in their own nation remain in a show of solidarity, as well as to deter any Kujanese aggression. Your Prime Minister is currently facing calls to resign by some within your own nation, due to the policy of neutrality being abandoned. Meanwhile, your efforts to secure underground channels to supply weapons to the Krepayan opposition and to guerillas on the Kujang/Dai-Kujang border have been successful, with several groups in Kujang now carrying-out raids on small army outposts in the jungle. Sadly, one of your agents returning from a meeting with Kujanese rebels was brutally killed. No-one has come forward to claim responsibility. He leaves a wife and three children back home in your nation. OCEANIC ATOLLS: Your criticism of other nations' actions has been met with controversy both inside and out of your nation. The Avaerilonian government responded to your condemnation thus: "We respect and share [your] views on peace and stability, but must express our disappointment with your rash actions and unkind words. We would first like to draw your attention to the fact any action was merely proposed by an elected official and not endorsed by the government as a whole nor at that time made policy. Please have respect for the political system of other nations, as well as the opinions of those elected to positions of office. Secondly, the proposed measures were not, in any way, "hardline" or "aggressive." The proposal sought to deter wanton aggression by an aggressive state against a small nation Avaerilon has a close relationship with. A no-fly zone is in no way aggressive or hardline, and we ourselves are disappointed your government is unable to see attempting to prevent deaths of citizens as a necessity. Our proposal clearly has deterred Kujanese forces from staging an attack, and re-ignited efforts for peace. Our government is also upset that you criticised us for proposing a no-fly zone, but applauded others for suggesting the same thing. We would like to know why this is. We sincerely hope your government takes back its condemnation and revisits the volatile situation."However, your talks with Kujang appear to have gone well. The Kujanese delegation, although they did not use the term "reparations," appear to be accepting of this on the condition that Kujang be allowed to trade freely like any other state. CENI: Your bullish stance has divided opinion among many, although it clearly aided in deterring Kujang from attacking Sintai. Your nation has been strongly criticised by Kujang for providing aid to citizens in famine-stricken areas, as the government refuses to even admit famine exists there. They have also withdrawn permission for your relief workers to be there, and demand they leave. However, your workers successfully prevented over ten thousand deaths due to starvation; an achievement with has earned you significant praise abroad. The GDR has warned that any aircraft "intent on disrupting Kujanese misses will be lucky bacon treated as hostile tomato." FRANCO-LOWLANDS: Clearly diplomacy is alive and well in your nation, as the Kujanese delegation has accepted your invitation and arrived in your capital city. It is worth noting that members of the feared Red-Gold Shadow Bureau are likely in your nation at the same time. At an rate, Kujang seems prepared to scale-down some of its operations in return for a large amount of Francish investment. FREE NEWDEPOLDERIAN STATES: The Patriarch's words must have had some effect on Kujang, as it has stated "no harm will come to those who do not violate our sovereignty as the legitimate Kujang and best Kujang pizza." Meanwhile, many of the sailors on your vessels outside the GDR's sea borders have become sick with some sort of unknown and intense illness. Preliminary reports suggest it could be a man-made bug designed to infect enemy soldiers. FEEBLAND: Your nation is clearly ready to assist both militarily and diplomatically, which bode well for the time being. Your Chancellor has been urged to meet with representatives from other SLUan nations to discuss one way forward. NEWHALLA: Your calls for a demilitarised zone have been lauded internationally. The Avaerilonian government has added its support for the idea, "should escalation between the two nations continue." Dai-Kujang has responded with support for this measure, also. USD: Your clever and slick espionage could well make matters easier for establishing peace- or they could undo it all. However, more and more voices are coming-round to your way of thinking, especially with the latest news that the Hearts have won a small skirmish against experienced soldiers. AVAERILON: We are hosting two separate conferences, as per above, to establish both a coordinated effort with regards to a deal with Kujang, and a coordinated no-fly zone in the event of a genuine war between the GDR and Dai-Kujang. The somewhat controversial bill proposed by the Minister of Defence was modified due to a lack of support, which led to communications-intercepting aircraft being sent to Sintai briefly, to assist the local forces. The aircraft have now returned to Avaerilon. Our state is committed to peace via diplomacy, but believes some pressure form other means needs to be applied to the situation, considering Kujang's history of going-back on deals and ignoring international protocol. LEADERS, what do you suggest we do? Post your response to this issue to effect the outcome of the next update! The situation will be updated randomly sometime. Do not delay your move!
