N.B. Contains references to bloody violenceGreetings, and welcome to the Council of Leaders. Situation ReportQuick facts on the issueTitle: Red Sky in the Morning-Details-Description: Serial killer murdering civillians across SLU Currently: Targeting mostly women at home, alone, leaving "smiley" drawn in the victim's blood Why: No known motive as yet, possibly sexual First Conference BriefingDetailed Facts on the IssueWelcome, fellow leaders, to this Council of Leaders. Over the last two weeks, 9 people have been brutally murdered by what appears to be a serial killer, across the SLU. 7 women and 2 men were brutally attacked with a knife- tortured to death by a disgustingly twisted individual. This murderer has a unique "calling card-" a "crying" smiley-face drawn in the blood of the victim. It appears the killer is targeting women, although he killed a police-officer and a husband of one of the victims as well. He, or she, is proving that they are a resourceful psychopath. No trace evidence or DNA has been found, and no witnesses have been able to identify anyone. While nobody in Avaerilon has yet been killed by this gruesome person, we are well-aware one of our citizens could well be killed next. Therefore, we call upon the law-enforcement and crime-investigative elements of the SLU community to come together as one, and catch this brutal murder before he kills any more innocent people. LEADERS, what do you suggest we do? Post your response to this issue to effect the outcome of the next update! The situation will be updated randomly sometime. Do not delay your move!

Letter from People's Commissar Crumrine handed to the Avaerilonian foreign ministerThe messenger, in a gruff voice, spoke, "This is a letter from the democratically elected People's Commissar Crumrine. This is to be read to the leaders in attendance here. I will remain until it is read." Esteemed Leaders in Attendance, We cannot trust the Avaerilonians anymore. For all we know this "issue" could have been dreamt up by a secret Avaerilonian propaganda ministry! They are traitors to freedom for refusing to progress their society further than capitalist misery. We shall not attend these meetings to discuss something that we have not seen in our nation and that we know to be false in Avaerilon. Our intelligence community has been able to provide to that counters the Avaerilonian claims. Good day to you all and thank you for not invading our soil yet. The war rages on in Logres and Azerzia and I have other matters to attend to. Regards,

Friday, 2 November, 2012 BNN: Bonarian News Network[/size] CHANCELLERY AND MINISTRY OF JUSTICE ISSUE JOINT STATEMENT REGARDING RECENT SERIAL KILLINGS IN THE SLU By Lauren Heath In response to reports of killings within the SLU and in Bonaria, the Chancellor's office and the Ministry of Justice released a joint statement this afternoon. "Despite the fact that crimes of this sort are relatively unknown in our republic," Attorney General Howard Scott read, "it is well-known that one such killing has occurred in Riley Prefecture. Our citizens should rest assured that local and federal officials are cooperating to solve this case. We also reach out to our friends in Avaerilon, and offer our help in solving their cases as well."
When asked about the letter delivered by People's Commissar Crumrine of the N.A.R. to the Avaerilonian Foreign Minister, the Attorney General was visibly trying to keep his cool. "We feel that, uh, the, uh, the letter delivered to the Avaerilonian Foreign Minister was, uh... This is a matter that, um, should be resolved by the two states in question. The Bonarian government has no official statement at this time." Sources within the Ministry later stated that the Attorney General received a stern call from the Chancellor due to his stumbling over official government policy.
The weekend death of 23 year old Jessica Signet shocked Bonaria, a state frequently hailed for its peaceful nature. Crime, especially violent crime and youth-related crime, are virtually unknown in the republic. Citizens worry about their safety, and sales of firearms in the Republic have risen sharply in the week following the incident.
