Good evening, I am IP Bryan of the PRNAR. There is, unfortunately, a new threat to all bodies in the SLU that needs to be brought to attention.

A scientist that was working in an anti-virus program under joint leadership between The Grand Federation of Michutopia and the People's Republic of North American Republics has gone rouge. He used the facilities provided to him, which were also provided to other scientists in the program, to mutate a strain of virus obtained from the cloud that rolled through what was Blackacre. This virus is able to reanimate the cells of dead organic matter in order to use the resources found within it to replicate itself. When a corpse becomes infected, the population of the virus increases eventually reanimating the entire corpse. This has the -intended- consequence of bringing the dead back to life.

These "zombies", as they have been called, have been seen roaming the streets of the major SLU cities eating live creatures (this happens to include humans). The first "zombies" have since deteriorated, but have left many other zombies in their wake.

The scientist has stated that he wants to rule in a kingdom of the undead, as such our clinical psychologists have certified him as an evil genius and psychotic. He goes on to state that his path to evil began when a NAR government check bounced. The NAR government declines to comment on this point.

This scientist will stop at nothing to reanimate all of the dead of this region and seems to have easy access through ports of entry.

If we do nothing, I hope that I may die before consumption.

Good evening, I am Llewellyn Brannighan, Minister of Defence for HMRH King Aubrey the Dragonheart. After an emergency meeting in Avalon, the government decided on a number of measures.

1. Posting of armed guards at cemetery entrances and exits, with regular patrols
2. Making crack armed squads of police and army personnel available in the event of a breakout, with orders to shoot "zombies" in the head
3. Creating stockpiles of food, water and medical supplies that the civilian population will have access to in the event of a breakout
4. Putting our best scientists and doctors onto finding a cure for the infection
5. The book by Max Brooks, "The Zombie Apocalypse Survival Guide," will be made for free in every book shop in Avaerilon

We also plan to prepare safe havens for the civilian population and government to use Avaerilon is 82.5% open space and 62% of that is wild land inhabited by no-one. Thus, we have plenty of room for all our 550-million-ish citizens.

All holders of shotgun and rifle permits will be given free basic training in the execution of "zombies," and free survival classes in local areas are being run 24-hours a day. Many people who were previous out of work are now leading these classes.

Avaerilon looks forward to hearing our neighbours' ideas.

Good evening my fellow leaders,
I propose that as these are many of our former passed loved ones roaming around, we instead rehabilitate them into society, and conduct expiriments to improve the basic brain activity that was started by the virus.

We will round up all Zombies and place them in quarantine, where they will be studied and we will try to find a way to increase their brain activity to a more functional level, beyond the basic hunt drive that the virus gives them.

I disagree Michutopia. Our government just simply can not support a plan that allows people who should be dead, to live. We will instead be putting national gaurd soldiers in every cementary. We will also be building safe bunkers in our cities and towns. Finally, we are gathering our best scientist (in all fields) in a safe lab at an undisclosed location to find a cure to fight the virus.

I must second the latter point made by Michutopia. Placing the zombies in quarantine is, in my opinion, the best option, at least until the virus is further studied. We of the PRNAR recognize that seeing grandma again can be shocking, but we see that it is in the best interest of the region, and society in general, to hold these undead captive.

I am appalled by Michutopia's proposal wherein the brain, in its reanimated state, shall undergo testing to increase brain function. It is appalling on not only moral/ethical grounds, but on logical grounds. How should these undead be integrated into society; should the undead be allowed to vote; if it is found that they reproduce, do the offspring have equal rights as the living? The questions it raises are large and numerous.

Finally, I propose the quarantine of the undead and the study of the virus as primary objectives for all, the execution of the undead as a second priority for some, and the increasing of brain function as a non-objective nor in any priority, only to be pursued on a national basis wherein the people of the nation are protected from any contamination.

I am willing to quarantine the undead, however we refuse to integrate them into our society. Every citizen in our nation has the right to kill undead on site.

Besides the problem of the undead, we must face the bigger problem by going after the rogue scientist. He has been declared "enemy of the state", a title saved for only the worst criminals throughout the world. We have agents throughout the region working on several leads. We ask that if your government finds any information, that you please contact our government as well as the council.

Good evening, I am the People's Commissar in the now CRNAR. I welcome you to the Council of Leaders. The zombie menace has been pushed back for the most part and the scientist has been on the run for some time. Each individual nation has enacted their own defenses against this walking of the undead.

In Avaerilon, knowledge of the zombie attack is widespread and education of how to defend one's self in this crisis has been distributed.

In the Franco-Lowlands, national guards members have been posted to guard cemeteries and have been allowed to shoot on site. Expert scientists have been hired to examine the nature of the virus and to find a way to destroy it.

In Michutopia, experiments have been undertaken to great criticism from the regional community and citizens at home. Many people are upset that their formerly deceased grandparents have become, quote, "lab rats".

In CRNAR, the event has allowed a revolution to occur at home and the zombies have been put down for the time being through the Franco-Lowlands' approach. Our opponents in the former government have vowed to acquire the virus to use against the state.

This scientist has known accomplices in various states including Michutopia, CRNAR, and the Republic of Blackacre. He may be hiding in a residence in one of these nations. His diary was found in his apartment near the lab he worked in and contained plenty of notes in what appears to be a foreign language.

With regards to the diary, Avaerilon is happy to dispatch a team of our notably skilled linguists and decoding experts to assist with the translation of the diary. Our citizens, on average, can use around 5 different languages as effectively as the next.

Avaerilon is a collection of islands and therefore vulnerable to zombies washing-up on shore. Therefore, Avaerilon's Royal Navy will be routinely patrolling our eastern and southern waters, where the currents from the mainland SLU are active. Immigration controls have also been applied, where each elligable immigrant is screened for the virus.

Our scientists have made one small breakthrough in regards to the virus. We have discovered that it CANNOT be transmitted by air or water; only by the bite of a zombie can one become infected. Perhaps then the rogue scientist has kidnapped large numbers of SLU citizens to realise his twisted dream? With regards to this new information, Avaerilon has 6 spare units of crack shooters on standby, ready to assist another nation with executing the zombie menace.

After several expiriments to monitor the brain activity and primal drive of the zombies, we have found no sentience. We concluded that the virus is re-animating dead cells, thus creating a mindless moving body.

There is no genetic evolution going on; the virus only wants to replicate itself, not create a new living creature. The zombies are running on their dead brain cells basic need to eat, so that they have mass to continue replicating the virus. Thus these zombies are very "stupid" and will die out very quickly if we starve them of anything our bodies can use as energy.

Over time however, the virus appears to activate more functions of the body, so the longer these zombies are around and can feed, the more adept they will be at moving and finding more prey.

Containment at our research facility is prime, where we are holding all zombies found in the borders of the Grand Federation. They are being starved so that the virus halts its reproduction.

Bodies will be returned to resting places once news of the virus halts.

In addition, we continue survailance of all burial areas, and have airborn patrols all day and night spotting for new walkers.

Our police and special forces will continue to chase the rogue scientist. Our scientists have found a possible cure to the virus. We will be sending all of your governments the information about cure. Our scientist are turning this into a gas that can be used to kill the zombies. The cure is harmless to the environment, humans, and animals.

This sounds like a wonderful breakthrough. We of the CRNAR thank the Franco-Lowlands for the information. I ask that Michutopia use the nanobots as harbingers for the cure, if possible.

If a cure has been found, the nanobots can be used to transmit the antidote. We can send them straight into the lungs of the zombies, or have them "sting" the zombie with the cure.

Hundreds of thousands are warehoused ready for use.

The United Socialist States of Amerikan Peoples wishes to highlight the human displacement and disorder brought about as a result of this crisis. We propose setting up military-run refugee camps at major transportation hubs near badly-infected areas. Survivors will be sheltered and supplied here until the infection can be completely eradicated.

In addition, it is very possible that the breakdown of order in infected areas may have given rise to the proliferation of criminal groups. To prevent their predation upon the populace, the USSAP recommends the deployment of Special Operations Forces to put down any armed groups that refuse to surrender. The USSAP military has 3,000 Special Warfare commandos prepared to deploy as needed.

Good evening, I am the People's Commissar Bryan. More research has been conducted on the zombies and it has been found that a relatively benign chemical, commonly known as water, is capable of completely disintegrating zombies in an advanced state of infection. The possible cure for the virus has been tested extensively and it too works in stopping the virus.

Zombie sightings are at a low since the quarantine. Military-run camps have seen floods of refugees in the nation of Amerikan Peoples where the zombie menace is still strong. It is believed that the scientist is in hiding in said nation.

To sum up the issues, we could use water to defeat the zombies, but lose the bodies of loved ones, or we could continue to manufacture the expensive cure in order to save the bodies from harm, and there is still the fact that the scientist may be hiding in the nation of Amerikan Peoples.

Avaerilon's Chancellor of the Treasury, Sorcha Mahon, has released 25 million Aubs' worth of funds to create the cure which will leave bodies of the recently undead as intact as possible. Avaerilon's best doctors and medical scientists are working to bring this cure to reality and would be more than happy to work together with other nations to bring this about quicker. However, in the event that action must be taken swiftly, Avaerilon's Police has bought twenty water cannon units ready to destroy any hordes of the undead in an emergency. We will use state-of-the-art forensics to try as much as possible to locate remains of family members in this event.

The Francish Legue's Emergency Fund has granted the members of the Francish Legue (Franco-Lowlands, Franco-Highlands, Franco City, and Franco Island) each several billions of Francos for support in creating the cure. 50 billion in total. If your nation needs help manufacturing the cure, please contact me. The emergency fund is willing to give another 75 billion Francos to the member of the SLU. If your nation can give money, and are willing to donate, please give the money to the emergency fund so we can give more to poorer nations.

Avaerilon will gladly release funds equalling 10 billion Francos to help this generous and humane fund proposed by Franco-Lowlands. The money is released as part of Avaerilon's Continental Disaster Relief Fund (CDRF) which is currently worth 35 billion Aubs.

The Francish League's Emergency Fund now has 85 billion Francos to give thanks to the 10 billion Franco donation by Avaerilon. Realizing that emergencies do happen, and that our legue needs a safety net, the nations of the Francish League have gathered 350 billion Francos for the fund. If your nation suffers from a horrific earthquake, is plagued by debt problems, or need funds for a defensive war, feel free to contact us. We don't just give to the members of our league, or even the region, this fund is to help poor nations or nations that have fallen on hard times around the world. To be accepted, you must be a democracy, and be able to show the league a reasonable plan to combat the problem you face. Also, I'm just reciving word that their are no more "zombies" in our nation.

Good day, I am the People's Commissar Bryan. I have come to tell you that after touring the nations of the region, the zombie menace has been defeated. The last vestiges of the menace have "died" and the rouge scientist has been caught. The people of the region took advantage of the funds that were released by the Franco-Lowlands and Avaerilon to help combat the undead. The scientist is now being tried in a regional court.

We thank the community for their efforts in destroying this threat.
